now the investigation into y police catch the suspect in a deadly shooting rampage at a shopping mall. now the investigation into why he did it. protesters in the bay area across the country demanding answers in the deadly police shooting in charlotte, north carolina. police released their video of the confrontation but many say it doesn't give the whole picture. good evening. i'm juliette goodrich. >> after public pressure the police chief in charlotte released videos that show officers fatally shooting a black man, keith scott. cbs reporter kenneth craig shows us the tense seconds that led up to scott's death. >> reporter: dashcam video shows police officers surrounding a car yelling drop the gun. you also hear a woman saying he doesn't have a gun. scott eventually gets out of an

suv, as he backs away. you continue to hear someone yell drop the gun and then shots are fired. from another angle body camera video shows an officer pointing a gun at scott while the 43- year-old stands outside his car. police chief kerr putney says scott had a gun in his hand but that cannot be seen on the video. the department also released a photograph of the gun found at the scene and said test revealed scott's dna and fingerprints on the weapon. the police chief said officers were at the scene to arrest someone else but got involved with scott after they noticed him with marijuana and a gun. >> what we are releasing are the objectives -- the objective facts. >> don't shoot him! he has no weapon. >> reporter: scott's wife insists her husband did not have a gun. family members said they were pleased the footage was finally released but they aren't satisfied. >> we are left with far more

questions than we have answers. how it's possible that this incident resulted in the loss of life. >> hundreds of protesters peacefully demonstrated for a fifth day saturday. a citywide curfew remains in effect. kenneth craig, cbs news charlotte. the shooting in north carolina is also sparking demonstrations here in the bay area. tonight protesters from occupy oakland and black lives matter marched through the city. kpix 5 news' keuchel garron was there with their message of solidarity. >> reporter: the protests were for the most part peaceful, they did make multiple attempts to get onto a freeway entrance. but oakland police officers and chp were standing by to make sure freeway entrances were blocked. the group composed of occupy oakland and black lives matter gathered at 17th and broadway before marching toward city hall when some protesters tried to walk toward the freeway entrance but were blocked. protesters did march back to

their starting point then if you broke off and tried to run down 15th street. but again oakland police officers were staged nearly at every corner directing drivers to turn around as they anticipated where the crowds were heading. from what we saw on the ground there are close to 200 protesters and dozens if not 100 oakland police officers keeping watch. in oakland, cate cauguiran, kpix 5 news. police have arrested the suspect in a deadly mall shooting identifying him as 20- year-old arcan cetin. a sheriff's lieutenant spotted him in oak harbor about 30 miles from where the shooting happened. the suspect was unarmed and had a quote zombielike demeanor. last night shooting killed five people, at a mall north of seattle. surveillance video shows a man entering a mall on and and then going into a macy's 10 minutes later with a rifle. witnesses say he opened fire at the makeup counter, a 16-year-

old girl was among the people killed. a tense standoff between an armed man and san francisco police prompted evacuations at civic center plaza. officers negotiated with the suspect for hours. traffic was blocked causing major delays in the area. kpix 5's andria borba shows us how it came to a peaceful end. >> reporter: after six hours of s.w.a.t. team crisis negotiators and police officers swarming civic center, this is how a tense standoff ended with a man in handcuffs and sfpd in position of his air soft gun. >> if you look at the photo it looks very realistic. very hard to tell if it was real or fake. >> reporter: the standoff began and when when the man pictured in this photo called 911 saying he was going to kill himself. and any law enforcement officer who approached him. >> this is the person that was in crisis. he was down and out. he was looking only at one resolution. >> reporter: the hours long response shut down everything into block radius from civic

center out onto van nuys, and putting a concert at bill graham civic auditorium in jeopardy. the response was also the most visible example to date. of sfpd new training to de- escalate situations. it is simply known as time and distance. >> a tremendous amount of restraint, especially from the first officers that arrived on the scene. because this incident could have taken a different aftermath, and with restraint they were able to back it up, call in the resources and able to get the help that he needs. >> reporter: another incident this year was contained the same way with painstaking time and accompanying traffic headaches as the situation was diffused. the move to a new policy in dealing with potentially armed suspect came after a spate of after -- officer-involved shootings that left people dead

including transient lilies -- luis gongora. officer by officer sfpd is slowly being retrained. today the man at the center of the civic center evacuation and standoff was taken to sf general for a mental health evaluation. and not the morgue. in san francisco, kpix 5. >> sfpd crisis negotiators have responded to 75 different situations so far this year. they responded to 50 total last year. let switch gears to the weather. a gorgeous sunset over sutro tower after a fairly warm day around the bay area it's going to get warmer. all happening because of a massive zone of high pressure that's been out over the pacific sliding to the east. set up offshore winds that will keep us warm to hot but because temps will spike tomorrow and monday, heat advisories are posted for both days, also red flag warnings up for the upper elevations of the north bay, high temps crackling, dry humidity, bad combo.

clinton is in new york. preparing. philip rhymes is playing the role of trump in mock debates. tim kaine says his running mate is ready. >> rise to the occasion and -- >> reporter: the first debate is monday night at hofstra university. jill wagner, cbs news, new york. >> you can watch live coverage of the debate right here on kpix 5 starting at 6:00 monday night. it was a historic day in washington, dc today after nearly a century of planning the city -- smithsonian national museum of african- american cultural history opened its doors. president obama rang the 130- year-old freedom belfour today's grand opening ceremony. the museum showcases four centuries of black history with nearly 3000 artifacts on display. black civil war veterans came up with the idea of more than a century ago. for president george w. bush signed legislation authorizing construction back in 2003.

believe in. >> if you want to come to the u.s. and get a job, it's well- known a student visa is the easy to get in. several colleges have been caught abusing the system. now kpix 5 has learned homeland security wants to shut another one down. it's a bay area school that devin feely in guest -- investigated a year ago. >> reporter: this is what we saw in an undercover visit to international technological university in 2015. deserted hallways and half empty classrooms. even though 2700 students were enrolled. fast-forward to 2016 and things at the college look pretty much the same. but the president dr. gregory o'brien says he has made big changes since our last visit. >> this is an rfid reading attendance mechanism. >> reporter: he says attendance is closely monitored to make sure students are really studying. off-campus internships are strictly supervised. >> we probably talk with you last year about the fact that we were in the middle of a major reform of our internship

policy and today i'm comfortable that this is a quality institution doing things the right way. >> reporter: those reforms apparently didn't convince homeland security. they've issued a so-called notice of intent to withdraw from the student and visitor exchange program. schools that are not part of the program can't admit new redmond students and that's almost everyone attending class here. sources tell kpix 5 the government's investigation centers on the schools internship program. through a freedom of information act request we obtained a list of companies that provided students paid internships over the last five years. turns out most of them are placement agencies like data soft systems, close to 400 students took internships with the company. >> it's so unethical. >> reporter: she was not a student but says she signed up for a training course in 2014. she says it turned out that the training was how to fight your way into a job. >> they created basically a fake or dummy resume. >> there were like two pages of all experience, saying that

works for at&t and texas and like all of this stuff that i've never done in my life. >> reporter: the company has changed its name to u.s. it solutions. we paid them an undercover visit. >> i had a couple questions. >> reporter: this woman told our producer the trainings -- no longer offered. >> we only employ people who have [ indiscernible ] >> reporter: she said redmond students are welcome and can be fast tracked into the workforce. >> we can sponsor. not a problem. >> that's very problematic. >> reporter: jessica vann is with the center for immigration studies. >> if their employer is listed as a placement agency -- no way to keep track of if they are working at all and if they've disappeared. >> from a national security standpoint why is it important to make sure these are in fact legitimate students? >> student visas are issued for a much longer period of time than other kinds of visas like business or tourist visas.

they are really coveted by terrorist organizations in particular. >> reporter: dr. o'brien says despite the school's past problems, he remains convinced its current reforms will satisfy government regulators. >> i can't tell you that itu was always doing everything the right way. since 2015 when i came, i believe we are very, very -- in very good shape. >> reporter: devin feely, kpix 5. >> u.s. it solutions turned down our request for interview but in a statement the company says it has no relationship with itu or data soft. san francisco-based uber is stepping up security when it comes to drivers. starting next week drivers must confirm identities with a selfie before each shift. if the picture doesn't match, they can't pick up passengers. >> let's get onto the subject of the weather this weekend which is going to be a scorcher for tomorrow and monday. the numbers bear that out, today not that unusual really,
