looks at the use of force policies and makes more than 200 recommendations for reform. they suspect it will take up to three years to make all the changes. santa cruz police shot and killed a man this morning after they say he attacked officers with a metal rake. it happened at 3:30 this morning. officers got a 911 call say someone was banging on the door threatening to kill everyone inside. lisette they located the suspect to began attacking them with the rate. officers deployed a taser and when that didn't work they shot the suspect. eda is investigating. a 35-year-old man is in critical condition tonight after being shot near uc berkeley. it happened last night. police say they do not think it was a random shooting. there is no word yet on if they have ties to the school. the suspect is at large. campaign 2016 clinton and trump were out of public view
