were out in oakland. a handful of pedestrians made their ways down the rain-soaked sidewalks today. most of the action was seen headed to the east and south out of the bay area out of the north, central, and south bay, not much is left tonight. the big rainmaker in all of this, a big low in the gulf, meaning an unsettled woke ahead. we will cover how much and when over the next 6 days in a few minutes. the snow is working wonders for the sierra ski resorts. the lifts are expected to be up and running by wednesday at squaw valley. families welcome a coast guard crew home just in time for thanksgiving, and they have a lot to celebrate. earlier this fall the crew intercepted a submarine off central america that was carrying more than 7 tons of cocaine. john ramos was at the homecoming today. >> reporter: the coast guard

cutter returned to alameda after 97 days at sea, and that's not the longest deployment by military standards, but for the families left behind, it felt like an eternity. >> he was deployed, left, the drier broke, and then the sprinklers were possessed. >> the toughest part is dealing with the loneliness and parenting by yourself. >> reporter: they were in the waters off the coast of central america, looking for illegal drug smuggling when they spotted a tiny tower out of the water. it was a submersible cargo ship that is popular with drug cartels. >> we were able to track them, find them and then get people on the deck. by the time they knew we were there we were pulling people out. >> reporter: they arrested five smugglers and then a staggering find. nearly 15,000 pounds of cocaine. the crew was able to capture

the record haul intact even though the smugglers were trying to outthink them when they were caught. >> if they can get 15,000 pounds in one haul, that's well over $250 million. it's worth it to the organizations to build them and sacrifice them. >> reporter: and even by coast guard standards, these guys scored big, making today's homecoming even sweeter and the returning heroes just a little bit prouder, not that that was necessary for their families. >> i don't know how other families deal with their family members being away for a year or 2 years at a time. 97 days was enough for me. >> reporter: john ramos, kpix 5. >> the find was parking lot of a record year for the coast guard's ain't drug efforts, seizing more than 400,000 pounds of cocaine in 2016, worth more than $5.5 billion. now to the trump transition. the president-elect spent the

day crafting his cabinet, and hundreds gathered to protest the coming presidency. one young girl had a sign that says trump doesn't represent me. a different kind of march through the streets of ann fran this afternoon. joe vazquez is live at city hall. joe? >> reporter: this was a march to the san francisco city hall, one of several around the nation as well as canada, honoring the victims of car crashes. >> i think when you see the community come out for an effort like this, it speaks louder with the same words. >> reporter: they hit the streets of san francisco to remember those who had been hurt and killed here. they marched up market street to city hall, and family members of those who died in a traffic wrecks alook side the survivors. >> my son, he was killed 2 years ago by a neglectful driver, and we are here today in honor of him, and we are here to get people to understand that they need to change their driving habits. it can happen any time to anyone at any time, and we are here to support and honor him

and honor all those who have been killed in traffic violence. >> reporter: the hope is that drivers will understand there's human consequences to wreckless driving. >> we have given up, their physical and mental health have take an toll. >> my mom was a pedestrian crossing the street, and she was hit severely, her whole body was swung to the other side of the road. >> reporter: jenny hughes' mom suffers for a brain injury. >> she is still alive, but she became an 8-year-old, and we have been taking care of her day in and day out, and it reminds us daily of the emotional toll she has gone through. that breaks my heart. >> reporter: they also highlighted vision zero, the city of san francisco's project, an effort to make sure there's zero deaths by the year 2024 by way of traffic improvements. reporting live in san

francisco, joe vazquez, kpix 5. we know the name of the person who died in a plane crash on the san mateo county coast. the single engine cessna crashed, killing melissa mcgee from sacramento. the pilot is still in the hospital. the plane was headed to half- moon bay when it went down close to the airport. we just learned kanye west has canceled his show in l.a. tonight after a pair of disappointing appearances left fans in northern california fuming. fans dished out top dollar for the sacramento center last night. after arriving an hour late, he performed only three songs and then walked off the stage, abruptly ending without explanation. fans are demanding their money back. >> i almost paid nearly 250 actually for the tickets, and

the saddest part is literally three songs, and we had to leave. the lights came on, and i got ready for nothing. i'm totally outraged. >> ticketmaster has notified concert goers they will be getting a refund for the show. >> on thursday fans in san jose nearly booed kanye off the stage when he said he would have voted for donald trump if he had voted. new numbers show homelessness is on the decline across the country except in san francisco. the feds say it's because of the lack of housing and the growing opioid addiction. earlier this month voters rejected the measure that would have increased funding for people without a place to go. now the homeless can take shelter inside of the national guard armory. knot shelter opened its doors last night, but it will only stay hope if things stay

peaceful. there's been concerns from the neighbors, and they are operating on with a conditional basis. things including burglary or robbery in the neighborhood, and the city could pull the plug. >> our concern is that other people who are going to do bad things, they will mess up this program that will be a good thing for the health of the community by getting people back into the system. >> the building will host about four dozen people a night through the end of march. they are not taking any dropins. all clients will be vetted ahead of time before they are given a spot. if you would like to help people in need this holiday season, swing by st. anthony's. they are a thanksgiving curb side drive all week. volunteers are collecting turkeys, nonperishable items, bulk foods, lightly worn clothes, and of course cash. the goal is to collect at least 1500 turkeys this week. >> this is a great time for st. anthony.

what do you want to say to the people who are acting badly? >> please stop it! it's not okay. >> there's a different kind of pressure building in the east bay tonight. the city is talking about building a new bridge to ease traffic congestion, but only on 5, we see it's for cars. >> reporter: alameda is a city on the move. let's go on a bike ride and show you what is going. >> reporter: the population will grow by 5% by 2020, almost all of that on the west side of the island where developers are building about 1800 housing units, and that brings growing pains. aside from the ferry, this is the only way out of west alameda, and it's always congestioned in the morning when folks go to work, and trying to bike or walk in the

tube is a major challenge. the path is only 42 inches wide, so if there's something coming from the other side, you're basically stuck like i was earlier. >> you have to lift the bike around. some people are asking the city to build a drawbridge from here to the other side at jacqueline square in oakland. it's about 600 feet. >> it's not for cars. there's no room for a large bridge. they want a bridge for pedestrians and bikes. tens of millions of dollars to build the bridge, and what do you think when people say it's not worth it? >> the estimates 6,000 biking and walking trips would be made across a bridge. that's 6,000 trips that wouldn't be taken through the

stream of moisture to the west coast, and that rainmaker will remain all week, and from time to time, we will pick up showers this week, just not tomorrow. we will be unsettled. winter weather advisory posted through 9:00. travel delays f you know anyone from the hills, that will take them awhile. as we look live at ocean beach, and the great highway out there concord, 54 degrees, and san francisco, 58, and san jose, 56 degrees, and rain totals, we didn't do too badly this weekend. a quarter of an inch at mountain view, and a quarter of an inch in the city, and the north bay, 2 inches of rain for san rosa, and that means on the rainy season so far, we are up to this. look at santa rosa. everyone else is close to average, but santa rosa is way up. almost twice the average at this time of the season. oh, better than average, but not by much.

futurecast what is next? that's an excellent question. that's why i'm here. clouds tomorrow morning at 4:00, and monday, clearing out to mostly sunny conditions by tomorrow afternoon, and look at tuesday, 4:00 in the afternoon, and another system is coming in, and it's not a huge rainmaker, but it looks like we will get wet again in the north. tuesday afternoon, spreading over the bay area. if you are expecting a break tomorrow, more rain late tuesday, and thanksgiving, right now, it is a little hard to call. the indications are it will be dry, and then a wet weekend ahead, but the closer we get to thanksgiving, the better we will know. at this point it doesn't look like much, if anything. that's hardly definitive. i know. the forecast highs for tomorrow, 58 to 65, and increasing sunshine, and by the afternoon, mid-60s. 65 at campbell, and east bay

fehely. there's a search for the person who drove up and shot a police officer twice in the head in san antonio. they are looking into an incident hours earlier when an officer killed a man after he pointed a gun at him to see if there's a connection. a man fell into a freezing river after a dock collapsed. the cell phone video shows everyone scrambling to get out. 193-year veteran firefighter had a medical emergency during the rescue, and he was taken to the hospital where he died. 60 people got stuck in the water or on the ramp. >> this wonderful man came running through here, and he had a boat docked, and he went and jumped in his boat and started to get people out of the water. >> i couldn't pull them out of the water, but they were pulling them to the dock, and people were just floating downstream. >> 13 people were hospitalized,

and another 30 suffered minor injuries, and fire officials don't know whether the collapse was caused by overcrowding, but their investigation is ongoing. hundreds of workers at o'hare airport are going to strike this week, just in time for thanksgiving. the group includes about 500 baggage handlers, cabin cleaners and janitors. they are fighting for better union protection. they don't expect to shut down the airport, but it will create a disruption. still to come, the first of its kind to keep stoned drivers off the streets. the pot breathalyzer that will soon be in the hands of bay area cops. ,,,,,,,,,,,,,,

impaired drivers are easy for officers to spot. what' so simple -- is proving when they got high. ben deci on the marijuana may be legal in california, but driving stoned is not. >> impaired drivers are easy to spot, but what is not so simple is proving when the driver got high. now a new test could be coming to a squad car near you.

>> reporter: most of us see pot like this. or like this, but uc berkeley chemist matt francis sees it like this. >> this is the thc molecule. >> reporter: francis has spent the last year and a half looking for spot some place no one has found it before, in a user's breath. >> we had to develop new chemistry that can be done. it was not obvious when we started we could tag this. >> reporter: in the meantime, it can be obvious to a street cop when someone is driving stoned. >> for most of our officers impaired and impaired. they can see that based on training and experience. >> reporter: but according to sergeant david doughty, being able to make arrests and being able to get a conviction and two different things. >> because they don't have a tool like with alcohol, it's very difficult for them to say, okay, all of these things you

saw, that's wonderful, and you may have been right, officer, but we need to convince a jury. >> reporter: that would be hound labs, buzzing in with an answer. it's a breath test that can tect both alcohol and pot when the person taking it exhales, and that's important because there's already plenty of ways to tell if someone uses marijuana, but to tell if they used it recently f they are stoned, breath is much better than urine or blood. >> the thc resides for a day or a month. you cannot use those methods to determine if someone has recently ingested marijuana or smoked marijuana. you cannot tell how long it has been. >> reporter: while dr. francis has been working on the problem for a year and a half, mike lind, the ceo of hound labs and the guy demonstrating the breathalyzer for us has been working on it much longer.

except for a few lingering showers in the east bay, we are mostly done. there could be a rogue shower or two tonight, and we see the low pressure that will be set up all week over the pacific northwest, and it will protect one slug of moisture after another, and none of these are big rainmakers it will get wet on tuesday, but not terrifically wet in concord, 53 degrees, and san francisco, 57 degrees, and in san rosa, 54, and the tomorrow is just a tenth at livermore, and in san francisco, an inch of rain, not much for the south bay, but the north bay did pretty well. senfield in marine county, 3 inches, and. this is the leaky roof, and they got two and a quarter inches. here's tomorrow, reheated leftovers, really. a lot of moisture around, fog, and low clouds to start with, and we will get peaks at sun for sure, and a variably cloudy day, and now it's rolling on to
