live from the cbs bay area studios, this is kpix 5 news. now at 11 a bay area family morning this little boy killed in a violent crash. the driver suspected of dui. good evening. i'm juliette goodrich. that deadly crash happened in san ramon on 680. the driver arrested. the wife of a sheriff's deputy. kpix 5 news' emily turner has more from the little boys family. >> reporter: one woman in the hospital. another woman is behind bars. neither one of their lives will ever be the same. tonight in walnut creek there is heartbreak and hope. a 3-year-old boy is dead and his mother is in stable condition after being hit by a driver under the influence last night on highway 680 in san ramon. >> i am numb. i mean, i just had him with me all day yesterday. babysitting my grandson. and an hour later i find out

there was an accident. >> reporter: she ran out of gas after leaving her parents sunnyvale home yesterday with her three children. she pulled off to the side of the highway. these are pictures the family shared with us. when that daughter pulled off the side of the road that's when chp says this woman hit the driver side of the family car killing 3-year-old elijah and injuring his mother. >> he was such a sweet, sweet little boy. >> reporter: the driver is in jail. charged with dui and vehicular manslaughter. she is thwife of the alameda county deputy. while she sits in jail, crystal is in john muir hospital with six broken ribs. she and her family now are trying to cook -- to cope with the loss of a very special little boy. >> it's devastating. devastating. i don't understand it. i don't understand it. i'm trying to be strong. trying to hold everything together. >> this is the last thing you ever thought you could imagine

going through. and it's hard. it's devastating. >> reporter: the other children involved in that crash have been treated and released from the hospital and are expected to be fine. in walnut creek, emily turner, kpix 5. a bicyclist is dead after a tragic accident in the north bay near windsor. chp says the 55-year-old woman from sebastopol was biking with a friend when a pickup truck trying to pass another car suddenly barreled toward her. unclear whether the truck hit her or if she died from the fall. the chp is investigating. extra officers are set to patrol the streets of san jose beginning tomorrow. the department is about 300 officers short. some are working so much overtime they have resorted to sleeping in rvs between shifts. the city declared a state of emergency and that gave the police chief the power to pull officers out of specialized units and get them out on the street instead. tonight blue light shines bright over manhattan to mark

the anniversary of the 9/11 attacks. 88 searchlights positioned to represent the twin towers. tomorrow marks the 15th anniversary of the deadliest terror attack in american history. events held across the country this weekend to honor the victims and heroes of 9/11. >> ♪ today in 9/11 memorial service was held at st. patrick's in new york city. 343 firefighters each carried an american flag to represent every member of the fdny. in shanksville pennsylvania 40 candle lanterns were carried to the wall of names today. they were placed below the names of each of the passengers and crew members of flight 93 that crashed there. on 9/11 they had fought against the hijackers charging the cockpit and forcing the plane down in a rural field. that flight was bound for san francisco and was hijacked.

tomorrow a tribute will be held for flight 93 memorial in union city. it starts at 10:00 a.m. firefighters all over san francisco will pause at 6:45 a.m. for a citywide remembrance ceremony. they will also unveil a remnant from one of the world trade center towers which will later be installed for public viewing. now to a battle over rent control in san mateo. some say a measure on the ballot won't do anything to solve the housing crunch but as kpix 5's devin fehely shows us, supporters are making their case one voter at a time. >> reporter: this is the ground game to get out the vote effort from measure q the first of its kind rent control ballot initiative in the city of san mateo. >> people are having to leave their homes under great duress or leave the community entirely. >> reporter: rent increases would be tied to the consumer price index capping at a maximum of 4% a year.

it would also provide renters with protection from unjust evictions and create a housing commission to oversee the new rules. >> if we have stable rents, we have a stable community. so we don't lose our teachers, nurses, people working at the emt, paramedics. >> reporter: support for measure q is far from universal. some members of the city council as well as chamber of commerce are fighting against it. they've taken up this full-page ad arguing that it creates a new and costly government bureaucracy and won't increase the overall supply of affordable housing on the peninsula at all. supporters say the ballot initiative will help preserve what little affordable housing yet remains. >> we have the power to find a good balance between economics, capitalism, and community development. >> reporter: in san mateo, devin fehely, kpix 5. the california parent association is against measure due. this measure contains absolutely no protections to

tonight the evacuation warning has been expended for the soberanes fire burning in monterey county. people in parts of arroyo are being told they should be ready to leave if the flames get closer. that fire has been burning for a month and a half now. it covers more than 100,000 acres. hundreds of buildings are in its path including a california institution. the zen center in carmel valley draws visitors from all over the state. new at 11:00 wilson walker shows us how they are getting ready in case the flames move in. >> we've had about 500 and 1500 acres of growth per day. >> reporter: for 50 days now crews have been chasing flames through some of the most rugged terrain on central coast. this wilderness is hardly the middle of nowhere. >> from our point of view it's right in the middle of the universe. >> reporter: with smoke looming over the nearest ridgeline, the fire is now burning with insight of the california institution. >> approximately two miles from the zen center.

kpix 5. pet owners in berkeley are warned to keep their cats inside, the danger? coyotes. a sign was put up in the northbrae neighborhood of berkeley after three cats were killed by a coyote in one week. the series of attacks has neighbors worried. >> i believe the person who found the cats in his driveway, found the body, captured some footage of the coyote on his surveillance camera. that's how we first knew that it was, you know killed by a coyote. >> animal services said the attacks have actually been going on for about four months but they won't intervene unless the animals approach humans. a glider pilot ends up in a precarious position along i-80 in the sierra. chp got these pictures of the plane dangling from a tree near nyack. the pilot says the aircraft lost power and left him stuck 25 feet in the air. he was safely rescued. no word on how they got the plane out of the branches. tomorrow tesla ceo will

explain new improvements to the autopilot system in its cars. tesla is under pressure after several crashes linked to the autopilot, one of them fatal. elon musk tweeted he will talk with reporters and put information on the company's blog tomorrow. analysts who follow tesla expect the software upgrade plus more radar and cameras. bart riders on the fremont line can expect delays from now until next friday. workers need to finish replacing 40-year-old power cables. the work is happening on track between south hayward and fremont. trains have to use a single track through that area except during the morning and evening commute. bart says trips could be up to 30 minutes longer than usual. nba star returned to his bay area stomping grounds today to give back. this was the fourth annual damian lillard backpack giveaway at brookfield park. the point guard for the portland trail blazers grew up in the bay neighborhood and

week. we already have seen these temperatures coming down. wednesday triple digits, temperatures topping out in the 80s today. so far the cooling has been thanks to this area of low pressure making its way up the coast. a stronger area of low pressure sinking in from the north is what's going to dominate our forecast into the work week. that brings temperatures down much more significantly. only warming into the 70s but warmest locations, tomorrow some ladies out there but warmer spots low 80s in places like livermore. upper 70s for many locations south bay, san jose 78. 60s along the coast, pacifica 62, 61 san francisco, likely clouds for most of the day there. 72 san rafael, 74 santa rosa, 78 up north in napa tomorrow. the beginning of a cooling trend. if you're thinking we've been in a cooling trend, you haven't seen anything yet. take a look at this. tomorrow topping out in the low 80s. by monday temperatures topping at the 70s. monday, tuesday, and then yes, we do start to warm gradually
