up, as well. so are the tides leading to a coastal flood advisory through the weekend with a threat of riptides and sneaker waves and big breakers onshore. and as for rain, the kpix 5 hi- def doppler shows rain heading south after spilling heavy showers on santa rosa that began in midafternoon. we'll pull back to show you that more rain is behind that initial blast as well as a few showers and thundershowers. you can see the lightning bolts and the map showing strikes. this is what much of the bay area will look like as the night goes on it. it's all wheeling around deep low pressure off washington state so tonight an inch of rain and wind gusts up to 50 miles an hour in bay area peaks. the combination could mean power outages by sunrise. howling winds are drowning out some of the acts at treasure island music festival. the gusts are so strong, a vendor area had to be evacuated earlier today. paramedics say a vending machine landed on this concert- goer. all acts are pushed back an hour because of the weather.

organizers now plan to keep the venue open until midnight so everyone can go on. the winds also causing big delays at sfo. yesterday alone, 200 flights were late and 100 more were canceled. today the faa says arriving flights are landing about an hour and 40 minutes late. rain and wind were contributing factors in a crash that left two oakland police officers motorcyclists hurt. they were riding westbound on 580 yesterday when they lost control on the wet road near the macarthur boulevard exit. the officers were taken to the hospital with minor injuries. and they are expected to be okay. we're learning more about the san francisco police officer shot and wounded in the line of duty last night. and his prognosis. our jackie ward is at 28th and vicente where the search for the shooter came to an end. >> reporter: a close family friend confirms for us that kevin downs is the san francisco police officer who was shot last night and this is where the chase for the man who

shot him ended. it's a quiet safe neighborhood that doesn't get a lot of police activity. so we spoke to some people who live around here who said they were concerned last night >> officer down! all units respond! this is a 406! >> reporter: kevin downs an officer who has been with the sfpd for two years is still in critical condition today after being shot in the head last night. he is recovering here at san francisco general hospital. >> he had surgery to remove fragments from his brain and he has partial paralysis on the side of his body from the shot to the head. >> reporter: interim police chief toney chaplin says downs is lucky to be alive today because the bullet was just one centimeter away from hitting the main artery in the center of his head. >> shots fired, shots fired! >> reporter: catching the suspect who shot downs was not easy. after shooting downs near everglades drive, the armed man led police on a foot chase from the lakeshore shopping center through stern grove. leon sherman and his dad were driving home as this happened.

>> there's a cop and my dad thought that he was getting pulled over. but then we saw them everywhere. and it was kind of freaky. >> reporter: these students from sf state were on the way home, too. >> down 29th we sar a barricade of cop cars surrounding the area. we heard flash-bangs go off and multiple rounds fired. so it was a little weird. >> there were like 12 cop cars like a bust. they said it was safe. i had never seen anything like that. >> reporter: downs is one of the best officers at the taraval station and although his injury is very serious, he is expected to survive. now, the person who shot him is also recovering from a gunshot wound at sf general. we still don't know any details about this person, his name or the charges that will be filed against him. in san francisco, jackie ward, kpix 5.

our cate caugiran was at the scene before the crime tape was even up. she joins us now with exclusive new video of the injured officer. cate. >> reporter: brian, we have not been able to officially confirm the identity of the person in the video. but several witnesses i spoke with say it is the injured officer, kevin downs. this video was captured minutes after the shooting. you can see the scene is very chaotic. several officers surrounding one person. if we slow the video down we see a man with a bandage around his head. the witness who captured this video says it was the officer who was shot, but that's unconfirmed. mayor lee visited officer downs in the hospital last night. in a statement he said, each day the members of the san francisco fire department face uncertainty and danger with the purpose of protecting our city and its residents. my thoughts remain with the officer and his family. officer downs' close family, friends told us he is resilient

and remarkable and that he cofounded an organization called ranching vets to help veterans who served after 9/11. the organization partners with ranches and farms around the country to provide vets with job opportunities as they transition back to civilian life. reporting live in the newsroom, cate caugiran, kpix 5. a couple celebrating their wedding at stern grove had unexpected guests as police chased a shooter through the park. the group was told to stay in place until it was all over. one man who was working the event later tweeted, it was a little worrisome when the s.w.a.t. team came down the road with their assault rifles. we're all relieved they got the suspect. new details on the fight to keep the raiders in oakland. team owner mark davis saying today the raiders aren't going anywhere for now. just yesterday, the state of nevada legislature narrowly approved using three-quarters of $1 billion in taxes to help

the raiders build a new stadium in vegas. but davis told espn.com the raiders will continue to play in oakland for the next two years while their new digs are being built. even if the nfl gives them the green light to move sooner, he said he doesn't want to bring a super bowl championship back to the bay area in the meantime -- does. the raiders relocation is not a done deal. they will need approval from three-quarters of the nfl owners to make that move. oakland mayor libby schaaf didn't say a word about the raiders in her state of the city address last night. but she told our andria borba afterwards, she is not giving up on keeping the team in town for good. >> reporter: the state of the city address began with video of president kennedy talking about landing on the moon. and that segue to mayor schaaf's scene of moon shots for the city of oakland. at first the mayor libby schaaf talking about the launch of the oakland department of transportation. >> our roads matter. bad roads are not just an

inconvenience. they are expensive, unhealthy and unsafe. >> reporter: she said oakland was joining efforts in san francisco for vision zero to end traffic deaths. after a year in office, mired in sex scandals from the oakland police department, schaaf offered an apology. >> i'm truly sorry for the damage that oakland's sexual misconduct scandal did to our police department's relationship with the community and even more so to an exploited young woman and her family. >> reporter: schaaf also committed the police department on a fourth straight year of double-digit drops in shootings and homicides. high on schaaf's list of priorities, affordable housing. >> just five years ago, the typical oaklander could afford a typical apartment in this city. today, a typical oaklander has to pay $1,040 a month more than he or she can afford. >> reporter: schaaf says there

are 2,000 units currently under construction in oakland with another 18,000 in the pipeline. not addressed in schaaf's speech the vote in nevada to fund a stadium for the raiders in las vegas. after the official remarks, schaaf says the city is working on a plan but it won't look like the deal made in nevada. >> $750 million commitment of public funds is simply not appropriate in a city like oakland. >> reporter: on the nightbeat in oakland, i'm andria borba. also in oakland another piece of the old bay bridge goes out with a bang. [ implosion nn [ implosion ] >> we have seen it before. we'll see it again. this was earlier today as caltrans blew up yet another of the pier foot that is used to hold up the old eastern span. it took 8,000 pounds of explosives and just a few seconds to do it. along with environmental monitors, the chp was also out patrolling making sure the boats were safe distance away from that. the next implosion will be in

two weeks. bart riders are getting a sneak peek at the fleet of the future. people were invited on board one of the cars in an open house at the pleasant hill station today. soon, bart will be running this train through the transit system for overnight tests. it's part of the fleet of about 1,000 cars on order. bart says they are designed to be quieter, cooler and more comfortable than the current cars. they are also higher tech with digital information screens for riders. the first cars are set to go into service later this fall. meanwhile, the new smart train in the north bay is facing a delay. it won't start carrying passengers until next spring at the earliest because of a defect with the diesel engines. the commuter rail line will eventually cover 43 miles between santa rosa and san rafael. but over the summer a similar locomotive made by the same company broke down in toronto after a piston rod penetrated the engine block. now all 14 of the smart engines will have to be redesigned an

residential street west of downtown. the restaurant was operating out of a converted house. people who live in the area say it is not a violent neighborhood. >> i'm actually shocked to hear this around this area because you don't really have any problems with anybody. everyone, you know, this is that type of community that everyone knows everyone living here and we'll all, like, pretty much like family. to hear that it's shock jog police think an argument escalated into gunfire from multiple weapons. now they are questioning two suspects and examining evidence taken from the scene. today the l.a. mayor called it senseless. he said in a statement, we cannot tolerate these tragedies multiplying in communities across america. after today taking your samsung galaxy note 7 could win you a one win ticket to jail. laurie perez spoke with a traveler at l.a.x. who found himself grounded by the new rules. >> i feel like i should be on "survivor" maybe. [ laughter ] >> reporter: the pittsburgh native has a good attitude considering he is in a middle of a month long business trip and wants allowed to board his flight from l.a.x. to portland, oregon because he had his samsung galaxy note 7. friday the u.s. department of transportation along with the faa announced an emergency order banning the galaxy note 7 from all flights into, from or went united states. this after reports of some devices overheating or catching fire. samsung announced this week it's recalling all original and replacement galaxy note 7s. harris didn't hear about the ban and found himself out of luck as he tried to get through airport security. >> they they asked if i had a galaxy note 7. >> reporter: if you arrive at the airport with the samsung galaxy note 7, you either have

to have someone come pick it up or agents at the gate will rebook you for a later time or even a later day. the department of transportation says the galaxy note 7 is not allowed in carry on or checked bags even if it's turned off. anyone who violates the ban may be prosecuted and/or fined. harris didn't want that so he rebooked on a later flight and headed to the post office to mail his phone to his next destination. >> samsung is telling note 7 owners they can return phones for a full refund or exchange them for a different phone. production of the note 7 has been permanently halted. on to a different kind of fire watch. fire and rain. we have both in nevada where they are battling wildfires in the north lake tahoe tonight including a destructive blaze up to 3400 acres. strong winds fanning the flames. in little valley, that's fire already destroyed 22 homes. about 500 structures are still threatened. right now the fire only about

5% contained. as you saw, wet weather should give firefighters a bit of a breakthrough the weekend. several bay area strike teams are on the fire lines in northern nevada and that's how they are getting there. crews from alameda, fremont, hayward, livermore and other agencies went yesterday to help. it was raining in the sierra to get there. all that rain certainly helped fire crews near south lake tahoe. the 200-acre emerald fire is now 80% contained. there are still mandatory evacuations in effect and a stretch of highway 89 closed in the area because of fallen trees. while the rains can help with the actual firefighting effort, the risk of runoff and mud slides is a big concern. in the santa cruz mountains, a task force led by cal fire is closely monitoring the 4400- acre burn area from last month's "loma fire." -to-keep an eye out for any rain-related problems. >> our concerns are that it would get too much rain at one

time that it will destabilize some of the slopes that are unprotected or the vegetation was burned away and there's nothing left to prevent gullying and debris torrents. this fire station in morgan hill is one of many sandbag stations in the bay area to help homeowners and businesses prepare for more rain. >> which is exactly what we have in store for the bay area tonight. wind gusts are 30 miles an hour in parts of the bay area. at the airport. and they are reporting heavy rain at napa and in santa rosa, just rain as opposed to heavy rain. it will spread south over the bay area over the next few hours and wind gusts, you felt them around today. there will be more tonight the latest on the kpix 5 hi-def doppler shows that band of rain now heading to the south and east. light rain as far south as san jose. big view shows you have a main band -- it's a little unusual to see it holding together through the central valley.

it shows you how robust the system is. as we move back in you can see it's centered over san francisco with some heavy bands of rain about to hit the city and then head south down into san mateo county. flash flood watches are posted through tomorrow night. there's going to be showers in back of this. and in the burn areas of the santa cruz mountains the soberanes, coastal flood advisories are posted as well at the shoreline because of strong rip currents, high tide and large shore breaks sneaker waves also a threat. so we have -- coming and going -- low pressure off the pacific northwest means more rain and wind will sweep south over the bay area tonight. it will let up toward midnight but then showers will be behind. this thundershowers wouldn't be a surprise either. strong winds, too. that will ease up tomorrow afternoon. wind advisories for the north and east bay hills up to 50 miles an hour and as i mentioned at the airport right now the gusts are at 30 miles per hour. here's how it should look. the brighter colors go away, means the winds die down

towards sunrise and pick up tomorrow afternoon. that says it all. as we look live toward the bay we can see it, concord 68, oakland 67, livermore 66. san francisco 65. san jose, it is near 62 degrees. speaking of san jose, san jose right now is looking like we don't have a camera down there. oh, well. that's what i get for trying that. futurecast, sunday looking to clear south and out of the bay area so by 10 a.m. we have a few showers over the south bay, plenty of clouds around bay area but scattered showers around another band by tomorrow night. we can don't begin to climb out of this -- we don't really begin to climb out of this until monday and tuesday when high pressure builds back over the west coast and drying and warmer starting tuesday. in the meantime we'll have some showers. rainfall up to an inch in the

mortgage bay, half inch in the peninsula. flash flood watches are posted down there in santa cruz county. so to sum it up, rain will spread south tonight as well as the winds. 50-mile-an-hour gusts. and we'll have some showers tomorrow. oakland will get rained on. the raiders as they play kansas city on-and-off rain. we have that gain broadcast on channel 5. it won't be sunny in half moon bay tomorrow. 63 and showers. at treasure island music fest we have been talking about, winds and some showers tomorrow. 65 degrees. oktoberfest in campbell not so bad in the south bay, you will get away with a decent day and maybe a shower or two. safeway open, wet right now but more -- it will be drier than today. not much in the way of sun. temperatures will be in the mid- 50s overnight tonight. mid-60s daytime highs for tomorrow. extended forecast, we are going to be looking for things to clear out monday and then we get warmer and sunny mid-80s by the end of the week. you like rain and warmth, we'll have both. we can have our cake and eat

francisco police officer shot in the line of duty is partially paralyzed after undergoing emergency brain surgery but is expected to survive. officer kevin downs was struck in the head last night near the lake shore shopping center. he has been on the force for two years and is recovering in the hospital. the suspect was also shot and wounded during the standoff that followed. he is now under arrest. another piece of the old bay bridge imploded today. caltrans used 8,000 pounds of explosives to detonate one of the piers that used to hold up the old structure of the eastern span. they will do it all again within the next pier in two weeks. there is no rational reason why the pharmaceutical industry continues to rip off the people of this country and charge us the highest prices in the world for prescription drugs! >> bernie sanders is back in the bay area. but this time, he is talking prescription drug costs not presidential politics. the former candidate was in san francisco today to promote prop

pa r. the same storm system barreling through the bay area is hitting the pacific northwest even harder. coastal communities have been raked by high winds. and flooded roads are making it difficult for emergency crews to get through. reporter john blackstone shows us they are even dealing with tornadoes. >> right there. >> oh, my gosh! >> reporter: a tornado surprised residents of the beachfront community of manzanita. it's been nearly 20 years since one touched down there. many shared it on social media. >> the transformer just blew. >> dude, that's a tornado. >> reporter: some businesses and homes were damaged in the small town. 90 miles west of portland. >> this used to be a beautiful place. it's like living in the forest.

we looked out the window after it was over and i don't recognize it. all the trees are gone. >> reporter: manzanita building inspector. >> some of the buildings are in such bad shape that we're concerned of collapse. we have had some people that needed hugs so we have been passing out hugs checking with people here. >> reporter: about an hour south in oceanside this video shows a waterspout that became a tornado. >> oh, there's a funnel inside! >> reporter: with winds expected up to 75 miles per hour, widespread power outages are anticipated in the northwest. in bellevue, washington, utility crews have been working around the clock. >> we actually have more than 100 line crews and tree crews and, of course, in the storm like this you need both. >> reporter: as powerful gusts continued, forecasters warn saturday's windstorm has the potential to become a historic event triggering flooding in some areas. john blackstone, san francisco. >> a lot of people are ditching cars and public transit and

taking uber instead. as you might expect, it's led to a storm surge. uber drivers have seen a huge spike in demand this weekend as the storm slammed the northwest and california coast. higher demand means higher prices for riders. during heavy rains, fares can shoot up by 4 times their normal price. customers are advised to check out the fare estimates before hitting "accept." >> all right. always good advice. as we look at the latest on the hi-def doppler, when it rained it poured this afternoon. it began in the early afternoon in santa rosa and this front has been slowly marching south. as it does, it's bringing strong winds and heavy rain and gusts up to about 40 miles an hour at sfo. 25 to 40 miles an hour through other parts of the bay area. and as you see that unwind, things will continue to be dicey as we head into the evening hours around the bay area. so as we narrow in near the carquinez strait, you can see a fairly heavy bands of cells moving east of fairfield down through just north of danville on 680 and spread out along 24

from orinda out to the 580/680 interchange. and then down in the south bay, you can see pretty good cells in woodside, just to the west of mountain view. so we'll all get wet in the next few hours. flash flood watches are posted through tomorrow night for the santa cruz mountains and also coastal flood advisories, strong rip currents, large shore breaks and sneaker waves threats because of high astronomical tides around this time of the full moon. more rain and wind south tonight. scattered showers tomorrow. the heaviest action though will be tonight and there's also the threat of maybe a thunderstorm or two. along with all of this, wind advisories through tomorrow an and with the strong winds and -- it's not saturated ground. we are just beginning to get wet. but nevertheless it's the first time to test some of the trees weakened by the summertime drought and it could bring down trees and power lines. futurecasts and wind gusts things beginning to ease up so that's the good news toward tomorrow morning but then they

will get back to 20 miles an hour by sunday afternoon as we get residual fronts moving through. as we look at the slick runway at sfo and clouds up top, concord right now fairly mild, we're all in the mid-60s. this is not exactly an arctic blast. but more of an autumn storm. rain will spread south tonight to sum it all up. winds up to 50 miles an hour at the top peaks of the bay area and the rain will turn to showers tomorrow. speaking of tomorrow, the oakland raiders are taking on kansas city with on-and-off rain and temperature about 68 degrees. also tomorrow, the festival at half moon bay, showers around. and temperatures in the low 60s. and it won't be sunny down in campbell but nevertheless we can think sunny thoughts under cloudy skies, temperatures about 70 degrees. overnight lows in the mid-50s, high temperatures tomorrow not the story but it will be fairly mild average readings with numbers up near 70 degrees in the south bay. extended forecast, after rain
