parts of the bay area that live from the cbs bay area studios. this is kpix 5 news. we are on storm watch tonight. rain is back in the forecast. good evening. >> it's already raining and the pacific northwest. the same system using these showers will plunge south and quickly spread. it will power through by tomorrow morning and finish up by the south in the afternoon. that will then head for the hills were winter weather advisories are posted for snow in the sierra down to 6000 feet. the rain won't amount to much. we will have the complete forecast in just a few minutes. the internet will never be the same. this weekend the u.s. government

gave up control of the so- called internet address book. now what that is and how it might impact the internet. >> no one owns the internet. for 20 years the us government has controlled the official list of every website address. as of today, the government is in control no more. there is one official list of website addresses. for 2 decades the us government has been in charge. today the job belongs to a nonprofit company in los angeles and is advised by a global committee that includes china, russia and iran. and you call up a website the computer retrieves the information from another machine. using a unique number. think of it like a house address for the internet. it's an -- if it can be deleted it can effectively delete a website and that possibility did not go unnoticed by senator

restraining order. investigators are trying to figure out what sparked an apartment building fire in san francisco. it broke out before 5 along the 26th street corridor in the mission neighborhood. video posted on twitter shows smoke rising into the sky. the fire burned the top floor of the building. 9 people have been displaced. no one was injured. donald trump and hillary clinton are trading barbs now with some recently leaked material including trump's tax return. now the latest on the race for the white house. >> reporter: at a rally of thousands of supporters in pennsylvania donald trump brought attention to leak recordings of hillary clinton speaking about young voters and if it were a fundraiser. >> a new audiotape shows her meaning and mocking bernie sanders and all of his supporters. >> reporter: in the recording clinton sympathizes with young

voter frustrations but says >> some are new to politics completely and they are children of the great recession and living in their parents basement. >> reporter: leaked document exposes trumps tax history which he has refused to expose himself. he claimed a nearly $960 million loss in 1995 allowing him to avoid paying tax for up to 18 years. the times verify the document with the former tax accountant. homeland security secretary revealed that hackers have gained access to some state voting systems and have taken steps to potentially attack many others. he said 21 states have turned to his department for help. they've not found evidence of manipulation of voting information. clinton returns to the trail monday in ohio and trump in

loma fire. it's 66 percent contained but the fire has forced more than 4400 acres and 16 buildings. hundreds of homes are still threatened. firefighter suffered a knee injury and has been released from the hospital. this morning a community meeting was held for those dealing with the fire. >> we had things packed up within 10 minutes. >> reporter: lucy is among the evacuees who packed the community center this morning. where she learned firefighters to open up the road she lives on 6 days after she left. >> you are saying goodbye. >> reporter: but while she gets to go home some evacuees must wait. >> i want to go home. >> reporter: he and his service dog are in this evacuation center waiting for word of when he can return to his property and other animals. >> they were able to hate -- save the house. >> reporter: but many are just waiting on when they can return home they want to know what forced them out in the 1st place.

>> reporter: how close are you to finding the cause? >> it is under investigation. >> reporter: rumors are that 8 marijuana grower sparked the fire. yesterday pot farms were discovered in the mountains and investigators began marijuana operators -- operations in the area. boo a sickly every area similar to this has legal or illegal cultivation. we investigate thoroughly. >> reporter: investigators say if someone caused the fire they will be held accountable. a fire that destroyed homes and put thousand at risk during a firefight. >> it was dangerous. people put their lives on the line. that is what kept it from coming over the ridge. >> reporter: when the wind moves out firefighters say the weather will be on their side. they hope to get the loma fire under control by monday. hundreds of thousands of music fans are making golden gate park this weekend.

>> the bluegrass music fest is in its 16th year in the city by the bay. 100 artists are on the roster. kate was one of the lucky fans who made it to the park to take in the sounds. >> sitting on a blanket drinking wine. and listening to good tunes. >> reporter: surrounded by an enclave of swinging trees, the sound of swinging bands, the 16th annual bluegrass festival attracted thousands. >> we like to listen to music. it's an amazing thing >> i love that it's free >> reporter: organizers are expecting 750,000 people to attend the free music festival.

back to the historic church fire in berkeley. >> reporter: the pews are empty and the hymn books contain words that will go unsung. this place of worship remains standing and the reverend says her congregation is staying strong. >> i think this will be a lot of work. but i think we can do hard things. our congregation. >> reporter: the chapel survived the fire. thanks to firefighters who crawled on a catwalk between the ceiling and roof. water damage is causing the roof to fall off in chunks on the altar. it's a much sadder story for the building that served as the library, thrift store and sunday school classroom. it was red tagged teaming it structurally unsafe. >> we are worried it's an unreinforced masonry building. there are several chimneys unsupported. >> reporter: today cal berkeley students were checking out the

aftermath of the fire. amazed at the destruction that happened feet from the dorm room. >> i was coming back from class and smoke had engulfed our building. they ended up canceling class. because smoke filled at the classroom. we weren't allowed to go back into the dorm. until 10:30. i it's not a matter of if they rebuild but when. >> in times like this people found out what they are made of. sometimes challenging to be a thing -- a good thing. >> reporter: you're looking at the southwest corner of pilgrim hall. that may be where the fire started. the assistant chief said they cannot determine a cause at this point. service here at the 1st congregational church of berkeley will not be held for months. across the street at the first presbyterian church their hosting the church congregation for a service. a bust in monterey county

met an assault weapon and lots of drugs. officers made the discovery after they responded to a family dispute in the town of marina. narcotics team found hundreds of illegal pills, a pill pressing machine and 2 guns. officers arrested 2 men. they say one was threatening his mother with a firearm of the other was under the influence of drugs and had violated probation. developing news out of los angeles where a black man was shot and killed by police. dozens of protesters are gathering in the south la neighborhood where he was killed. police have blocked off the area. police say it started after officers tried to pull over a stolen car with paper plates. when the driver refused to stop it turned into a pursuit. at one point the passenger in the car jumped out and ran into the back of the house and that is when he was shot and killed. >> we saw the little boy

running. i saw him running with his hands up. >> 5 bullets. shot him 5 times. >> police say a weapon was covered -- recovered at the scene and the victim is just believed to be a teenager. in the suburb of san diego another shooting is trying protests. protesters marched to headquarters. earlier they called for changes in how to officers call to psychological -- respond to psychological distress. video show the victim pointing an object a place. the sales tax in san jose is increasing from 8.75 percent to 9 percent. how this could impact people.

more. >> we also have a look, why do we have the increase. >> reporter: the extra money is planned to use for potholes and firefighters. on the bright side san jose has one of the highest tax rate in santa clara county at 9 percent it still low compared to neighboring counties with 9.5 percent. to san leandro have a 10 percent sales tax. >> early projections estimate the higher tax could generate $30 million in its 1st year. as we have discussed there is a storm on the way for the bay area. little is to be emphasized. tomorrow will be cooler and the winds will pick up. and we will get a little rain.

a fast-moving system. right now we look over the city of san francisco. near 60 in much of the bay area. the system is spinning off the pacific northwest and it will introduce a chance of showers tomorrow morning in the north bay and will spread south during the day. a colder and windy, we have winter weather advisories at 6000 feet. you can see the 1st band whipping through on sunday and look what happens late on monday. here comes another one. a bit of a 12 punch. clearing behind it and later in the afternoon we will look at things warming up later in the week. showers for sunday and another chance late monday early tuesday morning. it will clear out. 49ers taking
