area. at least in terms of hot spots and in terms of bottle-neck areas and that's not something to be proud of. >> the section used to be the 20th most congested spot in the bay area. today, it's number 40 for morning traffic. it's due to job and economic growth. >> that we haven't been able to build freeways and houses fast enough. that's why we have a housing and transportation problem. >> the worst congestion is on the bay bridge heading eastbound in the afternoons. spot number 2, i-80 heading westbound through alameda, and san francisco counties at any time of day. the new data is from the mtcw performance monitor initiative helping to improve conditions in the long run. the ncc says more people are leaving their cars at home and choosing public transportation or good old exercise to get to work. in san jose, sandra osborne.

the chair of the mtc says the bar extension will help eliminate traffic congestion in the south bay. firefighters are starting to gain significant ground on the loma fire. the wild fire started last month in the santa cruz mountain. it's 81% contained. the fire destroyed 1 dozen homes and 16 out buildings and damaged another home. it tore through nearly 4500 acres, more than 1300 fire personnel on the scene. cause of the fire is under investigation. the fire in monterey county is 94% contained. and an illegal campfire sparked it on july 22nd. it has burned 132,000 acres in the padres national forest. 1 person died and 9 others injured. the wild fire caused the state an estimated $35 million. and firefighters hope to have the fire contained within 2 weeks. in a few hours, hurricane matthew set to make land fall in

cuba. already we're seeing downpours in jamaican and country leaders urged those living in coastal areas to travel inland. they say there's danger of deadly flash floods. >> this particular hurricane, by virtue of its trajectory will have severe impact on jamaican. we're expecting that they'll be landslides, and that will mean also damaged agriculture. >> the state department told personnel in jamaican and haiti and the bahamas to evacuate. a tourist captured this water spout forming off the coast of jamaican. meteorologist say this is the most powerful hurricane that the region has seen in a decade. it's too early to forecast matthew's impact in the united states, but the east coast could feel it by the end of the week. we're tracking the storm. >>reporter: haiti had a huge blow for the earthquake back in 2010 which 200,000 people were

killed and then the colorado outbreak following that. another 100,000 people died and now they're taking a direct blow by this hurricane which is catastrophic at this time. it looks like matthew is going to be in parts of jamaican effecting that area, eastern cuba and the bahamas. it's a dangerous category 4 hurricane. and you can see it's checked into the bahamas over the next 48 hours. we're keeping an watchful eye on hurricane matthew, we have showers. we'll talk more about this and show how much more rain to expect with our doppler radar, this is coming up later in the newscast. a los angeles police are investigating two officer-involved shootings that happened within 28 hours of each other. the most recent happened late yesterday afternoon. officers responded to a report of a man with a gun near an

elementary school. they shot the unidentified suspect and found a gun at the scene. saturday afternoon, police tried to pull over a suspected stolen car. they ended up shooting an 18-year old man after chasing him through the backyard of a home. a suspect is behind bars after leading deputies on a wild chase through san jose. it started around 3:00 this morning when sheriff's deputies spotted a car they believe was stolen. the driver took officers down the wrong way on 680 at speeds topping 80 miles-an-hour. that driver and a passenger ditched the car on the side of the road and fled. one suspect was arrested, but the other got away. a fiery end to a police chase in oakland this morning. police trying to pull over the driver of this suv on suspicion of car theft. he tried to take off but the car ended up engulfed. two raiders -- baltimore police arrested scott smith and

andrew, both of new york for aggravated assault. police say the two men got into a fight with a 68-year old man and pushed him to the ground and hit him in the head. the victim lost contentious and taken to the hospital where he's listed in critical condition. still ahead, skipping out on paying federal taxes. the records that has trump's campaign playing defense today. and how clinton is reacting on the campaign trail. plus the totals are in, how much snow fall california saw this year and what it means for the drought. and fleet week is underway. but this year it's not all about what's happening in the skies. the bill being carried out for the first time ever, still ahead.

accumulate in the rain gage and concurred over the past 24 hours and now this is our latest live doppler radar, you see this cluster right here? when this blew through the santa rosa area this morning, it produced fight tenths of an inch of rain. i have had reports of hail outside of stockton. let me see if i can draw your attention over here. the south lake tahoe area because when you look carefully, you see these shades of pink, that means snow is on the fly. we wanted to confirm with our weather camera. sierra at tahoe. wow. look at that. it's a little lit snow, but none of the less, it looks like winter has made an earlier arrival in the high sierra. we have rain drops on our camera lens. this is our live weather camera from sutra tower from san francisco. it's a cool day in the 50s and 60s.
