and domestic violence charges. investigators got a call from valley medical center this week about an infant with a life- threatening condition. the baby girl remains at vmc in critical condition with numerous fractures including to her skull. smoother commutes may be coming to the east bay. kpix 5's maria medina reports a new traffic control system is going live to warn drivers every hazards ahead. >> reporter: the simple idea to fix a complicated situation. warn drivers there may be a traffic jam up ahead. >> help people move through an area where there may be a lane blocking incident and to clear lanes for emergency responders. >> reporter: more than 100 of these smart signs on i-80 between the carquinez bridge and the bay bridge will turn on when there's an incident blocking a lane. so exactly how does it work? >> if there's a green arrow over your lane, it's clear ahead. you can go forward. >> reporter: a red x means the move over. a caltrans spokesman says these signs are important because

more than two dozen accidents happen on that stretch of i-80 every week. in fact, she says, a similar project in seattle's decreased the amount of accidents because drivers are being warned of a sudden traffic jam. many of the crashes are caused by an accident up ahead. >> nearly half of all the collisions that happening in this corridor on i-80 are secondary incident. >> reporter: the smart signs activated this morning. a high-tech solution to help bay area drivers get through their commutes. and these signs aren't the only part of the high-tech makeover on interstate 80. among other things, there are also signs that give drivers real-time traffic information. in emeryville, maria medina, kpix 5. >> hopefully that will help. it is not official yet, but the raiders appear to be laying the groundwork for a big move. forbes magazine reports the team has filed patent and trademark applications for the name "las vegas raiders." that's tough to swallow. the filings cover a range of

areas including education and entertainment services, clothing, mobile apps, football helmets, trading cards, jewelry and toy figures. a logo was not included in the filing. from football to baseball, efforts are taking a new turn today to get a new ballpark for the oakland a's. co-owner john fisher is reportedly visiting oakland's howard terminal to see if the waterfront location could be used for a baseball stadium. the site near jack london square is favored by the mayor, who made this bold statement yesterday. >> i don't want to get everyone too excited. the exciting thing is the a's are definitely staying in oakland. >> the howard terminal site does come with environmental and transportation concerns. the a's are refocusing their sights on oakland after efforts to move to san jose were obstructed by the giants and baseball officials. high-priced housing in san francisco is making it very tough for local schools to keep their teachers. but as kpix 5's lisa chan

reports, the situation could improve if governor brown signs off on a new plan. >> reporter: 50% of san francisco teachers leave within five years and lack of affordable housing is the main reason why. a senate bill was sponsored by mark leno allowing school districts statewide to lease property owned by the district for the development of employee housing. san francisco mayor ed lee sponsored the legislation. he wants to develop educator housing for 100 households and rental existence for 100 educators, 200 down payment housing loans and counseling services. oakland unified school district wants to do the same thing. >> i spend a lot of time at home because i didn't have the money to go out. >> i'm planning to get married in the next few years and we don't include the bay area in our future because it's too expensive. >> reporter: since the number

of credentials for teachers declined by 26% since 2009. the bill will hopefully change things by creating don ford for school districts employees such as teachers, paraprofessionals and administrators. the san francisco unified school district school district owns a number of buildings that are either vacant or being used as administrative buildings that could be converted. in the newsroom, lisa chan, kpix 5. the city of concord is trying to lure visitors and businesses in. a new ad campaign called expand your horizons shows a cracked snow globe with the skyline of san francisco inside. this is one of the signs at a bart station. a slick video also shows off concord's downtown family- friendly parks and attractions plus it's more affordable housing. san francisco police are looking for some stolen antiques and the thieves who took them. they are greek and japanese

treasures worth $50,000. they were taken from a store. call police if you have information. cal fire says more than 1800 homes are threatened by the chimney fire burning in california central coast area. the fire has already destroyed 48 homes and burned more than 43,000 acres in san luis obispo county and southern monterey county. it's just 39% contained. the historic hearst castle in san semien remains closed because of its close proximity to the fire. the california wildfires are prompting scammers to prey on homes and businesses. the sonoma county fire prevention officers association is warning people in sonoma and marin counties. it says people have been getting bogus invoices for fire inspections that weren't down. the company name on the invoices is red mountain security and fire protection, or rms. anyone who received suspicious invoices should contact their local fire department. it is a race against time

in the area of italy hit by the earthquake. tina kraus says rescuers are trying to free trapped survivors before it's too late. >> reporter: powerful aftershocks are jolting amatrice collapsing more buildings and sending clouds of dust into the air a day after a massive 6.2 earthquake flattened most of the historic village. there have been more than 400 aftershocks, one as strong as 5.1. they are making it more difficult for rescue teams to search for trapped victims. this firefighter says they are trying to find people alive. it's a race against the clock as they sift through the debris overnight. police are keeping the road clear for workers who are bringing in more equipment to help in this massive rescue effort. a rescuer went through rubble

with a search dog. [ non-english language ] >> reporter: last night he says we slept in the car. tonight i don't know. more than 1,000 others have camped out in temporary shelters. they face an uncertain future. tina kraus, cbs news, amatrice italy. >> the italy premiere visitedends and vowed to rebuild. 13 people including students and a professor were killed in an attack on the american university in afghanistan. it started with a car bombing on the kabul campus yesterday, then armed militants stormed the buildings firing at students. many were injured in the scramble to escape. >> i saw about 5 or 6 persons that jumped from the second floor then i don't remember what else happened just because we escaped. >> the attack didn't end until this morning when afghan special forces killed two of

the gunmen. two professors an american and australian were kidnapped and are still missing. the race for the white house has both presidential candidates accusing the other of using the race card to win over voters. cbs news' weijia jang looks at the new tone of this election. >> reporter: donald trump met with a group of black and hispanic republicans working with the gop. it's the latest move in the campaign's week long effort to reach out to minority voters. >> we are making a very important part of our speeches and of our thought process. >> reporter: trump ramped up his attacks against hillary clinton last night in mississippi. >> hillary clinton is a bigot who sees people of color only as votes. >> reporter: trump's minority outreach has happened in front of largely white crowds. >> this is directed not so much at black and hispanic voters necessarily but at the moderate suburban voters who might traditionally vote republican. >> reporter: hillary clinton is preparing to give a speech

a water main break has flooded more tha we are following breaking news in daly city. a water main break has flooded more than a dozen homes. it started at around 9:30 this morning on san jose avenue at wilson street. 11 homes are now without water, 14 homes are damaged. a contractor working in the area is blamed for the break. but water should be cleaned up by early afternoon. but obviously, the damage is going to take longer to repair. new at noon, apple is issuing a security update after powerful spyware was found targeting iphones. san francisco-based watchdog group citizens lab found the previously undisclosed weaknesses in the mobile operating system could be compromised with the tap of a finger. apple says it fixed the vulnerability as soon as it

found out about it. hewlett-packard is being accused of age discrimination. four ex-employees are suing the tech giants saying they were fired unfairly during a major restructuring. they say hp made it a priority to try to transform itself from an old company into a younger operation by hiring a disproportionate number of workers under the age of 40. vowing to criticism, the makers of the epipen are cutting prices. the company mylan became the target of public outrage when it raised the cost of the allergy treatment drug by 500% since 2009. the company says it will cut the price by about half and double the eligibility for its patient assistance program. menlo park is about to ban drones from all city parks. last night the city council passed an ordinance that bans drones and other hobby craft like radio controlled planes and unpowered gliders. the ban was prompted by safety concerns. it's going to take effect next month but the local fire

department is exempt from the ban. the world's first self- driving taxis are hitting the road in singapore. six are operating in a small area of the city. select members of the public can get a free ride through the smartphone. there's a driver in front who can take over in case. and in a few weeks, uber will start testing its autonomous cars in pittsburgh, pennsylvania. checking in now in the financial markets, let's see the big board and see how it's all doing. the dow is down about 31. more drama in the fallout from the olympics. u.s. soccer suspended the top goalkeeper from the u.s. women's national team. hope solo will be out for six months because of disparaging remarks she made about sweden's women's team. after sweden beat the u.s. in the summer olympics, solo called the swedes cowards for for exampling on defense rather than attacking on offense. u.s. soccer said solo's comments are unacceptable and don't meet the organization's standards of conduct. >> you have to be a good player, and a good sport.

quality. same around the coast, bay and north bay. no sunshine at the beaches today. sunny around the bay and warm hazy sunshine inland. satellite-radar we have clouds backing off in our inland areas where we did have the intrusion a good 50, 60 miles earlier this morning. but you notice this morning it's roughly about 1600 feet. it's not going anywhere at the coast due to an upper level trough enhancing the marine layer. this ridge of high pressure so weak you can't ward off the high pressure keeping us mild all the way through the weekend. 87 degrees state capital. 75 now going up to 76 on the south shore. hazy sunshine, smoke particulate matter in the atmosphere from monterey bay through carmel into pebble beach. 96 in ukiah. 70s around the peninsula. 79 in san jose when the average high is 84 degrees. 78 degrees in santa rosa should be in the low 80s. mid-80s tri-valley.

years. the pearl is .2 feet long and 1- foot-wide. it weighs 75 pounds and is worth, get this an estimated $100 million. well, the fisherman turned it over to the mayor who now has it displayed in a glass case to show tourists. the fishermen will get a reward from the local government hopefully it's a good one. >> yeah.
