this is kpix 5 news at noon. a lake county man is jailed , accused of setting the fires that destroyed more than 100 homes and forced 7 mi.2. i am michelle griego. kenny is on assignment. let's go to lake county where anne makovec tells us the fire was deliberately set. >> reporter: the good news is

that the fire is 20% contained at this hour. you can see some of the damage behind me. the front door has that yellow piece of paper, that is part of the damage assessment process which is going to go on in lake county over the next several days. >> that is all we got. >> reporter: weight holly owns this auto repair shop in downtown lower lake. while there is plenty of damage on the lot, the building is still standing.>> we are lucky compared to most of the people around here. >> reporter: he has been holding down the fort since sunday. >> i am making sure stuff did not get stolen, putting out hotspots. >> reporter: the fire has charred more than 6 mi.2 and this is the man accused of setting it. he is charged with 17 counts of arson connected to fires all over lake county. the charges carry enhancement because of the homes and businesses destroyed.

175, a number likely to grow once crews get into the neighborhood hardest hit. 400 people are under evacuation orders this afternoon. >> there is a process. it is not just that you open the door and allow everyone to come back in. >> reporter: the fire started on saturday and blew up, jumping its containment lines sunday afternoon.>> the cruise came by and asked if we were packing up, we said yes, then the third one came by with a loudspeaker and said we need to leave now. >> reporter: afternoon winds are bringing ongoing challenges for the 1000 firefighters on the scene. the recovery process is underway. pg&e is flying in 16 new transmission poles to replace those that have burned. >> we can't access this area by truck because the terrain is too difficult. we have to fly in.>> reporter: holly shop is among the 700 buildings without power this

afternoon. he is waiting for some sense of normally to return. >> i hope it does not take too long. we are a strong community. i hope it pulls together for us. >> reporter: while we don't know when the evacuation orders will be lifted, the sheriff's office is going to start the process of escorting people back to their properties to check things out. sometime in the near future, possibly as soon as this afternoon that will happen. will containment of the fire is expected by sunday. live in lower lake, anne makovec, kpix 5. one hospital in lake county has moved its patients further from the fire line. clear lake's st. helena hospital has transferred all 17 of its patients to some of the smaller facilities. schools and area will remain closed for the rest of the week. that affects students and clear lake and lower lake. the school district plans to provide an update on friday. you can keep tabs on the fire

get you across town safely, i want to get home safely too. >> our operators are working hard to get people where they need to go safely. they have difficult jobs. violence should never be an option against of these operators who are dedicated to getting people around the city.>> reporter: the transport represents muni drivers are releasing these ads in an effort to keep operators safe. just a few days after a muni driver says she was assaulted. sfpd says the operator and her alleged attacker claim the other was the aggressor. >> i have not seen the video but all of our buses carry video internally and externally. hopefully the video will be able to show and hear a lot of the confrontation that occurred. >> reporter: despite this attempt, critics from the united public workers for action are still planning to hold a news conference tomorrow to discuss the stress and dangers muni employees face

we are in baton rouge as residents return to what is left of their homes. >> we will not give up. we will stay until the end. if it knocks us down we will get back up and we will rebuild.>> reporter: overnight, voluntary evacuations were underway in ascension parish. floodwaters poured into the community. on monday, national guard helicopters hold more people to safety from the unprecedented flooding hitting southeastern louisiana. we went along as they took us on a search and rescue mission into the flood zone.>> we are now flying over denham springs louisiana. this area is covered in water right now. >> reporter: 90% of the homes in denham springs have a damage. the city's main highway is washed out. christina broad and her boyfriend returned to their flooded home for the first time monday.
