first a developing story out of jenner. that's where two children died this morning when a car went into the russian river. the ages of the children are not known yet. chp says two adults were also found alive in the water. it happened just before 8:30 this morning on highway 1. one man was out birdwatching with his wife when they noticed ripples in the water. >> i went down and big bunch of bubbles came up to the surface. and then a woman came up shortly after that screaming. my babies, my babies! >> an investigation into what caused the crash is under way. high-profile rape case sparked a heated debate about drinking on college campuses. kpix 5's anne makovec reports on the new rule going into effect at stanford university it's meant to tone down campus parties. >> reporter: anybody who has been to college knows there are plenty of wild drunken parties. stanford is trying to make sure

they don't start here. the new policy prohibits hard alcohol at on campus parties and most students we spoke with aren't on board with the idea. >> it promotes drinking behind doors. >> it depends how hard they enforce it. >> reporter: even if an undergraduate student is 21 and in his own room, a container of hard liquor has to be smaller than 750 milliliters commonly known as a fifth. >> it would change the relationship between ras and students into more, like, a policing. >> reporter: the new rules follow the conviction of star stanford swimmer brock turner, for the sexual assault of a drunk unconscious woman after a frat party. he was 20 at the time. >> i think it made campus more aware of issues surrounding party culture on campus. >> reporter: wine and bar are

still allowed and the new rules don't apply to graduate student housing. >> maybe it will work. >> reporter: liquor will be allowed at parties hosted by student organizations. at stanford, anne makovec, kpix 5. >> for more details on the new policy, head to our website, cbssf.com. the santa clara county judge criticized for his handling of brock turner's sentencing has recused himself from another sex crime case. superior court judge aaron persky was to decide whether to reduce a child pornography conviction from a felony to a misdemeanor. but in a statement filed with the court he said he and his family were exposed to publicity about the case. he sentenced brock turner to 6 months in jail. critics thought it was lenient. in just a few hours san jose city leaders and the police union will talk about the possibility of a state of emergency request looking to get more officers on the

streets. the department only has won 413 patrol officers and needs a minimum of 500. previously it had been backfilling the gap with overtime but it's become too expensive. the proposal would allow the chief to move detectives back on street patrol. the short term solution would mean moving 47 officers and the goal is to make the change by september 11. new details on a deadly shooting in berkeley last week. police say 22-year-old alex goodwin of berkeley died after being shot thursday night near mable and burnett. he was targeted. this marks the city's first homicide of the year. no arrests. petaluma police are searching for a man wanted in an armed atm robbery. this is a photo. the suspect is wanted in connection to a robbery this month at a wells fargo bank. the victim told police that this man held a gun to his head and demanded money before running off with his cash. if you have information call police. right now the "blue cut

wildfire" which burned for a week in san bernardino county is now 100% contained. an estimated 105 homes and 216 outbuildings were destroyed. the fire burned about 37,000 acres in the cajon pass area north of the city of san bernardino. at one point the fire forced evacuations of more than 82,000 people. a little farther north, the chimney fire near lake necessary simpleient tow has grown to 37,000 acres. evacuation orders are in place for a number of communities in the area. the steep terrain is making it difficult for firefighters to battle the blaze and the dry conditions and high winds are pushing the fire south. 52 structures have been destroyed with another 7 damaged. the fire is about 35% contained and the cause is under investigation. statewide, 10,000 firefighters have battled a total of 6 large wildfires. that includes both the bluecut and chimney fires. since the beginning of the

year, there have been over 4900 wildfires that have burned more than 417,000 acres. and we'll continue to follow the fires burning in california, get up-to-the- minute up dates on cbssf.com. more bay area headlines today. san jose city leaders will consider making changes to the city's rent ordinance. the modifications include lowering the allowable annual rent increase to 5% and implementing a rent registry. the city council is scheduled to meet in an hour from now. and in san francisco, the debate over making housing affordable is also heating up. the city controller released recommendations. his findings show that requiring private developers to make 20% of new apartment buildings below market value could slow down construction. it would reduce the value of land so owners won't sell to developers. san francisco's transit system is getting a $45 million boost from the state of california. the money from the state

transportation agency will help munich in its ongoing quest to buy new light rail vehicles. the first of a -- the first of the new trains should be delivered by the end of the year. a bay area rap star is making the school year a little brighter for some constitution at his alma mater. earl "e40" stevens has a surprise for students at the vallejo school where he went to junior high. kpix 5's jackie ward with the gift he hopes will keep giving this school year. >> reporter: back in the day e40 was better known as earl stevens and he was an honor roll student here in the 8th grade. that's one of the messages he is telling the kids here today. >> what's up with you, buddy? >> reporter: all 700 backpacks are filled with critical school supplies and a special note from e40 himself. >> i'm speechless. that's right. how many people actually come back to the community? this is what he has done. he has not only come back to franklin, he come back to vallejo. >> reporter: this is the third year franklin middle school has begin out backpacks to each of their students thanks to community donations and grants.
