supposed to land and over here you can see the vineyard where they did land. they hit the ground when their parachute didn't open. the san joaquin county sheriff's department said it happened around 10 a.m. they are working with the faa to investigate why the chute didn't open. despite the investigators out here earlier, the parachute center stayed open and busy with people continuing to jump all morning and afternoon. many told us even if they had known about the incident earlier it wouldn't have stopped them. >> the chances are so low for something like that to happen. i don't think it would have changed my mind. >> reporter: i did talk with the owner who says he is still waiting for more information and for authorities to talk to him. denise wong, kpix 5. >> officials have not released the identity of the men killed only in their early 20s. uc-berkeley students go back to class in a few weeks. it's not the new school year making them nervous. cal is now the number one school in the country when it comes to one particular campus

crime. kpix 5's da lin reports. >> he suddenly, like, grabbed at my shirt and then we, like, stumbled backwards and fell on the ground and so he was standing over us. he said he had a gun around we're give him our -- and we should give him our backpacks and wallets. >> reporter: the junior describes the violent robbery that happened to him and his friend while walking home to uc- berkeley on ellsworth street. they handed over their backpacks, money and nick's laptop. >> heart was, like, really beating fast and nervous. but yeah, even afterwards, like, once we got up and started walking i was, like, kind of shaky and stuff. >> reporter: the south side of campus has always been a hot spot for robberies. on monday, berkeley police responded to five separate pedestrian robberies there in two hours. on thursday, police asked for help to catch this guy suspected of groping a female student on campus. >> i try really hard not to get out late. i might call uber to go home, not walk. >> reporter: a recent study

released by star class.com shows uc-berkeley has the highest robbery rate among california universities. a different study shows when it comes to overall crime, including things like burglaries and sexual assaults, cal has the second highest crime rate among california universities. some students say they are not surprised. they are getting almost daily email alerts. >> so i get the email probably three to four a week describing sexual assaults nearby or robberies nearby. >> you know, the incident has happened, i have moved to like the safer side of campus so that's helped a bit. >> reporter: police are reminding students to stay vigilant but it's best not to walk at night since robbers have targeted people walking in pairs. in berkeley, i'm da lin, kpix 5. >> uc police say most violent attacks and robberies happen off campus. but students tell us that's a moot point since many have to walk off campus to get to their

housing. well, in the bay area we pride ourselves in being cool in more ways than one and this way is the usual way. fog and low clouds are around the shoreline. and that has led to unusually cool readings now. the golden gate bridge. pleasant inland. only 64 in oakland. one of the reasons is the ocean temperature 55 degrees very chilly offshore water and combined with a sea breeze and it keeps us chilly all weekend. it certainly will not be a terribly warm weekend. that through the week. the fog and cold aren't dampening the party at golden gate park. thousands are braving the relatively chilly weather for a day 2 of the outside lands music festival. among them, sharon chin, out there braving the icy cold! and the people living near the park say the colder the better, sharon. >> reporter: yeah, brian. one of the first things that you notice is the fog when you get here.

some neighbors say that's a really good thing. ♪[ music ] three music of louis del mar just one of 39 performances today at the sold- out outside lands festival. >> they were incredible. tonight we see radiohead. >> reporter: uniformed and plainclothes san francisco police officers provide increased patrols on foot, horse and wheels. san francisco fog is also taking center stage. >> a lot of folks especially folks from out of town come to california not expecting this kind of weather but it's like a nice way to welcome folks, like this is the real san francisco here. >> reporter: in its ninth year here the outside lands festival has proved it's not just about the music but also the environment with boots on urban planning and even water to fill one's personal water bottles and then there's the food like liquid chocolate melted in a gooey cup and the donut cheeseburger. >> really good. sweet first and then the savory. >> like everything you weren't allowed to have as a kid unless it's like a special day is

present all rolled into one. >> reporter: just outside golden gate park in the residential areas we're told some neighbors get out of town this weekend to avoid the noise, trash and traffic they have experienced in the past. but one neighbor tells us it's better this year thanks in part to the weather. >> of course, this year it's not warm so people don't have their windows open. so they don't hear as much. but i find that the acoustics are better this year than the last couple. >> reporter: so far police have made two arrests for drugs an trespassing and they have also issued several dozen violations including those for parking and traffic as well as ticket scalping. one of the hot tickets around here is this, the donut cheeseburger, brian. take a bite. >> i want to hear what you think, actually. we are going to sit here and watch you chew. >> reporter: well, it does -- it does have that salty sweet thing going on. but i don't even want to know how many calories are in this

thing. it's not bad. >> it's best not to know the answer. sharon chin at the outside lands, thanks. >> best to leave that. >> probably a good idea. for more on outside lands we have a section on our website, cbssf.com. investigators are trying to figure out what sparked a fire at an abandoned san francisco apartment building that's burned before. now, mislocal reporter zen he is this scene from san jose avenue this morning. the fire started on the ground floor and moved up. no one lives there right now. that same building caught fire back in april. the landlord has been working on repairs ever since. police in hayward just opened their second homicide case in less than 24 hours. they say a man was shot and killed inside his car on gating road just before 11 p.m. last night. he died at the scene. shooter got away. and right now police don't center any leads. and that was the city's second homicide of the day after an

apparent domestic dispute turned deadly. officers responded to a domestic disturbance call yesterday but the woman who lives there wouldn't let them in. the tense standoff went on for hours. officers then finally led her away in handcuffs. later the woman's husband was found shot to dead in the home. the couple lived there for 30 years. the case is under investigation. police in vallejo have a pair of death investigations tonight. around 5:30 a.m. officers found a man shot and killed on bw williams drive. he died on the scene. less than two hours later a dog walker found a man dead behind solano middle school. so far, it's unclear if he was murdered or simply died of natural causes. anyone with information about either case should contact police. san jose police are looking for three suspects in a violent carjacking that left a woman badly hurt. the whole thing was caught on surveillance camera. it happened on july 18.

confrontation between policd teen. protesto tension in chicago after the release of footage showing a deadly confrontation between police and an unarmed teen. protestors are demanding action after seeing the videos that show the moments before and after officers shoot and kill paul o'neill. the chicago police superintendent said in a news conference today, he is concerned over the shooting.

[ siren, gunfire and cursing ] >> the video shows the 18-year- old behind the wheel of a stolen car careening towards police officers who then fire at the car several times. o'neil then gets out of the car and tries to run before he is shot in the back. he was unarmed. today the chicago police superintendent called the release of the videos the beginning of a transparent process. but as kpix 5's maria medina shows us, here in california it's less likely that that kind of body camera footage would ever go public. [ sirens and gunfire ] >> reporter: eight days after chicago police shot and killed paul o'neill, police released the video from the body cams and dash cams that captured the deadly confrontation to the public. >> in chicago they have a body- worn camera policy that said the video had to be released within 60 days. >> reporter: kpix 5 legal analyst and judge ladoris

cordell says that would never happen in california. >> in the bay area and in california in general, body- worn camera footage is not available to the public at all unless the chief decides in his discretion to release it. >> reporter: although more police and sheriff's departments are using body cameras in our state, it's not often the public gets a chance to see the footage. the san jose and oakland police department policies say if the public wants to see footage, they must request it. but according to the san jose police website, the request is not a promise you will get it. the policy says the video is likely part of an investigation which affects whether it will be released. >> so if you don't have a good policy that stands for transparency and getting footage out to the public in a timely fashion, then your body- worn cameras are not going to get you where you need to be, which is forward with accountability so you build trust with the community. >> reporter: in san francisco,

maria medina, kpix 5. >> judge cordell adds, california police departments include body camera footage in officer personnel files which are confidential and cannot be viewed by the public. first class trips to resort hotels, a new report reveals how the chancellor at one uc school has been spending your money. but adrian moore reports officials at uc-davis don't have a problem with that. ♪[ music ] >> reporter: this five-star resource in greece was not reserved for a celebrity. it's where linda katehi stayed during the a trip meant to cultivate the relationship with a major donor in 2012. expense reports show she billed the university $1,500 here. and also spent nearly $250 on a private tour guide to brief them on the history and architectual elements of the area. the following year, she opted for this luxury resort in switzerland with sweeping views of lake geneva. for one night uc-davis was on

the hook for $1,400 because the traveler was traveling with a major donor, she stayed at the same hotel as the donor. prior to that, katehi submitted an $8,400 expense report for a five-day trip to italy to take part in fact food pavilion expo in milan. justification reads, business class airfare was purchased since traveler would be flying for several hours on an overnight and overseas flight. $973 was later reimbursed by the expo. documents show numerous expensive travel changes were also billed to the university along with limousine service. a uc-davis spokesman says the chancellor's expenses are approved by the uc-davis controller but does in the have a set annual -- not have a set on all travel budget. that spokesman also added, our chancellors have to be out there building relationships and bringing in revenue for the students, staff and faculty. in all, those travel expenses add up to more than $174,000

over the course of 6 years. now, that university spokesman also tells us that linda katehi's travel expenses are subject to an audit every other year and then are submitted to the office of the president. she says so far there have been no red flags. in sacramento, adrian moore, kpix 5. bay area night owls now have more options for catching a ride home when the rest of us are asleep. san francisco is launching a new overnight bus network linking the city with the peninsula and the east bay. it's a joint effort between muni metro, ac transit, samtrans and golden gate transit. for a map of the system go to all nighter 511.org. firefighters appear to be gaining the upper hand on a wildfire burning in yolo county. the "cold fire" has burned more than 5,000 acres off highway 128 near the napa county line. it started tuesday afternoon

and is now 35% contained. more than 1500 firefighters are on the scene battling the flames. right now no structures are threatened but one side of the highway is still closed. so if you are heading that way, expect delays. to the south in monterey county crews are making headway against a much larger blaze. the soberanes fire has burned nearly 56,000 acres. it is now 40% contained. it has destroyed 57 homes and is still threatening 2,000 more. investigators say an unattended campfire sparked that fire. they are still looking for the person who started it. well, quite opposite here. we have cool weather to talk about in the bay area as we already have. looks like there's more to come, too, right now through the end of next weekend actually. persistent low pressure trough. we have the low clouds. but electrifying weather out in fact desert southwest where they have those afternoon thunderstorms popping up over, oh, near flagstaff and east of

kingman, arizona and 'tis the season for that kind of thing so let's look at some blue gazing out toward mount diablo from dublin and the numbers right now: concord 77 degrees. a relatively cool 64 at oakland, just 58 right near san francisco. and in san jose, 71 degrees. very pleasant in the south bay. for tomorrow afternoon highs will range from the mid-60s along the shoreline to the mid- 80s inland. and if you are looking for change, don't look for it here because low pressure is going to be hanging over the west coast for a while and that low pressure just means low temperatures. right through thursday and friday. you know, just relatively low. it's still in the mid-80s inland which juliette has characterized as perfect weather for the east bay. fog and low clouds at the shoreline. plenty of that tomorrow to start the day out with. and it will hang around sticking especially to the western half of the peninsula as sunday wears on. so to sum it all up we're going to be looking at low clouds at the shoreline, unusually cool

through midweek and just the usual summertime pat person in terms of fog and low clouds in the night and early-morning hours. we'll clear back to the shoreline as the day goes on but nothing in the way of rain, certainly won't rain on this parade as the a's take on the chicago cubs tomorrow at 10:5 p.m. under partly cloudy skies and 67 degrees. sonoma not bad, 79 degrees. you could also check out jack london state park. he lived in his home in glen ellen and they have that -- it's all part of a park now. you can tour his home. it's kind of fun to down there. outside lands san francisco tomorrow, 61 degrees under cloudy skies. and the stern grove festival partly cloudy skies, 61, as well. overnight lows tonight in the bay area will be looking for numbers to be in the low to mid- 50s. sun-up tomorrow at 6:18 a.m. and if you are heading out of the bay area, 95 degrees at redding. in fresno, 96 degrees.

and more uses for the tiny airc well, you can't go anywhere without spotting them. drone sales have been skyrocketing. piles are discovering more uses for the little aircraft but one group of flyers just wants them to fly fast. and brook silva-braga shows us it's becoming a full-fledged sport. >> reporter: it was youtube videos like these viewed millions of times last year that sent lots of people shopping for drones. peter was one of them. >> saw some videos and thought, am i not doing this right now? >> reporter: now the australian is a drone pilot for team multistar. >> so a year ago you watched a drone video on the internet. >> yes. >> today someone is paying for you to fly around the world to fly this thing. >> reporter: yes. >> reporter: the sport has taken off because the races look like this. ♪[ music ] >> reporter: pilots use a realtime feed from the drone's camera to steer the quad copters. spectators can view it, too.

rash of crime on and around campus especially robberies. the hardest hit area, on the south side where multiple robberies can happen in a single day. in fact, uc-berkeley is now the number one school in the state for robberies on campus. and thousands of music fans have packed golden gate park for day two of the lands music festival. it ends tomorrow with lionel ritchie closing out the weekend. and to reno now where there's already been -- rio now where there's already been one scare at the games. there are tight controls around all the venues but jamie yuccas says there are still big gaps. >> reporter: from the famed copacabana beach to the sports venues at olympic park, more than 80,000 officers and military personnel are on the ground in rio de janiero protecting some 500,000 tourists visiting for the games

like this person from wisconsin. >> there's a cop car on every corner with lights on so it makes me feel safe plus the army is walking around and driving trucks around all the time. so i don't think this should be any problems. >> reporter: on saturday, a bomb squad blew up an unattended bag near the fish line of the men's cycling road race, no injuries. there are renewed concerns about security lapses after 10 suspects were arrested plotting a terror attack. >> a fullback pack went in. >> reporter: this journalist walked into olympic park no questions asked. >> told to go to the security tent and there was only one person there and he wasn't facing the screen that shows what's inside the bag on the conveyor and we went through the metal detector and i had my cell phone in my pocket and it didn't go off and i'm not sure the metal detector was on. >> reporter: residents claim police brutality is on the rise because of the olympic games.

>> they really want to threaten and make poor people stay away from touristic areas. >> reporter: just outside friday's opening ceremony, police used tear gas and rubber bullets to break up protestors of the games. jamie yuccas cbs news rio de janiero. >> the state department is warning americans traveling to rio about a risk of theft and armed robberies as well as credit card and atm scams. but so far, no problems have been reported. two belgian police officers recovering after a man came at them with a machete. that man was shot and killed outside a police station in a town just south of brussels. authorities say the man shouted "allahu akbar" as he lunged at the two officers. a third officer then opened fire. the attacker managed to wound at least one of the officers before he went down. he had to be taken to the hospital. no word on what prompted the attack. farther sow in rouen, france -- farther south in rouen, france, 13 people are dead after a fire at a bar.

most of the victims in the teens and 20s. they were celebrating a birthday when the person carrying the cake tripped down some stairs sending the candles flying and one of them ignited the soundproofing foam on the walls. french authorities have ruled it an accident. concert-goers in new jersey are recovering today after a guardrail collapsed in snoop dogg's show. at least 42 people were hurt when the railing gave way at the bb and c pavilion in camden. five of the people who fell are hospitalized and expected to be okay. one concert-goer describes the terrifying ordeal. >> so came close to the lawn and everyone all of a sudden started pushing and the gate broke and i fill six or seven feet on top of someone so i didn't hit the concrete but there were four or five people on top of me and it was so hard to breathe i couldn't move. i thoughtist dying. i was square receive.

with him for unforeseen events. the president has vacationed on the island each august since he took office except when he ran for re-election. florida is stepping up an attack on mosquitos carrying the zika virus. planes are spraying insecticide for ten miles around a neighborhood in north miami where 16 people have gotten it from local mosquitos. president obama is again urging congress to approve emergency funding to fight the virus to try to prevent a wider spread. meanwhile, santa clara county will be taking another shot at mosquitos carrying west nile virus. they will be fogging parts of south san jose starting monday night at 11:00. they plan to continue all night. mosquitos carrying the virus were recently found in the area so if you live there, close your windows and stay inside to minimize your exposure to the spray. if you are heading to the russian river this weekend, watch out! there's been another toxic algae bloom. health officials aren't telling

in the mid-70s around the bay and the mid-80s inland so that's not to say it's not going to be pleasant. if you like fog and low clouds you know where to head over by the shoreline. right now as we overlook dublin out toward mount diablo, product of the old concord thrust fault out there, concord right now has 77 degrees. oakland is at 64. livermore 73 degrees. and in san jose, 71. in santa rosa, it is 73 degrees. and highs tomorrow not unlike what we have seen lately. mid-80s inland and low 70s around the bay and at the shoreline, we begin with a layer of stratus with sunshine later in the day. a low pressure is putting a saggy baggy trough, what a song title, over the west coast and as a result the numbers will continue on the chilly side -- actually pleasant for much of the area. it's nice not to be sweltering, i guess. low clouds moving in an lot
