charlotte, north carolina. video -- not from police... but from the victim now at noon, we are getting a new look at the deadly police shooting in charlotte, north carolina. video not from police, but from the victim's wife. good afternoon, i'm michelle griego. >> i'm kenny choi. that wife of 43-year-old keith scott recorded the end opportunitier with police. -- the encounter with police.

it might be hard to watch. >> he has no weapon. don't shoot him! [ censored ] >> don't shoot him! don't shoot him! he ain't doing anything. >> drop the gun!! drop the gun!! >> he doesn't have a gun. he has a tbi. he is not going to do to you guys. he just took his medicine. >> nbc news obtained this video. you can hear scott's wife demanding police not to shoot. she says he has a traumatic brain injury and doesn't pose a threat. >> scott' family wants the police department to release the video to the public but the chief won't do it. it will further inflame the situation. don champion reports from charlotte where the city is recovering after a third night of protests and riots. >> reporter: uptown charlotte was quiet this morning after a mandatory curfew lifted at

sunrise. >> last night was what a lawful demonstration looks like. >> reporter: hours earlier the same streets were filled with protestors as police used pepper spray to disperse angry crowds. >> you can't run and shrink in fear, dr. king did, it man. >> reporter: hundreds marched demanding the release of police video showing the last moments of keith lamont scott's life. the 43-year-old was fatally shot by police, who said he refused to drop a gun. his family denies he owned one. scott's family was shown the video thursday. in a statement, they said, scott did not aggressively approach or raise his hands at members of law enforcement at any time. when he was shot, his hands were by his side, and he slowly was walking backwards. charlotte's police chief says he won't publicly release the videos, now in the hands of state investigators. >> i'm not going to put out one piece of evidence that could further inflame and not tell the full story. >> reporter: the city is still showing scars from the violence

that left at least one person dead. some businesses have even told their employees to stay home another day. charlotte will be in the national spotlight again this weekend as thousands of football fans head here to watch the carolina panthers host the minnesota vikings on sunday. don champion, cbs news, charlotte. >> the mariners have suspended reserve catcher steve for the rest of the season without pay because of his comments about the unrest in charlotte. on twitter he mocked the "black lives matter" movement and suggested that protestors be locked behind bars like animals. his account has now been set to private. he released a statement to fox sports apologizing for the quote, distraction he caused his teammates. he said he is sickened by the idea that anyone would think of me in racist terms, end quote. the unarmed man killed by a tulsa police officer died of a

gunshot wound to the chest. that officer, 42-year-old betty shelby, turned herself in overnight. she is charged with first- degree manslaughter. >> reporter: she turned herself in to police less than a week after she shot and killed terrence crutcher. >> gun fired! >> each of us at the end of our days will have to account for our own actions. >> reporter: shelby is accused of unlawfully and unnecessarily shooting crutcher following his refusal to comply with her lawful orders. prosecutors say the defendant's fear resulted in her unreasonable actions. crutcher's twin sister is grateful for the decision but says it's not enough. >> we know the history of these cases. we know she's been charged. but then we get no convictions. we're demanding full prosecution. >> reporter: shelby was responding to a call when she encountered crutcher's abandoned vehicle.

video from a police helicopter shows crutcher walking toward his suv hands in the air. >> still walking. >> reporter: according to an affidavit filed thursday, crutcher was not responding to any of officer shelby's commands to stop and reached in the driver's side front window bus crutcher's lawyers says images show the window was up. >> the prosecutor brought the case that he felt he could get a conviction on. and so we gonna hold him to that standard. >> reporter: shelby faces a minimum of 4 years in prison if convicted. the funeral for terrence crutcher is scheduled for tomorrow. cbs news, tulsa. new trouble for san francisco-based wells fargo bank. the city treasurer is now taking action to ensure people's money is in good hands. kpix 5's anne makovec is live in san francisco with more. >> reporter: first the city is going to help people get free credit counseling anybody who

might have been affected by this scandal. also, the city is cutting ties with wells fargo when it comes to its "bank on" program, which is for people with low income or bad credit trying to help them to open checking or savings accounts. so wells fargo no longer in that program. thousands of wells fargo employees apparently created as many as 1 1/2 million fake bank accounts, you may remember, accounts on behalf of unknowing customers all to boost their sales numbers. the allegations go back to 2009. regulators fined wells fargo $185 million earlier this month. some 5300 employees were fired but san francisco's treasurer says the banking giant will not reveal to his office how many san franciscans were affected and if they will receive restitution for the fraud. >> there are many unanswered questions but i want san franciscans to know that the city will help get answers to

wells fargo to resolve any negative impact these actions may have had on your finances. >> reporter: now, wells fargo says it plans to contact every customer affected by this issue and will end the sales targets for retail bank workers by the end of the year. wellson being kicked out of the bank program, it's disappointed that he chose to take an action that will only deter those efforts and impact those who need resources the most." in the meantime, the treasurer here is encouraging city officials in 13 other cities to also ditch wells fargo from their "bank on" program. live in san francisco, anne makevoc, kpix 5. new at noon, a san francisco firefighter is recovering after being injured while battling a house fire in bernal heights. when crews arrived to the scene

on prospect avenue this morning, smoke was pouring through the roof of the victorian. eight adults who lived inside the home escaped safely. the cause of the fire is under investigation. a san jose teen accused of beating an elderly woman to near death was in court and the victim's family came out in full force to watch the suspect face a judge. kpix 5's maria medina has the latest from san jose. >> reporter: zachary cuen was in court for just a few minutes. he didn't have to say anything because the judge continued the case to november. he was expected to enter a plea today. he was accused of breaking into an elderly neighbor's home robbing her of her jewelry and car before beating her so badly she was in intensive care more than a week later. cuen is no stranger to the law. he is on probation for a previous crime. he was arrested days after the victim's neighbor found her

inside the name. flo's family spoke outside the courthouse today. they say she is talking very little but is conscious and still fighting for her life. in san jose, maria medina, kpix 5. a man accused of stealing and crashing a police car near the san mateo bridge after a chase is behind bars. police arrested 28-year-old geoffrey chambers of hayward overnight involved in the crash in the hayward hills. police say that he was being treated at the scene when he jumped into a parked patrol car and took off. deputies chased him on 92 before he crashed again this time near the san mateo bridge toll plaza. police say he ran into several cars during the pursuit. he faces several charges. berkeley police are investigating a deadly shooting. they say a gunman approached a group of people and opened fire last night. it happened on harper and fairview about two blocks from the ashby bart station. one mass was killed. police think an argument may have led to the shooting. no arrests have been made.

in about an hour, the first of 7 officers charged in a bay area-wide police sex scandal is expected to face a judge. brian bunton from the oakland police department faces obstruction of justice and prostitution charges for his alleged sex crimes against a minor. according to court papers, bunton warned the teen who identified herself as celeste guap about prostitution stings in exchange for sex. guap is now going by her real name, jasmine abuslin. she is now 19. prosecutors say the officer's alleged offenses happened when she is under 18. she claimed to have had sex with 29 officers across the bay area over the past two years. a prominent advocate for san francisco's chinatown community will be remembered today. rose pak died of natural causes last weekend at the age of 68. friends and members of the community will gather for her wake tonight at the green street mortuary. it starts at 7 p.m. tomorrow a funeral will be held

a sale. unnamed sources tell cnbc, twitter has received expressions of interest from tech companies including "salesforce" and google. but all parties are staying quiet for now. let's check the big board right now. see how the market is doing. national museum of african- american history and cul -c. the dow is down 100. tomorrow president obama will lead the dedication ceremony to open the smithsonian's national museum of african-american history and culture in washington, d.c. the president will deliver remarks before the public has a chance to view the largest collection of african-american artifacts in the world. the museum highlights contributions of jazz legends, sports heroes, civil rights leaders and more. one of the museum's earliest supporters is oprah winfrey. she donated more than $20 million and is a member of the museum council. >> walking through the museum is like touching the face of the past that has allowed you to be who you are.

she bleeds." rachel says her dog has rubbed of the fur off around her eyes... and she sent this photo to show how red the skin has gotten. >> rachel says her dog has rubbed much of the fur off around her eyes. she also sent this photo to show how red the skin has gotten. so our pet expert dr. jill chase is here to help with kobe. what do we do? >> working at skin cases takes a lot of time and a lot of patience. so what we know about this dog is that it's itchy. some of the fur loss cases are not itchy. the owner feels like it probably isn't insects but what should happen when you take the dog to the vet is a full comprehensive exam and certain tests should be performed. so i would recommend skin scrapings because some mites are very difficult to find so sometimes we'll treat even if we can't find the organism.

another mite that it could be it did. emedx. and all the tests come back negative, seek a specialist like a dermatologist or somebody at u.c.-davis who sees the more unusual cases so that it can be worked up adequately and correctly. so i'm not convinced this is not an allergy but i'm not convinced it's not an insect or food or whatever. >> so is the location of the itchiness that important? >> it is important. in this dog we see that there's if your loss around the eyes. the head is itchy. i can't diagnose or do anything over the tv. but in my opinion, this dog definitely needs to be worked up maybe, um, more than it has been. >> and according to rachel she is giving herdog a lot of medication but still is itchy. >> reporter: those an important piece of information. first of all, benadryl is helpful but it's not the drug to go to. usually we'll use steroids. >> okay. so take the dog to the vet. >> i think this dog needs to be worked up a little more thoroughly. >> kobe is sleeping.

ell, today's tip of the day is going to be is going to be with ugly fruit or ugly citrus. the reason why it's called ugly is because it looks ugly to me outside a little bit. i mean, look display. it looks like it needs to be picked through. but this is the character and the look of this beautiful citrus. they say ugly to it. but i think it's beautiful. it's like a huge tangerine. easy to peel, no seeds. the flavor is out of this world. let's talk about selection and storage. when you buy them, make sure they are heavy for their size like all citrus and slight give to the touch. store them on the counter. cold temperatures turn the juice to pulp. keep them at room temperature. very easy to peel. look at this. when you get to the fruit that's in there, look at that! see the juice?
