live from the cbs bay bay area studios. this is kpix at noon. >> now at noon disturbing video of a violent site in vallejo is going viral and raising serious questions. thanks for joining us. >> the video shows a teenage boy body slamming a girl to the ground after a profanity filled verbal altercation. but as jacky ward shows us it gets worse after that. >> reporter: it's certainly an unsettling video that was posted on youtube 2 days ago. it may be hard for some people to watch but it's racked up more than 100,000 views. it's believed to have been taken in vallejo. two people are fighting in a

driveway. they've been identified as a 15-year-old. the blond girl looks like she's trying to slap the boy then things escalate. the boy then grabs the girl and slams her to the ground. it seems like the impact is so hard that she's out of it a bit. it's not that surprising to one vallejo resident. >> it's so bad. it's so evil right now that it's hard to make a call on something like that. it's just so ugly, but living here i see it everyday. >> after being slammed on to the ground the girl appeared to have a really hard time getting up. as she tried to sit up it looks like she's having a seizure. she was taken to a local hospital and later tweeted she was okay. this has generated quite a discussion online. some believe the girl is the aggressor in this situation. others are saying she's a victim of abuse. we've reached out to vallejo police to see if any charges have been filed but we have yet

to hear back. >> jacky, thank you. san jose states president is speaking out about sexual assault. the president vowed to change how the university handles sexual assault cases and treats victims. she insists that school officials will do more to insist that sjsu is a safe and inclusive community. two female students reported being sexually assaulted by a member of the men's water polo team last month. that student has since left the country. and two pedestrians were hit while trying to cross the highway after a crash. it happened around 8:15 a.m. a silver sudan there with damage to the front bumper and air bags deployed. then when we pan over on the other side of 680 you see the red car with a mangled hood. so far no other details. three hikers from the bay

area reported missing in a remote area have been found safe. >> steven morales and christine ricks were hiking when they didn't return home sunday as expected family members contacted police. they were found safe this morning. san francisco's interim police chief is holding a town hall meeting to update the public on a shooting that left an officer partially paralyzed. officer kevin downs was shot in the head on friday night in the lake shore neighborhood. acting chief said the bullet was a centimeter away from a major artery. the suspected gunman was shot in a shoot out with police. he later died on sunday. officer downs meanwhile is in critical condition. the town hall meeting is scheduled for this thursday at 6:00 at the scottish rite center on 19th avenue. >> right now police are trying

to track down this man. he and another man were involved in a fight that started at a buffalo wild wings restaurant then continued into the parking lot. it happened two nights ago that officers are hoping somebody recognizes these guys or their pickup trucks. >> new details within the last hour, two san francisco supervisors introduced a resolution directing san francisco to break its business relationship with wells fargo bank. this stems from the recent fake account scandal. wells fargo employees opened 2 million fake accounts and have to pay $185 million in fines. its ceo just resigned last week. they say it's the socially responsible thing to do for the city. >> moving on to campaign 2016wiki leaks just dropped another batch of hacked emails from hillary clinton's campaign manager. as craig boswell reports that comes as donald trump continues to sound the alarm for what he

is calling a rigged election. >> the latest cbs news poll shows hillary clinton with a nine point lead over donald trump in a four way race. that's up from just 4 points 2 weeks ago. but the poll was taken before the latest release of fbi document related to clinton's email server. in particular a meeting with an fbi director who said he felt comfortable changing an email from classified to unclassified for quid pro quo. they would reciprocate by placing more agents in countries where they were forbidden. >> any assertion that this is a quid pro quo or tit for tat is insulting. >> this is worse than water gate. this is felony corruption by any

underway.. for two police officers.. who were killed in the line of duty. bagp a memorial service for two police officers who were killed in the line of duty in palm springs. >> bag pipes played as officers remember the two officers at the city's convention center. authorities say john felix shot and killed those officers when they responded to a domestic disturbance call earlier this month. he pleaded not guilty to murder charges. if convicted he could face the death penalty. >> the little valley fire burning northeast of lake tahoe is nearing containment. it's burned nearly 2300 acres and destroyed 23 homes since friday. evacuation orders have been lifted and that fire is now 90%

contained. the cause still under investigation. >> in the golden state thousands of homes are saved from devastating wildfires by prisoners each year. and as chris martinez reports nearly 20% of those fighting wildfires are made of inmates. >> they're among the first to hit the front lines. the orange uniforms let you know these firefighters are inmates. >> it's a big opportunity. >> robert lane joined california's inmate firefighter program about four years ago. he saw it as a chance for redemption. >> what are you in for. >> it was a violent crime a gbi. >> what's that? >> a bodily injury. >> inmates are given basic training taught to dig fire containment lines and clear

along the seashore early this morning. now they're backing off but it was a cloudy start. we're going to see a jump in our temperatures tomorrow and again towards the end of the work week. this is tonight. northwest winds 10 to 20 so what do you see, that's what an offshore flow looks like. not a cloud in the vicinity from the coast to our inland areas. satellite radar, rain to the north. storm track to the south. smack in between, high pressure is building in. we will see that warming trend all the way into our inland areas. but today unseasonably cool. nearly 70 at the state capital. it is currently 43, going up to 53 in the sierra. our numbers a little more mild than yesterday. 60s and 70. 73 the outside number. 11 hours 5 minutes of available daylight hours. so our days are getting shorter.

but the temperatures are responding to what sunshine we do have. there you have that warming trend offshore flow blasting all the way until about the tail end of the weekend. >> plenty of sunshine. >> and you have limited hours to heat up. >> making it happen. >> thank you. >> more bay area headlines now. medical marijuana home delivery service could soon be legal in one bay area city. san jose city leaders are meeting in about an hour to consider the proposal. only 16 permitted pot collectives would be allowed to deliver cannabis. drivers would need background checks with the police department. >> emeriville may pay the highest minimum wage in the country. the city council is going to vote on whether to pass a fair work week policy. that would make sure part time workers get a fair and stable

schedule. right now low wage workers make $14.44 an hour but according to to several groups most part time workers have hours that fluctuate from week to week. >> mark davis and his executives are supposed to push for nfl approval to move the team to las vegas. they have to get approval from 24 out of the 32 nfl owners. owners are meeting today and tomorrow in houston. this comes one day after the governor signed a stadium bill. it would give $750 million in public funds towards its construction. >> teenagers say they are texting less when they're behind the wheel. but that doesn't mean young drivers have stopped using their phone. still ahead how they're using apps while they're driving. >> plus knocking on dylan's door. the search for the iconic musician days after he was awarded the nobel prize in literature.

when they are behind the wheel but that doesn't mean young new at noon. teens say they are texting less when they are behind the wheel. but that doesn't mean that young drivers have stopped using their phones. a new study by liberty mutual

found that at least 70% of teens admit to using apps while driving. and nearly 80% believe apps are not distracting. the most common apps used by teens are music and navigation. liberty mutual took a teenager on a test drive to show how distracting apps can be. >> even a short glance away from the roadway has an impact on your ability to respond. >> i feel like i shouldn't do it because my eyes are off the road. >> experts say parents should encourage teens to program their navigation apps before they start driving. >> first tesla and pan sonic partnered up on tire batteries now they're expanding into solar energies. a facility is now under construction in buffalo new york. they plan to start production next year. let's take a look at the big board right now at noon. just about 80 points up on a

now they're lying about prop 56. if you don't use tobacco, you don't pay. smokers pay - their fair share of the 3 billion in health care costs all taxpayers are paying now. and there's one more thing: our kids. every state that's significantly raised tobacco taxes has reduced youth smoking. please. vote yes on 56. if we can save even a few lives, it's worth it.
