live from the cbs bay area studios this is kpix 5. . >> they put their lives on the line. now they're slapped with a bill. thousands of national guard soldiers paying the price for a decades old mistake. >> the veterans were given hefty enlistment bonuses and now the government wants it back. live for us in mountain view is kate. you found some veteran's stunned by this. >> they're not happy. we're told that bonuses were handed out in all states but according to the l.a. times it happened most liberally here in california. the veterans i talked to are crying fowl. >> if a -- foul. >> if a promise is made it should be kept. >> it's a popular saying in the

military. all gave some some gave all. but now the pentagon is asking them to give it back. >> it hurts the credibility going forward if we can't depend on the promises that were made to us when we volunteered to put our life on the line. >> nerly a decading a -- nearly a decade ago they were short on people so they offered bonuses to go to war. now the government wants the money back. retired navy commander francis mcvay is the president of the veteran's cooldown sim. >> if the law -- council. >> if the law needs to be changed they should fix the problem not lay it off on the victims. >> it was given to soldiers up front but according to the l.a. times those bonuses were supposed to be limited to soldiers in high demand

assignments. they found thousands of bonuses and student loan payments were given to soldiers who didn't qualify. >> warren is a retired officer who served in the national guard. >> do you think these people should pay the money given what they've done? >> i think they took the bonus honestly believing that that's what they were authorized. to be per fectly honest i think the people that did it, the people who promised them the bonus should be paying it back. >> they're working to figure out what happened it's the soldiers and military reputation that are paying the price. >> it could discourage people from volunteering. that hurts. >> this effects nearly 10,000 california national guard soldiers and veterans. the california national guard says it has to follow the law and collect money.

kpix 5. >> california national card has offered to help soldiers and veterans file appeals. but soldiers say it's a long process. parties are back at uc berkeley with some new rules. the greek system agreed to halt parties this weekend while they report at least two reports of sexual assault. but today leaders lifted the ban after coming up with new guidelines. they will limit who attends parties and educating people about the meaning of con sent. >> other thicks we are working on are -- things we are working on are making parties more controlled. they are not open and members who aren't educated on consent or alcohol and sexual assault prevention aren't entering our parties. >> they plan to encourage people to look out for one another and if they see something to say something. tonight an arrest in an

unusual hit and run involving a horse trailer. it happened in concord and injured the driver and the horse inside. we caught up with chance the horse who has a long road to recovery. >> when you look at the mangled end of this horse trailer you know there was a violent crash involved. it was october 4th in concord when the chp says casey slammed into the back of this trailer. >> the guy hit chance so hard in his trailer that the truck jackknifed so it hit the trailer and the truck. the drooir took off running -- driver took off running but the damage was done. this is an x-ray of the horse's jaw. if it wasn't for the horse and the horse trailer smith and his daughter would probably be dead they got hit so hard. the driver took off and ran on foot and hopped into a passing car leaving a mess. chance made it through the night.

mitsubishi eclipse. >> a business left in shambles by a driver. the mercedes crashing through a wall. the driver took off as police were attempting to pull him over. a customer says he was told the car was going 80 mimes an hour. damage to the -- miles an hour. damage estimated to but $150,000. this wasn't the only damage. check out the gushing water from the fire hydrant that was hit. took firefighters 30 minutes to get it shut off. the driver was arrested for hit and run and dui. some oakland families say they are ready to move after a ten-foot sinkhole. it's not the first time. they're demanding the city fix the aging pipes.

told firefighters they are not sure how or where the fire started. flames were knocked out quickly but the home is uninhabitable for now. an update on the dispute over rail cars holding flammable gas in the north bay. they've sparked safety concerns since they've been sitting on tracks near sonoma. federal authorities are siding with authorities of the smart train who called for the removal. they say they can stop them from moving more cars to the same spot. the fate of # 0 cars sitting there is unclear. -- of 80 cars sitting there is unclear. they say they need to liquefy the gas for fuel blends. a man watering his garden was killed when a tree fell on him. 77-year-old david was pinned underneath the tree. they're trying to figure out what caused the tree to fall. there are no recent reports of maintenance or trimming of the

tree. sonoma county detectives want to find this man. they believe he is connected to a triple shooting in sebastopol. these images were taken near the scene off highway 116. he got away in a white hyundai sonata with a woman. police say gunfire erupted over a fight over a marin sale. two -- marin sale. two -- marijuana sale. two people died and one was injured. a woman is missing. campaign 2016 donald trump vowing to sue the women who are accusing him of sexual misconduct. as we report the republican nominee went off message as he tried to lay out his plans for his first weeks in the white house. >> donald trump visited the civil war battlesfield in

the deal combines a a mega deal in the media world. at&t will buy times warner for about $80 billion. with the purchase at&t gets major media properties like

warner brothers hbo and cnn. and to continue this alphabet soup at&t is one of the largest providers of phone and internet services. they hope they can get the deal approved by regulators. that cyber attack that took out companies yesterday has ended but the companies targeted are still shaken up by the scope of it. tens of millions of people and more than a thousand domain names were affected when waves of attacks hit. a group of hackers called new wave hackers claimed responsibility. having your bike stolen stinks but now a chance to turn the tables. we met the maker of the skunk lock. >> let me introduce you to skunk lock. >> it fights back. that's how it's being advertised. the black and white coloring is

the high into the desert southwest cooler this weekend and by monday a chance of rain for the north side. here's future cast. for instance this is monday at 2:00 in the morning. you can see the clouds were overspreading the bay area but not too much by monday morning. north bay first. roll it on. you can see the well defined band of rain coming down by 9:00 and stops. what happens monday night and tuesday. well the rain will sink south and then go back to the north. there's not much in the central and south bay from this. north bay picks up the most. wet in the north bay beginning later on monday. tomorrow looks okay. a few showers on monday. few showers for everybody early tuesday morning. later in the week looks like on again off again rain. none of these big rainmakers at this point. 65 degrees.
