live from the cbs bay area studios, this is kpix 5 news. >> of people are injured after an explosion in manhattan. the mayor says it was no accident. and good evening. >> police described the device as a pressure cooker with wiring coming out of the top. they discovered it just four blocks from tonight's explosion that injured 29 people in the chelsea neighborhood. kenneth craig is there tonight. >> reporter: bomb sniffing dogs searched for evidence after an explosion rocked new york city. witnesses say the blast was so powerful, it shook buildings and sent people running for cover.

>> i heard boom! i thought it might be fireworks, but it was so loud, and went true my body. >> reporter: witnesses say the blast ripped the dumpster to shreds. blood soaked napkins littered the ground. officials say at least two dozen people were injured here, but right now, the injuries don't appear to be life threatening. >> he was bleeding from? >> his head. >> reporter: several streets are shut down as investigators search for more explosive devices. the mayor of new york tried to calm fears of terrorism, but said it was an intentional act. >> there is no evidence at this point of a terror connection to this incident. >> reporter: the explosion the comes less than a week after the 15th anniversary of 9/11. kenneth craig, cbs news, new york city. >> one clip shows a police

motorcycle rushing by, followed by two ambulances. donald trump and hillary clinton both quick to weigh in on what happened in their home state tonight. >> we have to let the investigation unfold. we've been in touch with various officials, including the mayor's office in new york to learn what they are discovering as they conduct the investigation. and i'll have more to say about it when we know the facts. >> just before i got off the plane, a bomb went off, and nobody knows exactly what's going on, but we are living in a time we have to get tough, we have to get very, very tough. >> the explosion in new york came less than 12 hours after a separate blast in new jersey. a pipe bomb blew up along a route where a charity foot race was about to begin. no one was hurt. and in the wake of the two incidents, san francisco police

are stepping up patrols. emily? >> reporter: this is scary for everyone. you hear about something like this, a week after the anniversary of 9/11, and another scenario to the boston marathon bombings, people are going to be on edge. san francisco police went on high alert. >> reporter: it happened in 3000 miles away, but the san francisco police department isn't taking any chances when it comes to public safety. >> have you seen a lot of police? >> well, yeah, two on every corner. >> reporter: the fbi is investigating at explosion in new jersey. no one was on the coast, and nobody injured. but it has raised alarm. >> we were just reading that. yeah. >> have you seen an increased presence in the streets? >> they were like waiting to get n we did notice that. >> reporter: sfpd was in force,

were not the problem in 1991, and not the problem now. >> if you look at the data, the fema reports of the '91 fire, it had almost nothing to do with the eucalyptus trees,. >> reporter: district had raised $300,000 to match the fema grant. the funds will now be reallocate reallocated. a fire sent thick smoke billowing out of a building in downtown berkeley this afternoon. investigators believe it started on a wooden pallet hyped the building that houses a copy center and ucc theater. crews had the fire out within a couple hours. one firefighter suffered a minor injury. city of oakland and the police department are facing a $66 million claim. and that's been filed by the teenager at the center of a police sex scandal. >> reporter: johnson did

nothing that was wrong, she didn't make any mistakes she was a victim. the police officers created the cream. now -- crime. now her attorneys are trying to make oakland pay. $66 million. the claim is based on $3 million per perpetrator, plus the aggregate total amount against the entity for coring up. >> reporter: the claim, a precursor to a lawsuit names the city, the police department, 11 officers, and former chief sean west. jasmine's attorneys indicate there was obstruction of justice at the highest level. knowing about the sexual misconduct, and covering it up. now, the question is how do we are jasmine recover? they have created a lifelong deficit. she will never recover. >> reporter: oakland has 44 days to respond. it's unlikely they will pay off the claim, begin the large amount. >> i have tremendous compassion for the victim, her family, so

reunion with other rehab patients. it's a place where he spent several months. >> he really was barely up in a wheelchair, not talking very much. >> reporter: brian says he doesn't remember his time here as he recovered from the brutal beating. what he does know, he's grateful. >> there's doctors, nurses, therapists, people i don't even know helped me get this far. >> reporter: and when it came time -- >> my fellow survivors, remember what you believe you can achieve. >> reporter: like a pro, he delivered his message. never give up. >> just are so glad he's come this far. we thank the doctors, the nurses. >> it's been an amazing journey that he's able to be here as a survivor. >> reporter: workers here at the rehabilitation center say brian has become a mentor to other patients. as far as his progress, he says he's walking at home with the help of a cane. he hopes to get rid of the crutching altogether one -- crutches altogether one day.
