sources say is at the top of the list to be trump's chief of staff. >> and weija jang, live in new york, thank you. and trump's win is making big waves. jason brooks joins us with what it could mean to different agencies. >> we have a surprised in the stock market. overnight, futures plunge. the dow is down by 800 points and went the other way. a big surge in the blue chips and close to hitting a new record high at the -- if the market surges higher. let's look at the big boards and where we are at the moment. the dow is closing in on a 300- point gain today. the nasdaq and s&p searching quite a bit higher. investors put aside initial uncertainty over a trump white house and are focusing on potential winners from potential policy changes that can be coming. a nab of sectors are doing welld -- a number of sectors are doing well today. that is because hillary clinton promised on the campaign trail that she would go after drug companies for their high

prices. oil firms stand to do well as well as ump has been pro-fossil fuel. that is not good news for clean energy companies. electric car maker tesla and solar panel firms like solar city are struggling. it's believed a republican- controlled congress would roll back particular initiatives helpful for clean energy like the electric vehicle tax credit and other areas that are doing well include defense as trump is promised to build up the u.s. military stocks and they're rising there, kenny. >> jason brookes, thank you. some students in the east bay may be too young to vote, but that is not stopping them from being vocal about the election. kpix 5s sandra osbourne is live at berkry high school where 1500 students -- berkeley high school students put down their pencils to march. >> reporter: two other high schools had walk-outs today. here, roughly half of the

student population marched in protest. emotions high as students process the election results at berkley high school. >> they're crying, they're angry, they're expressing feelings of being unsafe. >> reporter: half of the student population, roughly 1500 students, rallied in the court yard marching off campus. >> there seems to be a great amount of solidarity around this issue. >> the point is that for us to be able to stand and be together and be strong. >> reporter: students live streamed the rally online. our chopper video shows similar protests coming from both oakland tech and bishop odowd. these rallies formed after reaction protests sparked in downtown oakland and in san francisco last night. cleanup started early this morning in oakland where several businesses were vandalized with broken windows and graffiti. at berkeley high school, protests were peaceful. >> and we want students to have safe and productive dialogue

into -- and to be heard and hear each other. >> reporter: and mostly students are too young to vote. they have been encouraged to ask questions from their teachers and express feelings. if you wonder whether or not this rally impacted the attendance, the principal said it won't impact the attendance record. sandra osbourne, kpix 5. protests erupted at college campuses overnight in the bay area, including san jose state university. hundreds of students rushed to the center of the campus. many of them chanted not my president. >> and now we turn to a historic vote in california. voters decided to legalize recreational marijuana. prop 64 passed with 56% of the votes. but what does that mean for the average person here in california? here's what kpix 5s wilson walker found out. >> reporter: if you are 21 years old and among the 9% of californians whoingly smoke marijuana, well, congratulations. because it will be absolutely

100% legal under california law to get stoned. only problem, you won't have any legal way to get that weed because the state doesn't have to have a system for licensing recreational sales until january 1st of 2018. now, state lawmakers could speed that up, perhaps allowing for sales by next summer, but no guarantees they will truly make this up as they go along. as for the 6 plants prop 64 allows you to grow? you can technically put them in the dirt right now but someone who legally has the seeds would theoretically have to give them to you and currently, our medical marijuana system remains in place for now, along with current limitations on where you can smoke, i.e., not in public, a restaurant or on school property. remember, this is unchartered territory and prop 64 successes in many respects, vague about what happens next. the discussions and the debate over what legality should look like will simply blaze on.

in san francisco, wilson walker, kpix 5. >> and a california voter decided on two measures dealing with the death penalty. >> that's right, kpix 5s ann mcelvick has more. >> and it looks like the death penalty process could be sped up. the voters are rejecting proposition 62. it would have replaced the death penalty with life in prison. 54% of voters were against it; 46% were for it. and yes on 62 campaign reacting to the results saying in part, quote, we're confident that california's failed death penalty will one day come to an end. either from voters or through the courts. meanwhile, voters approved the initiative to speed up the court appeals offered to condemned inmates. proposition 66. 51% voted yes. and california voted in favor of more gun regulations. 63% voted in favor of stricter laws. 37% voted against it.

californians will need to undergo's background check to buy ammunition. the law also prohibits owning large capacity magazines. it will also be a crime not to report lost or stolen guns and there is a process for taking guns from people once they are convicted of a felony. lieutenant governor gavin newsom pushed for the gun control measures and legal recreational pot. he tweeted this morning, quote, a lot of people thought we were a special kind of crazy to take on the nra and dea in the same election, but here's the thing. californians don't back down from the difficult. and turning to prop 61 on the prescription drug costs, voters did not pass this proposition despite senator bernie sanders' efforts. you probably saw his commercials. 54% voted no; 56% voted yes. >> and governor brown's efforts to get californians to vote no on proposition 53 paid off. 51% voted now on that measure,

49% voted yes. the ballot measure would have required a statewide public vote on revenue bonds of more than $2 billion. whew. michelle. back to you. >> and thank you, ann. b.a.r.t.'s 3.5 billion plan to rebuild is moving forward. voters in alameda, contra costa and san francisco counties voted to pass measure rr. here are the numbers. in san francisco, 81% voted yes; 19% voted no. in alameda county, 71% said yes, 29% said no. and in contra costa you want key, 60% gave the thumbs up and 40% voted no. measure rr required a 2/3 vote to pass. the bond will be paid for by property owners. so, if your house is worth 500,000, you will pay $45 a year every year until 2064. and still ahead, the vote counting continues in one bay area county. >> you can see they are busy

>> reporter: the ballots, mail- in ballots and there is more on the way. >> as long as your ballot was postmarked on election day, it can come and be received up until next monday and we will count it. >> what does that mean, then, for those, you know, races, and the measures out that are tight right now? >> i know it's frustrating to candidates and proponents for different measures. unfortunately, we can't answer your question on how close it's going to be or when it's over. we don't know what is out there still. >> reporter: last night in the 17th congressional district race, representative mike honda told his supporters to wait for the numbers despite the challengary's wide lead. >> i think we should wait and honor the rest of the vote. >> reporter: because friday is a holiday, which means the post office gets a day off, the wait for some close county races this election is even longer. >> potentially, we may not know until next week, right? >> we will likely not know on a couple of races until next week. >> reporter: and some of those tight measures and races here

in santa clara county, a couple of measures in mountain view and sunnyvale and several city council seats as well and now, we're told there are 200,000 mail-in ballots here in santa clara county and who knows how many floating out there in post offices. live in santa clara county. the golden state saw a high turnout this election. a total of more than 19 million people registered to vote in california. of those voters, almost 10 million people cast their ballots. turnout was over 51%. and the soda tax was a high- stakes issue this election. three bay area cities passed new laws charging a penny for ounce tax on any sugary drink. that is soda, sports drinks and energy drinks. the taxes leveed on distributors. san francisco soda tax was proposition v, 62% voted in favor of the measure; 38% voted against it. oakland soda tax is measure hh. 61% voting yes; 39% saying no. and it was a widespread for
