debate. craig boswell reports from virginia where the candidates will face off. >> reporter: that's right. they get one shot at this. 90 minutes to make their case that they can step in and be president if called upon. 90 minutes to defend the top of the tickets, to defend their running mate and move the needle in the opposite direction. >> i'm mike pence. >> reporter: i'm mike wednesday. >> got to be myself. >> reporter: and tim kaine will introduce themselves to a national audience when they take center stage at longwood university in virginia tonight. both have served in government for years. but a new cbs news poll shows a majority of registered voters don't know enough to have an opinion of them. >> surprising things sometimes happen in these vice- presidential debates. >> reporter: longwood political science professor bill harbour says the vp nominees need to sell themselves to american voters while trying to boost their running mates' approval rating. >> never have we seen a vice- presidential debate where the two candidates have to mike up ground and deal with -- make up

ground and deal with problems with the two people at the top of the ticket. >> reporter: mike pence may talk about donald trump's tax returns. the businessman reportedly claimed nearly $1 billion in losses in the '90s, possibly keeping him from paying federal income taxes for years. >> i have brilliantly used those laws. >> what kind of genius loses $1 billion in the first place? >> reporter: hillary clinton now leads trump in the polls 45- 41%. tonight kaine will work to hold the lead while pence looks to move the numbers for the trump campaign. instead of standing behind separate podiums, the candidates will sit at the same table with the moderator facilitating a "conversation." we'll find out if it is combustible. >> record numbers for the first debate.

any indicator of tonight? >> reporter: on media presence, let me just widen out and show you where we are with the risers surrounding the did he wait hall. yes, the media presence is here. a lot of these people i saw at the presidential debate in new york. as for tuning in tonight, cbs news poll 7 of 10 likely voters may tune in. they are hoping to try and overtake the record for vice- presidential debates at 69.9 million. that was back in 2008. again, we'll see. >> thank you, craig boswell. stay with kpix 5 for complete coverage of the debate. our live coverage starts at 6 p.m. new at noon, 6 people have been arrested in a series of east bay robberies. contra costa county deputies d.a. barry gross says the unnamed men have been linked to home invasion robberies in livermore, fremont and danville but it's unclear if these cases are connected to last woke's armed robbery in orinda.

>> the things that we have found in the current cases and arrests that we have made are helpful to that investigation. but i'm not prepared to go into the actual content of what we are doing until that investigation is concluded. >> in the orinda incident a supported member was shot and her husband pistol-whipped in their driveway. the six suspects will be arraigned this afternoon. this afternoon san jose city council will tackle the issue of police staffing shortages. the problem is so severe that each officer is working about 8 overtime hours a week, roughly 450 hours a year. overtime costs have nearly tripled costing the city $36 million last year. >> the officers work until they are completely exhausted. and when they hit that point, it's a meltdown. it's either getting sick or calling in sick to get sleep. >> a big reason why officers have left the department is the reduction in benefits for

workers enact during the administration of chuck reed. voters will decide on pension reform next month, developed with support of the unions. backers say it will help recruit more officers. two former police officers will be in court today in alameda county in connection with a sex scandal that rocked the bay area law enforcement community. former livermore officer daniel black faces five misdemeanors and former oakland officer leroy johnson charged with a misdemeanor for failing to report child abuse. the alameda county d.a. plans to charge a total of 7 current and former officers. they are all accused of exploiting a teen named jasmine abuslin, who is now 19. los angeles police have just released security video showing a chase that led to a fatal police shooting. investigators say that the video shows carnell snell, jr., running through a shopping center parking lot holding what appears to be a gun. police say that a gun was found near snell's body. police chief charlie beck says

that eliseed the video to clarify -- released the video to clarify conflicting accounts about the shooting. more protests and demonstrations today at a meeting of the l.a. police commission. this afternoon in san francisco we'll get an update from a panel on transparency, accountability and fairness in law enforcement. back in july the panel released a critical report of the san francisco police department. it found the agency is in need of greater transparency and that it lacks oversight. at 2 p.m., the board of supervisors will hear a final report on the panel's findings and recommendations. new video showing a car that smashed into a shopping center being towed away. the crash happened this morning in san jose on story road near mclaughlin avenue. police say that the driver accidentally hit the gas pedal while parking and ended up driving right through the front window of lee's sandwiches. no one was injured. right now folks who live in an east san jose mobile home park are fed up. just days after losing gas service, they are now living

without water. as kpix 5's maria medina reports, nearby street construction seems to be the reason. >> reporter: and this is the mess that people at hometown america mobile park are dealing with and the question remains, when will they get their water back? what is it like living here? >> oh, it's hell right now. >> reporter: for more than 24 hours, this is how more than 200 hometown america mobile park home residents are getting water just to flush their toilets. >> it's a mess. >> reporter: for many, enough is enough. >> no water last week no gas. >> reporter: just last week the construction crew of lewis and tidbits of san jose hit a gas line leaving residents without gas. then yesterday, this same crew ruptured a water line. >> all of a sudden the water was shut off. no notice. it was frustrating. >> reporter: some say they continued to no idea what was going on hours later. >> at least let us know.

>> reporter: no notice? >> no, no nothing. >> reporter: hometown america management told kpix 5 over the phone they have delivered drinking water and food to the community and hope to get the water back on by today or worst case, tomorrow. >> they have all kinds of excuses. but the thing is at least let us know what's going on. >> reporter: he says the water line break happened just as crews laid down lime on the soil. and now there's a concern of contamination. his frustration boiling over. >> without water, you don't have anything. >> reporter: before they get their water back, crews will still have to test whether the water is safe to drink. in san jose, maria medina, kpix 5. next, google rolls out a new operating system and products looking to go head to head with apple. >> and lifting evacuations, the progress made on the "loma fire" burning in the santa cruz mountains and how homeowners are showing appreciation to the crews on the front lines. >> plus hurricane matthew makes landfall. the category 4 storm cutting a

[ laughter ] >> reporter: the pixel and pixel xl are ready for preorder today and it's daydream vr compatible. jackie ward, kpix 5. now to the "loma fire" in the santa cruz mountains all evacuation orders have been lifted. it's 90% contained. starting last monday the fire has destroyed a dozen homes and 16 outbuildings and damaged another home. 51 structures still threatened. more than 1300 firemen are on the scene. community leaders and members and homeowners in the area have been showing gratitude towards those on the

front line. cal fire posted these photos on twitter today of some thank you signs that have been posted. the soberanes fire in monterey county now 95% contained. illegal campfire sparked it back on july 22nd and it has burned hundreds of thousands of acres in los padres national forest. one dead, 9 others injured. 410 structures still threatened and firefighters expect to contain it in two weeks. right now hurricane matthew still barreling through the caribbean. as mark strassmann reports, as it leaves behind damage in other countries, the u.s. is watching the storm very carefully. >> reporter: ren shall rains, and more than 130-mile-per-hour winds slammed into haiti. roads became rivers in the poorest nation in the western hemisphere. across the island in santa domingo, dominican republic, the deluge dropped sheets of rain. cars were forced to drive through floods.

jamaica is also feeling the effects of matthew. this road was washed away in a mud slide. across the eastern coast of cuba, people were urged to head for higher ground. more than 300,000 people have been evacuated. >> we can expect to see impact on florida wednesday through saturday. >> reporter: the governor of florida declared a state of emergency. >> you must leave before it's too late. we can rebuild a home and a business. but we cannot rebuilt your life. >> reporter: north carolina governor pat mccrory also declared a state of emergency for 66 counties. >> we can't gamble and we won't gamble with people's lives and the livelihood of many people up and down the coast. >> reporter: if matthew tears into cuba, it could force the relocation of detainees at

guantanomo bay. but the focus today is haiti. mark strassmann, cbs news, kingston, jamaica. it's been incredible watching this hurricane matthew. on a scale of one to five, this is a category four. when it slammed into the western and southwestern portion of haiti. now, can you see the eye so very well defined over the open waters? making tracks towards cuba you can see that defined eye once again right there where it says category 4. but again, where it slammed into the haiti area, you have the coastal mountain range and that's what anticipate devastating landslides. chances of 40" of rain in haiti. then it will gain strength and sideswiping the bahamas. on the current path, some wobble each way, it will hit

miami where we have hurricane watches in effect and possibility of 10 inches of rain by the end of the week. we'll be monitoring this minute by minute. back on the west code every coast, look at these beautiful clouds, over the bay, visibility is unlimited. the air is fresh and clean and the temperatures are into the 60s and in san francisco and 66 in san jose. paul smith is check out his weather station to report the mid-60s with the gentle breeze, humidity up there at 55% thanks, paul, checking in from brentwood. the clouds are all associated with this right here. it's a shield of clouds on the back side of that weak disturbance that spilled a little rainfall across the bay area yesterday. now as it gently progresses east, high pressure is building in from the pacific and as that happens, we are going to see a change in your forecast for fleet week. we are going to return more to, look at this, the coast is

clear! we are going to start seeing the makings of this offshore flow from wednesday all the way into thursday keeping the clouds out over the open waters and pristine conditions for the blue angels. blue skies for the blue angels. today's numbers still unseasonably cool from the 60s to the 70s. should be right around the mid- 80s in livermore. instead 72. should be around 84 in san jose. instead, 73. low 70s also to the north with a slight west wind 5 to 10. there's your sunset at 6:47. boy, it's cooling off. feeling like autumn in the bay area in the 40s and 50s. tomorrow we have got a slightly warmer day but check out the festivities friday through the weekend. we could not have painted a ordered up a better weather picture. >> couldn't have asked for anything better. >> you got it. >> thank you. happening today, tours of an amphibious transport ship are under way on day 2 of san francisco's fleet week. the u.s.s. san diego docked at pier 30-32 and the free tours go through 2 p.m. today. the fleet week's most popular

today the feds are warning people to own certain models of the nissan versa, do not slam the door. the national highway traffic safety administration just opened a probe into 155,000 cars from the 2012 model year. the agency received complaints that the side airbags can inflate when the doors are shut or slammed too hard. it's now looking into how often this happens and will decide if a recall is needed. a student's iphone exploded in class in new jersey prompting students to evacuate the building. darren [indiscernible name] a student was sitting in a class when he says his leg suddenly became very hot. >> i stood up. i flinched upwards because it was burning my leg. so then as i flinched up i noticed that i was smoking and i threw the phone on the ground and it lit up into flames and then i kicked it down and made the fire go out. >> the student was not injured.
