and he'll hate it. but first -- new details about ... at an east bay a soggy sunday. rain drenches the bay area and could it be a wet halloween? >> but first, new details about an rv rampage at an east bay park. cars rammed and police were nearly hit as well. and good evening i'm juliet goodrich. >> it all happened when a cop asked some men to move their suv. >> reporter: the sound of a gunshot was caught on a witnesses cell phone camera. >> it was very scary. very scary. >> reporter: julio ramirez was standing outside his house near tennison park when hayward police opened fire around 9:15 last night.

>> boom, boom, boom. >> like nine times. nine times. >> so you ducked your head. >> i went like this. yeah. then i just went inside. >> reporter: witnesses say it all started when a park ranger went up to a car and told the rv driver he needed to move along. the rv driver apparently moved ahead and rammed the vehicle. he went on a rampage smashing into a half dozen cars that were parked alongside the park. then when the police arrived, investigators say he rammed his rv into more than one police car. >>e assaulted the parked cars and assaulted the officers that tried to stop him. >> rafael arellano saw it all happened. >> when he pulled up behind him. that's when he smashed the car. then they'll have to defend themselves. that's when i knew everybody get in the house, get in the house. and the gunfire started. >> hayward police say multiple

officers opened fire. they're not saying how many. those officers will be placed on paid administrative leave. in hayward, joe vasquez. >> there was heavy rain on the golden gate bridge and plenty of showers in the north bay. >> along the coast in pacifica you can hear how hard the rain came down this morning. bursts of heavy rain drenched parts of the east bay including pleasantton where people have their umbrellas ready. in the south bay, it was a similar scene drivers going slow on the slippery roadway. >> there's still a few showers dotting the north bay landscape. but they will mostly disappear before sunrise. as for what's next another low in the northwest and then promises to keep weather wet especially north of the golden gate for most of the day.

registered to vote in this upcoming election. san francisco is setting some voter records of its own. san francisco's election director said 7,000 people came out yesterday to vote early. that's up from 100 first day of early voting. >> it's something i enjoy doing. it's my civil duty. >> reporter: elizabeth dunlap has a poll taker. >> i just want to make sure that people have the right to vote. >> san francisco's election director says the department tripled the capacity of its voting centers to encourage people to come out and vote early. >> i think people are interested in the election. we have a lot of people who wanted to sign up tor -- sign up to be poll workers. it's great to see people participate. >> here's your pin. >> reporter: inspectors were given carts full of materials, pins and voter swag. >> if you don't want to wait to

vote until election day in san francisco, early voting will start up again tomorrow at city hall at 8:00 tomorrow morning. in san francisco, kate cogerin. in the south bay voters will go to the polls in santa clara to pick a new police chief. incumbent mike sellers is facing his first ever challenger. it comes as the police officers association has approved a no confidence vote in them. and looking into whether taxpayer money was paid to pay santa clara officers to provide security at levi stadium. >> he's going to say that it was a mistake. but i don't accept that. he is the department head. he said he was in charge of the budget. he should have been aware of what was going on. >> i think over all, our staff within the police department has done an excellent job in capturing those costs. >> sellers says even if he loses he will consider staying on with the department. a disturbing crime, police say someone sexually assaulted

a disabled boy. this happened at the bay point station. a man allegedly followed a boy who had down syndrome into a restroom then assaulted him. that man is now in jail held on suspicious of lewd acts on a child. the victim was taken to a hospital in vallejo. investigators have identified the suspects in a double homicide in sonoma county. they're on the run and considered armed and dangerous. deputies say robert randolph and labron both of philadelphia flew to san francisco to make a large marijuana sale in the bay. three people were shot in what was supposed to be a pot deal at a home in sebastapool. investigators say the suspects flew back to philadelphia on october 17th. a police sex scandal in the east bay is costing more cops their job. at the beginning, one officer was going to be let go, now

happened. costs have gone up. the cost has skyrocketed to 2.4 billion. >> those numbers are correct. >> reporter: it's to be expected. >> the population over 60-year- old inmates is the fastest growing segment in our health care system. we're going to definitely have higher costs. she points to some cost savings like to prisons new state of the art program that allows prisoners to the comply with prisoners on the inside while they stay behind bars. but we found prisoners are still being driven to outside -- we spotted a row of prison vans locatedded at san joaquin general in a recent visit. outside hospital costs provided through health net are up 8%. and transport and garden costs statewide are up a whopping 52%. >> explain to me how you build a hospital to treat inmates and

your over health care costs go up. your treatment in regular hospital goes up and the cost of guarding those patients goes up. >> this is one of the misnomers. we did not build ahospital. the california health care facility in stockton is not an acute health care hospital. it is a facility that provides field nursing care like in nursing homes. >> there are some who argue these prisoners are getting better health care than in all of california. at what point are we spending too much money. >> under the u.s. constitution. when somebody's liberty is taken away from them. the state is required to provide them with care. >> care this prisoner at least appreciates. >> i enjoy here. i love it here. >> in stockton, emily turner, kpix5. >> prison officials and experts we talked to agree. one way to reduce health care costs for inmate is compassionate release or

high atop mount vaca showing not much of a north bay. and there's a few cells between gilroy and the diablo range in the south bay. rain totals we picked up almost 3/4 of an inch in oakland and .37 in san francisco. .57 in santa rosa. not bad. the 2016-2017 season the fiscal year of rain begins on july 1st and san francisco's you can see the totals there, 2-1/2 in san francisco. 3-1/2 in oakland. santa rosa has picked up .3. it's easy to be impressive it's early in the season and tiny little numbers if you get an inch instead of half an inch. there you go. there's .02% of average. by tomorrow afternoon here they come again.

temperatures right now upper 50s and low 60s around the bay area. nobody is reporting rain. the nearest we can find is down in monterey. 3:00 tomorrow afternoon rain begins up around santa rosa. there could be some fairly heavy showers coming down at the time. you will have to carry an umbrella. it's bad timing. i mean originally it wasn't supposed to rain now it is. good news i guess is that after halloween we at least get a chance to drain and drive a little bit. so a lingering shower or two overnight and a last chance of rain tomorrow afternoon and evening and bad timing. overnight low temperatures in the low 60s. halloween afternoon and evening showers. temperatures mid-50s to mid- 60s. everybody tomorrow pretty much will be in the 60s in the bay area an exception is specific at 58 degrees. but 69 for campbell doesn't look too bad. sunshine to start out with and parts of the bay area will be

in the mid-60s. temperatures in the north bay tomorrow. low to mid-60s. a little bit chilly. and rain develops tomorrow mid- afternoon and then spreads south. less amounts in the south bay than in the north bay. but we should all get some what wet. so developing rain on monday, tuesday we begin to clear it out. i will tell you this from the end of the week and into the weekend temperatures will be into the mid-70s that's not too bad. but in the meantime. keep an umbrella handy. coming up next on game day. the rare offense goes for 600 yards. and remains undefeated on the road. he was the most feared pass rusher in the nfl. so why did the 49ers trade him. >> and vice president of development meets with oakland city officials regarding the coliseum. tonight and he reacts. >> mark davis i don't envy you.

alive in her overturned car in the mojave desert. the san bernardino fire department got the call about a crashed vehicle last night. it took an hour to reach it -- and stabilize terr a woman missing for days has just been found alive. they are surprised to learn the woman inside had been reported missing five days ago. she suffered serious injuries

but she is expected to survive. one man is lucky to be alive thanks to firefighters in san jose. they ran into this blazing house last nights to pull the unconscious man to safety. paramedics revived the man before rushing him to the hospital. the fire broke out on mount diablo drive. no word on what caused it. fortunately he's okay and thanks to the firefighters. we'll be right back. ,,,,,,,,,,,,
