announcement will be made. anne? >> reporter: yeah. some of these officers have already lost their jobs. now some of them could go to jail. we are waiting for an announcement from the district attorney of alameda county, which is set to start around noon. this is the woman at the center of the sex scandal that spanned several bay area law enforcement agencies. she goes by the name celeste guap. and she says she had sex with almost 30 police officers and sheriff's deputies including 14 from the oakland police department. sometimes in exchange for money, sometimes for favors like being tipped off to prostitution stings. earlier this week, the oakland mayor announced disciplinary measures against 11 officers, at least three accused of having sex with celeste guap when she was a minor. but sources say it was unlikely that any of the officers will

actually be charged with statutory rape because guap has been untruthful in the past about some of her actions and they say they just don't have enough evidence to prove it. again, that's still a possibility. we have not heard official word from district attorney nancy o'malley. some of the other possible charges we could see against some of these officers, attempted sexual assault, lewd conduct, and assisting in the crime of prostitution. we are monitoring that announcement that we're expecting within the next few minutes and we'll bring it to you if we get it before the end of the newscast. anne makovec, kpix 5. nearly a dozen protestors have been arrested today as law enforcement gathered for an event in alameda county. some protestors chained themselves to a gate for hours. as kpix 5's maria medina reports, many more took to the streets. >> reporter: their message loud and clear. >> reporter: they believe police are militarizing and want it to stop. >> demanding they stop policing and terrorizing and militarizing our communities. >> reporter: protestors would stop urban shield coalition like alicia bell locked arms and chained themselves to different entrances to the alameda fairgrounds for hours. inside, hundreds of law enforcement fire and medical first responders from the bay area and california gathered for urban shield, a training event now in its tenth year. >> we have learned a lot over the 10 years. we learned from each event. and we learned from each training scenario. >> reporter: first responders reenact real life scenarios and are evaluated with how they handle them like the san bernardino terrorist attack, training and equipment they argue they need to take down terrorists and keep communities safe. >> the protestors out there today are saying, well, we don't want you to be trained because it's too mill trashistic. >> reporter: the protestors who

were arrested face civil disobedience charges. maria medina, kpix 5. >> the san bernardino county sheriff is expected to be at the event today. the terrorist attack in the area last year will be reenacted this weekend as a training drill. new at noon, ten people are hurt after an suv slammed into a classroom at solano community college in fairfield. the sheriff's department says several students were pinned under debris. 7 are in the hospital. the accident may have been caused by the driver having a medical emergency. san jose police have released surveillance video hoping to find the person who killed a professor back in july. take a look at this. officers say that the man in black was in the area of willow and first streets around the same time a community college professor was murdered. this surveillance video was taken a few minutes after police received a call of shots fired. when officers arrived they found the victim later identified as david moglun. he taught at evergreen valley

college in san jose and foothill college in los altos. former 49ers player bruce miller is due in court this afternoon for arraignment facing a list of charges including assault with a deadly weapon, eld your abuse and criminal threats. he beat two men with a cane at a hotel. the 49ers released him hours after being arrested. a popular smartphone is placed on the do not fly list. the faa is warning samsung users it could people on board in danger. josh elliott explains. >> it was very surprising to me how quick the dash caught on fire. >> reporter: this is what is left of nathan's jeep after a labor day fire tore through the interior. >> that's the last thought in my head that a brand-new device, something as simple as a phone, is going to burn down my car or my house. >> reporter: he left his samsung galaxy note 7 charging on the center console while

briefly going inside his house. >> the fire was going up to the dash here. >> reporter: local fire authorities and samsung are still investigating the exact cause of the explosion. but it follows at least 35 similar phone-related fires around the world that samsung blames on faulty batteries. last friday, the company recalled all 2.5 million units it shipped since the launch. the faa's action does not outright ban the devices from airplanes. instead, the agency strongly advises passengers not to turn on or charge them. >> samsung will ultimately recover but i think it's obviously bad press. i think that samsung is going to take a hit with it waste it looks bad. >> reporter: samsung tells cbs news it is working with nathan to investigate his case. as for the other note 7 owners, the company urges them to exchange their devices for new

ones. josh elliott, cbs news, new york. new at noon, with the 15th anniversary of 9/11 two days away, the house of representatives has passed a bipartisan bill allowing victims' families to sue saudi arabia. the white house has not supported the bill. it now heads to the president. a few hours ago lawmakers in washington paid tribute to the victims of 9/11. >> as we visit the ground of 9/11 this year, we continue to marvel at the heroism of our first responders and the families who turned their grief into action to make america safer. >> congresswoman pelosi went on to stress the importance of caring for first responders who have high cancer rates as a result of the toxic exposure on 9/11. north korea tested the most powerful nuclear weapon yet. craig boswell reports from the

white house. >> reporter: north korea says it tested a powerful nuclear warhead that could be mounted on a ballistic missile at its main nuclear site overnight. the test triggered a 5.3 tremor. officials from south korea, japan and u.s. quickly condemned the test, the white house calling it a grave threat to regional security. >> i think it's fair to say that china, russia, the united states, everybody shares the concerns. we are trying to monitor to find out what happened. >> reporter: president obama was briefed on the incident as he traveled home from his trip to asia. in a lengthy statement, he said the united states does not and never will accept north korea as a nuclear state. the president says north korea's test would be met with serious consequences. >> every time we condemn them, um, they come back at us with -- with, um, another test. >> reporter: just this week, the country launched three missiles while china hosted

world leaders at the g20 summit. officials say the nuclear test not only violates u.n. security council resolutions but also raises concerns that the communist nation is a step closer to building a nuclear warhead capable of reaching the u.s. mainland. craig boswell, cbs news, the white house. now to campaign 2016. russian president vladimir putin was the talk of the presidential race today after donald trump praised him as a strong leader. trump campaign manager kellyanne conway defended it on "cbs this morning." >> what does that mean that vladimir putin is a stronger leader than barack obama? >> what were trump said is that vladimir putin was a stronger leader in russia based on a system he did not agree with if you look at the full quote. >> democratic vice-presidential nominee tim kaine weighed in shortly thereafter. >> what about invading other countries as leadership? you wouldn't get out of a fifth grade civics exam if you don't understand the difference we dictatorship and leadership.

>> today hillary clinton is in new york for a national security meeting on terrorism. then she heads to a fundraiser with barbra streisand. trump has an afternoon rally in florida. new at noon a federal judge has just denied a native american tribe's request to stop work on an oil pipeline. it's being built to carry oil from north dakota to illinois. more than 1,000 people who oppose the plan are gathered today in cannon ball, north dakota. many are from the standing rock sioux tribe which filed suit to stop the project. they are worried about harm to the water supply. they already indicated that they would appeal if today's ruling didn't go their way. still ahead, stuck in midair thousands of feet up for hours. the rescue to get more than 100 tourists to safety. >> about to hit the water for a railroaded a record women attempt. this woman's long northern california route.

dozens of tourists spent la apped inside cable c wow, this one under worst vacation ever. dozens of people were trapped inside cable cars above the french alps. high winds caused the gondola tables to tangle, leaving the tourists 10,000 feet in the air. getting them down was a big challenge. people forced to sleep in the air last night were children. helicopter crews were able to get those passengers blankets, food and water to brave the cold. general motors is recalling more than 4 million vehicles worldwide. the carmaker says a software glitch can prevent airbags from deploying during a crash. the defect is already linked to a death. on the recall list, newer models of buichs, corvettes, silverado,tahoe and escalade. a volkswagen engineer from southern california pleaded guilty today in connection with the automaker's emissions cheating scandal. james robert lee young entered his plea in detroit. he is charged with one count of conspiracy to defraud the government through wire fraud. he has agreed to cooperate in the widening criminal investigation. and a live look at the big board as we wrap up the week on wall street. stocks tumbling at this hour down more than 300 pounds down to 18,155. well, she has made history

in the past and today she starts a new journey. this afternoon distance swimmer kim chambers will begin a 93- mile swim from sacramento to tiburon. if all goes as plans she will reach marin county sunday after a 45-hour journey along the sacramento river. you may remember she wam last year from the golden gate bridge to the farallones]. >> the swim again is at least 45 hours of nonstop swimming. i'm having heart palpatations as i talk about it! for three months i would practice sleep deprivation so getting up at 4:00 swimming, going to work at adobe, coming home, making dinner and swimming through the night. >> wow. chambers is scheduled to hit the water at 2 p.m. she teams up with charity groups for each of her swims and this time she is helping raise donations for the warriors k-9 connection which helps wounded veterans when

they return home. she is amazing. >> yeah. >> we wish her well. . >> i'm sure she will be wearing a wet suit. this week, you can expect out the door this afternoon. still gray skies coastal cloud cover over the golden gate bridge. you can definitely see breezy there, as well. temperatures right now 70s concord, livermore, san jose, 60s in santa rosa and still in the 50s by the bay. oakland and in san francisco. temperatures inland may warm up just a little bit above yesterday. overall, though, we are still on the cool side of average. air quality is moderate areawide. however, speaking of roberta, she just texted me to let me know that air quality is poor in the tri-valley so be mindful of that if you have any outdoor activity plans out there.

from the satellite perspective, area of low pressure dominant for us right now keeping things cool, cool in quotes, as in on the cool side of average. certainly mild if are you spending time outside. now, the wind profile changed yesterday. we have the breeze, but it's now a bit more of a northwest flow. and that's going to help to clear the clouds out at least inland and help some inland locations to warm a bit above yesterday's temperatures. the rest of us along the coast and by the bay likely going to be very close to what we saw yesterday. high temperatures around the bay today starting off along the coast topping out in the 60s. 81 redwood city, though. 77 mountain view. 81 in san jose. 70s around the bay. 75 in santa rosa. 69 oakland. 82 in napa. warmer inland. concord, livermore, in the upper 80s near 90 degrees for the warmest spots inland. sunset tonight, 7:26. sunrise tomorrow morning, 6:48. and if you are looking for something do this weekend how about opera in the park? sunday golden gate park partly

cloudy, 62 degrees. should be a fantastic show. the extended forecast shows more of the same heading into the weekend temperatures topping out in the 90s inland. low 90s right around that 90- degree mark actually. near 70 by the bay. 60s along the coast and then we cool more significantly by midweek next week tuesday into wednesday. i think some of the warmest spots inland only topping out in the upper 70s near 80 degrees. so certainly a cooldown. >> yeah. big change. all right, julie, thanks. still ahead, our pet expert is here with advice about your four-legged friends. today what to do when vaccines cause a reaction. ,,,,,,,,,,,,,,,,,,,,

but what happens if that s it is important to get your pet vaccinated but what happens if that shot leaves them with a reaction? our pet expert dr. jill chase is here to talk about it along with a friend, travis. >> travolta sis is four travis is four months old a puppy. he came from a rescue society and was recently adopted by a friend of mine and he supposedly had an allergic reaction to vaccines which is unusual for a first time vaccine puppy so we are going to keep an eye on him and we are doing a distemper parvo antibody test to see where he is at to see whether to vaccinate or not.

>> he looks okay on the outside. this reaction is rare? >> it's rare in a puppy with a first time vaccine. there is, um, it's a distemper parvo vaccine. if leptois included, sometimes that portion will lead to a vaccine reaction and what that looks like usually is face swells up. >> i think travis wants to say high. >> it's big. it's swollen. but the vaccine reaction that he allegely had was, um, he got all red all over his body. he was super itchy everywhere. travis, come on. >> he is gnawing on me. it'sk okay.
