investigators are looking into a fatal shooting in the city's fruitvale district. a man was found dead inside a car about 4:30 this morning near 35th avenue and international boulevard. today san francisco's police commission is expected to narrow the list of candidates for police chief down to 3. at least 60 people have applied for the job including toney chaplin who is currently acting chief. once the commission chooses the three finalists, it will be up to mayor lee to make the final pick. new at noon a plan to make city college of san francisco free by next year. right now, the city is weighing a proposal that would create a special fund to make that happen by 2017. we asked ccsf students what they think about the plan. >> that's a very hard question. i'm low income so i feel like those that are low income would

blaming russian hackers for leaking confidential the world anti-doping agency is blaming russia for leaking confidential medical information about female u.s. olympians. ben tracy reports they look like cheaters but the drugs were used with permission. >> reporter: the hackers called fancy bears says they stand for fair play and clean sported and wanted to expose the dirty message of the u.s. olympic squad. they pointed the finger at dozens of american athletes who regularly used illicit strong drugs to win. the world anti-doping agency said they believed unauthorized access to someone's email led to this criminal act.

preorders. today the cupertino company's stock reached a 2016 high with its market value hitting above $600 billion since april. right now, shares are up about 4%. let's check in with wall street and see how it's doing. the the dow is down 46 points. time for a check of weather with roberta. >> what a summer day we have. all week actually has been really pretty. it's been very cool on monday and tuesday 10 to 15 degrees below average. this is the scene towards san jose. not a cloud in the sky. visibility is unlimited currently. we have temperatures at 68 degrees in oakland, low 70s in livermore. 72 degrees now in san jose. and i want to kind of stick with that theme because we begin the morning at 53 degrees. now, as we venture towards the afternoon hours, we see right now lunchtime the temperature easily approaching the 70s.

we are forecasting 76 degrees at mineta international airport. an outside number, however, of 78 towards levi's stadium. the coast has been clear. we have sunny mild conditions bayside and just a little bit warmer in our inland areas. winds have been fluctuating all over the place more of an offshore wind in many of our inland locations. here we go now with a north- northeast wind at 7. that's a bit offshore. calm in san jose and a 9-mile- per-hour wind in the napa area. jerry in antioch reports winds up to 4 so very slight, very calm. these winds will be variable throughout the afternoon hours up to 15 miles per hour. i just love that this trough that passed through the bay area over the past couple of days is now located over there heading out due east. satellite and radar show it is did toss out all the clouds and mixed that up marine layer. it tried to re-form this morning, toss a few clouds into the forecast but now it's backing off. like this, too, this is a plume of moisture all
