thousands of people are evacuated... homes and businesses are but to the ground... and tonigh crews are in an all-out fig against this raging fire. 'm juliette new at 11:00. forced out by flames. crew are in an all out fight against this raging fire. good evening. right now mandatory evacuations in effect for the entire town of lower lake and parts of clear lake to the north in lake county. at least 4,,people have been forced from their homes tonight. flames destroyed 10 homes. >> now, the fire is burning where a fire burned last year. in the midel of the burn zone of the valley, rocky and jerusalem -- middle of the burn

zone of the valley, rocky and jerusalem fire. >> reporter: a home burning down to the ground and firefighters are doing their best to keep it from spreading. >> that is where it was. right there. >> flames continue to conassume buildings and homes in the town of lower lake. families are beginning to get their first look at the devastation. >> what went through your mind the moment you saw your house? >> i could not drive. i stopped at the bottom of the bridge because it is my everything. [crying] >> reporter: the officials say the fire jumped the lines in the early afternoon and began spreading in several directions at once. main street lower lake surrounding neighborhoods quickly became ground 0. >> what will you do? i have nowhere to go. a combination of high temperatures and irattic winds are what the officials are

calling extreme fire behaeufior, drove the flames throw lower lake. >> -- erratic winds are what the officials are calling extreme fire behavior, drove the flames through lower lake. >> reporter: that is all they need. more heartbreak from lightning- striking wildfires. >> this is where we grownup. >> this is all we have known. all of our neighbors. look at what they have to come home to. horrible. horrible. >> horrible. >> reporter: concern right now it will spread to clear lake. to give you perspective. this town, lower lake, population of 1200, clear lake, a few miles north of here is population of 15,000. so, you can see why firefighters are trying to toe the line. keep it from spreading -- tow the line, so far, so good it has not breached the fire lines they set up. >> they have to get the evacuation orders out quickly.

how much time did people have to get their belongings and get out? >> not much. >> reporter: they had to -- it blossomed overnight. and this afternoon it just sort of raped through this area. neighbors say they saw it coming over the ridge and it was a firestorm at that point. just racing up to their home. they grabbed what they could, had stuff ready, not everything. their photos going back generations lost in this pyre. >> heartbreaking. all right, joe. thank you. e vacking with as centers have been set up at the following places: dozens of evacuees have >> we talked to some of the evacuees facing a lot of uncertainty. >> dozens of evacuees came here to this high school about 20 minutes north of the fire scene. no one has any idea what is

ahead. >> i was nervous at first. then i was -- i was calm, collected, got myself together. >> david jones and his mom had not much to show us when the sheriff came through town. they were not going to take chances. >> this was to evacuate and get stuff out. >> reporter: here, the red cross set up cots for those sleeping in doors and others say the plan is to sleep overnight in their cars and trucks. and this school has recent experience as an evacuation center because it was also used for the valley fire. so people came up to me all day long anded "what do you want?" >> out on the field he says he grabbed a few important papers and his dog but he says leaving your home is not easy. >> better lose the house than us but ... >> still, yes. everything is all right. >> others are concerned luters can come through the zone. the area is closed off and

evacuations are underway. >> first thing in my mind is how many looters are we going on get before the firefighters get here and stuff so ... we tried to secure everying and hose everything down. >> reporter: one of the original evacuation centers lost power as a result of the fire and many of those evacuees came here. back to you. >> right now more than 8,000 pg&e customers are without fire. flames damaged or destroyed 20 power poles, they have deenergized power lines in the evacuated areas. schools will be closed tomorrow including lower lake high, lower lake elementary, carl, education center, burn valley, pomona, eastlake and clear lake creativity center. >> in addition to the flames, the firefighters are dealing with warm temperatures and gusty winds. even at this late hour the temperatures in the areas in the upper 70s, winds up to 10 miles an hour, dry conditions.

and tomorrow, things we main warm for firefighters with a forecast high with 96 degrees. winds shifting to a drier direction. 15 miles an hour. but it could be worse. help is on the way from bay area firefighters. sanfrancisco is sending 5 engines and a strike team ladder. 2 engines are coming from the county while oakland are sending four firefighters each. many of them know the drill. having just been sent to fight the fire in monterey county. >> 2-3 weeks ago we were down on to the strike team and the engine was down there. it seems to be that type of typical california summer where at any given day you need to be prepared. >> must be exhausted. >> we will it continue to monitor this fire and bring you updates here on cbs 5. other news now. court workers in santa clara county will be back on the job tomorrow. they voted today to ratify a

new contract and end their strike. the new deal gives them gradual raises over the next 2 years. most court operations have ground to a halt since the walkout began on august 3rd. it sex pected to take several days to clear the backlog once workers return tomorrow. two people are dead after a shooting outside of oakland art gallery. it happened at prime development and a clothing store on 15th avenue. witnesses say that gallery was hosting an all ages birthday party when shots rang out. later the same day you see the shards of glass to the shattered front windows. the group of kidsed it began with a fight outside. once it erupted everyone ran by the time the police got there they found 2 men dead at the scene and another suffering from the gunshot wound nearby. he is expected to be okay. so far no arrests. new tonight, a man is under arrest after leave leading the police on a wild chase.

[sirens] >> reporter: speeds about 110. >> reporter: until the wheel or wheels come off. >> he lost a tire driving down the median approaching white oak. looks like he is losing control. spinning out. approaching hampton. >> reporter: he tried to run but did not get far and was taken into custody a short time later. the investigators believe he may have been connected in a string of car shootings they are trying to prove that. >> i don't want to get the call i am in the hospital because a guy on this street is shooting. very concerning to me. >> i don't know if he is doing

it for fun. this is not fun. scary for all of us, as family and people that own a business in this area this is not a joke, you know. shooting at random cars. >> the police would not say if they recovered a gun. they believe they have gotten a break in a spraoeupl spree that stumped them and terrorized a community. in san jose, kpix5. officers opened fire in hayward. a call came out over a stolen black mercedes with two menned in. the driver rammed their patrol car he was hit on foot and others opened fire. they chased down the mercedes and found a suspected in with a gunshot wound. the police say his condition is critical. a second suspect who tried to run away was arrested. >> tomorrow, community leaders will gather in san francisco will call for a moratorium on all police force.

no need for a rally at the police station at 17th. the goal is to explore the option of disarming the police completely. the national guard so stand by after a night of violent protests in milwaukee. tensions flared after a black police officer shot and killed an armed black man in a community already on edge. protesters torched several cars and buildings last night including a gas station. the violence erupted a few hours after the officer shot and killed smith during a traffic stop. the police say the 23-year-old was at least 13 prior arrests ran off with a loaded gun in his hand. the police say tensions have bye-bye rising since 2014 when the police killed a mentally ill black man. >> the black people of milwaukee are tired. tires of living under this suppression. >> you have a community riot. the community failed to protect us like they'd they were going

to do. >> the police made 17 arrests, four officers hurt along with a can't girl hit by a stray bullet. we are getting a look at the suspects who, the police say, gunned down a mom and his friend outside of a mosque. he is described as a darkhaired man with a beard and glasses. video captured the attack. you see the two men walking after leaving the mosque. the suspect approaches them from behind. raises his weapon and fires. the police are hoping that somebody will recognize him and come forward. we continue to follow the wildfire raging in lake county tonight. ahead, a look at how fast the flames are moving and what firefighters are doing tonight to keep them from spreading into nearby cheer lake. coming up, speedboat sunk in lake tahoe. how bay area men survived using a cooler and quick thinking.

[snoring.] take the roar out of snore. yet another innovation only at a sleep number store. been forced from their home as a raging wildfire rips th lake... in lake we have an update on our top story. 4,000 people forced from their homes as a raging wildfire ripped through the town of lake county. flames have burned down at least 10 homes. kpix5 shows you the damage from the fire lines. we go live in lower lake. >> reporter: we are in a community that is just a few blocks from the historic downtown that was ravaged today. right now i can tell you the firefighters out here they are employing strategy called structure defense. that is what it sounds like.

defending homes. mostly in the population center of clear lake. it is just a few miles from where i am will standing right now. that is what they are worried about right now. more heavily pop lated clear lake. now, they are moving troops in that -- populated area of clear lake. now they are moving troops in that area. this is where they are where they are targeting their assault right now. going through the ground and the air. dropping it on a fire break. one of the same ones that was used in last year's wildfires. we are back live here. in lower lake that has already sustained a lot of damage here. it appears to have moved on from this community. it is out there still, retracing one of the fire lines from last year. at this point it has not gotten cheer lake. let's hold the line overnight. >> reporting live, kpix5. >> one of our crews witnessed

just how quickly the fire is moving when it flared up right in front of them. we get a closer look at the flames and how they were able to escape. >> it took half an hour. we got the word everything was on fire. >> reporter: davis did all he could to save his home as the fire closed in surrounding him. >> it looked like it was not even close to us. and then it -- all of a sudden the wind changed. came right over us. >> reporter: we witnessed just how quickly the fire could spread. >> we were shooting video of the home that was burned behind me when there was a sudden flair up. you can see it right behind me. a spokesperson for cal fire says there is mow way out the way we came in. >> we are stuck at this point here. we can not go back the way we came in. >> they allowed crews to get closer to that flair up that

st. louis. 4,000 acres scorched and nearly 200 residents in e vac waeugz centers. cal fire says 100 structures are in the line of fire. air tankers and ground crews are all racing to fight the flames there, too. from fires to floods. the rescues are continuing in southern louisiana. at least 6 people died and 20,000 had to evacuate after the rain caused rivers to overflow. views from the air show entire communities under water. volunteers went door to door today to help anyone trapped. the coast guard plucked 3 people stranded on a roof in baton rouge. hundreds of drivers were stuck on a local interstate for more than 24 hours. president barack obama is now declaring four parishes in louisiana major disaster areas. well, four bay area men on a sinking speedboat survived in lake tahoe thanks to quit thinking. their boat started taking on

water three miles from shore. as the vessel kept going down they used an ice cooler and a seat cushion to stay above the surface. people heard their calls for upon and called the authorities. rescuers picked up one man trying to swim and then found the other 3. >> close call. and, tonight, we got our problems and they have theirs in the southeast. we talked about the louisiana rain. they are getting more tonight. low pressure pinning over the gulf. you can see they still have heavy rain in the way for parts of texas stretch into north louisiana. back in the bay area, clouds, no rain. we look at sfo and the numbers. concord, 65 degrees. livermore, 68. santafe, 62 degrees. here is what is happening, low pressure at least serving to cool things down along the shoreline. inland, things remain warm as high pressure continues the influence as well. here is what it should look like tomorrow. clouds blanket the shoreline. everybody wakes up with sunshine and the coast will eventually get some later in the afternoon. the temperatures do remain cool along the coast. we will be in the 90s inland

tomorrow. as the day wears on. the low clouds come back in. not going to help the firefighters much one way or the other. the weather today will be much like the weather tomorrow. the usual low clouds and fog at the shoreline warm inland. cool at the coast. summertime pattern persists all weeklong. overnight lows tonight, numbers dip in the middle 50s on average. sun up tomorrow morning at 6:24 a.m. and if you are heading out of the bay area it is hot up at redding. 104 and 102 at fresno. does not look much better. back in the bay area we are close to average. 75 in the city. concord, 88. san skwroes a80 tomorrow and 71 in oakland. -- san jose, 80 tomorrow and 71 in oakland. warmer in morgan hill. over in the east bay we will be in the 80s and the 680 corridor. you get to pittsburgh and brentwood the numbers there will be in the 90s tomorrow.
