the sixteen-inch cast-iron pipe.. burst sometime before 9 th breaking news this noon. a water main break making a mess of an east bay neighborhood. the 16" cast iron pipe burst sometime before 9 a.m. in oakland. chopper 5 showing the large gaping sinkhole it caused. things have mostly dried out for now. and check out this cell phone video from earlier this morning just obtained by kpix 5 that shows water gushing through streets like roaring rapids flooding yards and driveways and leaving a few cars partially submerged. this is all happening on montana street and diamond avenue right near the 580 on- ramp. >> it's disrupted water service all around the area. 12 customers including two apartment buildings are without water. and it could stay that way for hours. east bay m.u.d. tells us they have no estimated time for when water service will be fully repaired. and they shut down the freeway on-ramp at 580 at the intersection of diamond and montana. >> we don't know when the break

itself occurred. but it caused a sinkhole and as you can see it caused buckling this morning. so we heard there was water rushing down the streets and it went to -- there have been reports of property damage. >> that pipe that burst is more than 80 years old. don ford reports. this happened several months ago about a block away but never nearly this bad. with three days left to register to vote in california, there's a push to get people signed up. kpix 5's maria medina found one bay area transit company helping out by coming to you. >> reporter: at first glance, there's nothing out of the ordinary about this office. >> put your party preference signature there and you're good to go. >> reporter: a wider view shows the desk and chairs don't belong here. now let's take outside and you will see that's because this is

actually a bus. >> what's behind us is the ac transit voter registration bus. >> reporter: for the last few weeks this ac transit bus hit neighborhoods in alameda and contra costa counties helping people register to vote. >> you complete the entire registration process directly on board. it takes no more than 10 minutes and you're off to your day. >> reporter: not only is this bus going to hit several neighborhoods in the next 72 hours, but they also plan to go to several big events. >> for the warriors game, berkeley for the street fair from berkeley to oakland and sunday back to oracle arena staged outside the kanye west concert. >> reporter: ac transit did this back in the 2008 presidential election and they are doing it again because they say there's a need. >> we found that there are seven million californians who are eligible to vote but who didn't register. >> i had a gentleman in his late 60s to said never felt like he needed to vote but this is the first election we felt afraid and decided to register that day when he saw our bus. >> it was quick.

distributors. it's on the ballot in san francisco, oakland and albany. the ads sponsored by the american beverage association feature sanders talking about a soda tax but it's one in philadelphia, not the bay area. his senate campaign sent a "cease and desist" letter to the aba. it says, excessive sugar consumption is a serious health problem for children and all of us. every community in our country will determine how best to address this major health crisis. an oakland police officer is scheduled to be arraigned today. he is accused of tipping off a sex worker about a police crackdown on prostitution in exchange for sex. 26-year-old ryan walterhouse is charged with obstruction of justice and prostitution. police say that this is not related to the recent sex scandal that has five current and former oakland police department officers facing criminal charges. investigators say that a fellow officer came forward with the allegations. fraternititys in uc- berkeley are quiet today. greek life at the school is

putting a hold on parties amid two alleged sexual assaults that happened at house parties. officials are taking this break to assess the situation. the fraternity system is independent of the university. this is a student decision. flying into or out of sfo may be slower due to construction. they are breaking ground on the next phase of renovation at sfo. and that means parts of the lane closest to terminal one on both the arrival and departure levels will be closed. the $2.4 billion overhaul is expected to take about two years. new at noon, surfers are gearing up for one of california's biggest contests. today is the opening ceremony of the titans of mavericks surf contest near half moon bay. kpix 5 reporter anne makovec is there and tells us about a major change this year. >> reporter: it is a good day

for women surf enthusiasts because this year's contest will indeed include women. surfers and spectators are showing up at mavericks beach for the opening ceremony of the, um, opening of the window, the window, the contest window for the titans of mavericks competition that opens in november but today is the opening ceremony. they are going to be doing a paddle-out here on mavericks beach. the titans of mavericks is a one-day invitation-only international event. this year for the first time there will be a women's competition. six women competing for an hour during the competition for a share of a $30,000 purse. >> i think it's awesome. yeah. there's a lot of girls out there on the biggest days and you know, trying to put in the work themselves and so it's cool that they are getting honored. >> reporter: the news comes less than a week after the contest owners submitted a permit application that included no plans for a women's

heat until the 2017-2018 seasons. but the california coastal commission made it a requirement for obtaining future permits. so they were under pressure to do so. once it opens, the contest window will stay open until the end of march. they are waiting for the day that has the perfect conditions for big waves. and the contestants will be selected by november 1. live near half moon bay, anne makevoc, kpix 5. >> thank you. the big plans for the bullet train between san francisco and l.a. keep shrinking. the state's high-speed rail authority revised plans to make the train shorter and the platforms smaller. that means capacity for the trains will be 50% less than originally planned. experts say that this type of change is expected for programs this big and typically have trade-offs on cost and design. overseas now it's the fifth day in the fight to take back mosul. an iraqi tv station says a reporter was killed by a sniper

a live look from wall street on this friday. and right now, you can see the dow is down about 89 points. the american academy of pediatrics just issued some new guidelines about how much media kids should be exposed to in this modern digital age. the new guidelines recommend that children under 18 months should avoid all screen time except video chatting. they say that children ages 2 to 5 should be limited to one hour a day. children six and older should have consistent limits on time on screen. >> wasn't to make sure that entertainment screen time is not displacing physical activity. it's not displacing family meals that kids are still getting adequate amount of sleep. >> for more than 15 years, the academy has said that kids under 2 should use no media at all. they now say if parents to introduce them to digital media, be sure to choose high quality educational programming. an estimated 44 million

kids between the ages of 6 and 18 play organized sports in the u.s. every year. many use private coaches as to step up their game. we show you a new app that makes finding and scheduling one a lot easier. >> reporter: basketball is a team support but this high school sophomore needed help with shooting to make the varsity team. >> i'm left-handed. so sometimes, my right hand will conflict with a shot. >> reporter: his mother turned to coach up, an app that connects athletes with personal coaches in more than 30 sports. everything from lacrosse and basketball to wrestling. she says using the app to find coach paul barbour was easy. >> they clicked. they kept working at it and he was improving on his skills and he just wanted to continue going. >> reporter: barbour trains one- on-one and in small groups. >> turn and shoot. >> i try to focus on the one skill they are not good at and turn it into an automatic.

ask for advice from our pet expert. today's question comes from carmelita. she writes: "my dog 'daisy welcome back. every friday we take questions about animal help and ask for advice from our pet expert. today's questions is, my dog dayscy gets green stuff in her eyes like thick mucous and scab buy peels. what can be done to stop the mucous or infection? dr. jill chase joyce us along with quincy -- joins us along with quincy with some answers. good afternoon. >> anytime there's discharge we're concerned. we are taught that eyes are considered medical emergencies and one thing i wanted to show owners is that if you are looking to see if there's redness in the eye lift from the upper eye little from the top. if you lower the lid like this it's always going to look red so always look at the top. and one of the things that we are going to check when the animal comes this is, is the white of the eye red? are there any -- is there any evidence of a foreign body in there? does it look like there's been a trauma? is the cornea scratched?
