the corner of international boulevard and 31st avenue here in oakland. they are just getting ready to start a news conference. we'll breakaway the -- the oakland police department is going to be giving reporters the very latest on this thing. oakland-alameda county officials are going to be holding their last briefing -- media briefing of the day. let's go ahead and listen in now. i believe they are starting. >> we like to share with you some updates. i'm going to turn it over to sergeant kelly. tomorrow morning we'll have another press availability at 8:00 tomorrow morning. press availability at 8:00. sergeant. >> our next update will be tomorrow morning at 8:00 a.m. so for the next -- overnight, we'll be working and so we'll have a lot more information for you tomorrow morning. where we are now, um, and, um, we are, um, we have recovered

nine victims at this point. those victims have been transported from the scene to our coroner's bureau. the identification process has begun with those victims. we are rushing their fingerprints to identify them and then notify family members as we get those identifications. we are bringing in heavy equipment and you will see heavy equipment coming here on the scene throughout the night. we're bringing in a crane, dumpster truck and excavators like we had talked about. that has to move very slowly because when we're pulling debris, we want to make sure that there's not victims trapped in the debris and we have to be very respectful in that way. as we continue on here tonight there have been some good things that have happened. when i say that um, we have, um, been able to put some

families, um, fears at ease by locating, um, loved ones that were believed to be inside here that -- that were actually found to be alive. so that -- our family assistance center has been huge in doing that. that being said, we still have a lot of families that are in that unknown stage and they are grieving, um, and they remain at our family assistance center. we are asking people -- the numbers that we've put out. do not call that number unless you have pertinent information to this investigation. our phone lines are being overwhelmed with requests from media and other people throughout the world that are calling. so we ask that you ease off on calling those phone numbers unless you need to. we do not have at this time the ability to return every phone call. so ifunless you have a press

afillant here or someone at the scene, we won't get back to you. we are not going to make all those calls. there's hundreds of calls and we cannot return those. we'll take some questions. not a lot to update right now. we still remain in the building. now it's dark. it makes our work slow down quite a bit. we have to continue to worry about the engineering problems, the structural integrity and so that that is more difficult at night because you can't see things you would normally see during the day. total number because that causes unwarranted fears for people. we have enough -- we are trying to deal with the names that we have and either acknowledge that someone has been found or not. and so we're kind of moving things in two category, those people we know that we've located and those people we know that are unaccounted for. [ inaudible question ] [ loud overhead helicopter noise ] >> we have located several dozen people that were believed to have been missing that are not missing anymore. [ inaudible question ] >> we still have -- yes. we still have at least a couple of dozen outstanding people that need to be located. [ inaudible question ]

>> so the nine bodies that we have recovered were not -- they were -- they were easily accessible. so those were bodies that he would could get to rather quickly and remove. [ inaudible question ] >> correct. i think we have described in our previous press conferences the conditions inside that structure and how hard and challenging it is to work inside there. there's a lot of areas that we cannot get to that we need to cut away parts of the building and use excavation techniques and like we had talked about cutting holes in the side of the building. [ inaudible question ] >> we have made -- you know, i -- i -- i feel we've made a lot of progress in recovering the nine victims that we have

because that's going to provide closure for or at least notification for those families so they can begin to start to heal. we don't even know how far into the process we are. we don't absolutely have a number of people that we know are deceased inside there. that will take quite a bit of time. so that's why we have been trying to stay away from a number and because we really truly don't know. [ inaudible question ] >> we knew there were nine. our focus was the nine originally because they were readily accessible and we have done that. we have accomplished that mission. and now we need again to go in deeper into the building and that's where all the infrastructure problems are. [ inaudible question ] >> we're working on the outskirts of the building and we really haven't got into the

internal components of the building yet [ inaudible question ] >> we're going to continue working through the night. we're going to flood the place with lights as much as we can but nighttime operations slow us down. we have to move slowly here and judiciously in getting this done. [ inaudible question ] >> we know there are bodies in there that we can't get to, that have been seen but not recovered. [ inaudible question ] >> it's been widely known that a lot of victims are in their 20s and young adults. >> any minors? >> no minors that we know of at this time.

[ inaudible question ] >> so as we do the recovery, we have to be mindful of the investigation that is to come. the second part of this. and so we have to make sure that we preserve the debris and wreckage properly see this it can be looked at later so that's all being nene account. [ inaudible question ] >> that is correct. [ inaudible ] >> it may be more than two dozen. so we cannot give you a definitive number. you know, one person being killed here is horrible. let alone nine and maybe possibly more. so -- [ inaudible question ]

>> several dozen people that were thought missing here have been located and are alive. that's the good news that we have to offer at this time. >> exactly how many people were inside? >> um, no. it hasn't been determined. we don't know how many people were inside when this happened. we are trying to get that. >> there's a lot of reasons why people perished in this building. [ inaudible question ] >> yes. so the family assistance center

that we set up that was done very quickly at a moment's notice where we had officers and fire personnel and city workers come set up a family assistance center on the fly that place has become a central location for family members to come. when they come there we're able to speak with them, gain additional information, sometimes they think they are missing a loved one and then find their loved ones, they notify us and then they leave. and so there are still quite a lot of people at the family assistance center that still need answers. that's what we're working on trying to do. [ inaudible question ] there's a lot of people there and a lot going on there and the rockets and other agencies that are working with us to -- the red cross and other agencies that

are working with to us provide grief counseling and assistance to these family, it's a very difficult time. [ inaudible question ] >> i think there are families that are concerned that maybe if someone of their family members had a connection to this building, they are concerned. if they haven't heard from that family member, then they're thinking the worst. we are trying to ease those fears by using the family assistance center by answering those calls. [ inaudible question ] >> we are anticipating the next 48 hours. we have at a minimum slated 48 hours for recovery that this area will be closed for the next 48 hours. so absolutely we'll be here as long as it takes. [ inaudible question ]

>> a lot of those people have identified themselves on social media. you, the media, may know more about this at this time than we do. our efforts are potentialed on the family assistance center and the recovery here at the scene. we haven't had a chance to even get that far into this investigation that we have talked to people at the scene.. >> i don't want to get into the numbers thing again. but there's bodies that are trapped in there that we need to cut from the wreckage. we need to do that carefully because when we begin to cut into the wreckage, that can lead to collapse. and structural integrity issues. so that has to be done very systematically. >> we'll go with a last

[ inaudible question ] >> we've heard all those things, too. we don't know. it was not a sanctioned event by the city or a permitted event by the city. so what exactly was going on there, um, still to be determined. we just know through reports from some of the witnesses from the media from social media, that there was some type of party or exhibit or art type function going on there. that's all the questions that we are going to answer for now. ray kelly of the alameda county sheriff's department give a briefing to reporters that are here at international boulevard and 31st avenue in the fruitvale district where the building collapsed after a fire last night explaining how this work has to be done carefully so as not to disturb -- well, the integrity of the building itself, it doesn't cave in further but also so they can facilitate the recovery of what they believe are several more people victims inside this building. so what do we know at this point? um, what do we know so far? this fire broke out last night during what was described as some sort of music concert and party that was going on inside this warehouse. what we know is nine people are confirmed dead. we are told at the briefing that their bodies have now been removed and are en route to the coroner's office. but as officials just told us,

they, um, have accounted for many other people who they thought were, um, missing who, um, have been located. that is the good news. um, we know the building was under investigation by the city, the property owners were notified last month about violations of hazardous trash and debris. witnesses say the only exit was a wooden staircase went up in flames trapping people who were up partying on the second floor. kpix 5's emily turner walks us through how the tragedy unfolded overnight. take a listen. >> reporter: much of this story is still buried under piles of rubble. we are going to the 19th hour since this fire started. here's what we know about the first few hours. >> request for traffic control from the fire department. >> reporter: the first call came out just before midnight. firefighters arrived to see an oakland artist space ablaze, fire pouring out of three

sides. [ inaudible ] >> we tried to, like, figure out where the smoke was coming from and then we saw where the fire was. it was on the back left corner of the space. and, um, started yelling and trying to get everyone out. >> reporter: a rave had been going on upstairs. with 50 to 100 people inside. some got out. many didn't. >> it all happened really quick. the fire went up really, really, really quickly. >> reporter: highly flammable pallets have been stacked up used as stairs. they went up like kindling trapping party-goers on the second floor and making the fire impossible to be fight from the inside. -- impossible to fight from the inside. >> our firefighters did everything they could, you know, to get into and to put this fire out quickly. but it was a lot. it was a heavy smoke. there was a lot of, um, smoke and flames and heat that we had to back out. >> reporter: it took 52

firefighters 4 hours to put it out but still they couldn't go inside. the blaze damaged the structure too badly. firefighters initially said nine dead knowing that number would rise as the sun came up. >> this is an unfortunate day for oakland and i'm -- it just hurts. you know? it just hurts. >> reporter: it's a somber scene still even at this hour. it's likely to be very active into sunday night late even monday morning. ken? >> reporter: emily, thank you for that. the building was so full of debris, we are told that it took firefighters, um, several hours to just get inside the door. in fact, um, as we speak, they have moved in a backhoe that has started moving more and more of this debris out. the collapsed roof and floor made it as you can imagine a very unstable situation for everybody. at one point, the firefighters themselves couldn't even make it in five feet into the main

entrance of the building. our jackie ward has the aftermath. jackie. >> reporter: yeah, ken. they actually had to suspend the recovery efforts for a little while in order to make sure that the warehouse was secure. [ pause ] >> reporter: just trying to get through the doorway proved to be a challenge for firefighters. >> all the debris and wreckage that's there, so we're slowly making our way in and we have to go systematically because any misstep on the part of our people could mean that they get injured or fall through a floor or have something fall on them. >> reporter: as of 3 p.m., only one body had been recovered with many more in bags as we could see from the aerial shots chopper 5 got. crews then went in to shore the building by placing four by fours and long poles underneath the mezzanine so the flooring didn't collapse and crews could still work safely above and below. >> it's just tedious. we are in there with the structural engineer.

we are in there with our technical rescue team. and we are a making it a secure building and that's why we pulled out as we said after the one recovery. it was too lively. >> reporter: the alameda county sheriff's office believes up to 100 people may have been in the warehouse last night for a concert. but there were only two exits and one way to get from the first to second floor. a spiral staircase made of pallets. >> what they were doing, they were working on the stairs. i do know that. so, um, i don't know if it was unsafe or not but it's a lot of, you know, construction going on in there that was, you know, making sure it was safe. >> reporter: so as you can see, just when we took my news package, men got up on top of the roof. this is something we haven't seen for a very long time. so we can only assume that it means the structure is sound enough and safe enough for responders to get deeper into the building.

as you heard sergeant ray kelly with the alameda county sheriff's office, he said they don't know what this investigation will lead them to. they don't have an actual number of bodies that they are trying to recover. but this, this is a sign of progress as far as those recovery efforts are concerned. we can also see a backhoe that's working the main entrance to the building right now clearing out debris slowly and carefully. they are pulling out debris to gain a better access to the building as we speak. now, officials say it's going to take several days to figure out exactly how many people died in the fire. some people were able to make it out. their stories are absolutely harrowing. and tonight we are hearing some of their stories of survival. our betty yu has been able to speak to one man who was forced to leave injured -- an injured friend behind. >> we spoke to one artist who

smelled the smoke and barely made it out of that fire. he says he yelled and tried to get other people out of the building safely. he even ran back to get his computer and other equipment and that's when he stopped to help a fellow artist. >> another member of the collective has broken his ankle and calling for help. he was pretty much like my neighbor in the space next to me. um, i was pulling him out, a larger gentleman and there was a lot of stuff in the way. the flames were too much -- too much smoke. and i had to [ censored ] -- i had to let him -- i -- >> he hasn't made it out? >> i haven't seen him and there's been flames shooting out of the building for the past 30 minutes so -- i -- i hope -- i hope he's okay. [ crying ]

>> i hope. i have some pretty gnarly burns on my arm, hand and shoulder. >> was that as a result of trying to safety otherrer? >> um, yeah. i mean, this is -- [ inaudible ] >> i'm also glad i had my vest on or my whole back would be blistered right now trying to pull him out. >> reporter: we don't know if that man that he was trying to help has been accounted for at this hour. now, many people are also sharing their stories of survival on social media talking about the zero visibility inside, a rolling pitch black smoke and also how it was a hot box of panic inside that warehouse. ken? >> reporter: already, betty, thank you for that. i think what we are getting is a story that suggest that is this building went up fast especially from the survivors and people who are inside. these are first person eyewitness accounts. they were in that building trying to get out just with their lives and they were absolutely and completely

overwhelmed by the smoke and flames rather quickly. tonight andria borba joins me. the building was under investigation for several safety violations. what do you know? >> reporter: well, ken, at this point we know it wasn't permitted, not inspected by the city of oakland and had no modern safety features in it. >> this morning a terrible tragedy took place in a space in a building that is permitted as a warehouse. >> reporter: inside a building known as the oakland ghost ship, was the collective, live work spaces for artists. >> the whole building divided up into small areas that were basically work areas for artists. so it ranged from people doing woodworking to people doing sculpting to people doing kinetic art. so it was just a labrynth of little areas. >> reporter: the city opened an investigation into the building on november 13th for issues of

blight. but inspectors never made it inside. >> he would had an inspector attempt to enter the building and at that time, was not able to secure access to the building. and so that investigation hadn't concluded. >> reporter: friday night's event concert headlines by golden donna's 100% silk west coast tour was also not permitted according to the city of oakland. the concert happened on the second floor of the building which according to members of the collective was always under construction and may have left oakland firefighters fighting blind. >> i can't speak to the second floor, that was where the party was taking place. but the evidence is it had a lot of fire load up there, too. i don't know how it was configured but the ground floor when we did our interior attack, we went in about 20 yards with hand lines trying to -- we knew people were in there and we were trying to get them out. and it was a labrynth. >> reporter: with no permits, there may have been no safety measures inside the hastily constructed spaces. >> i saw no evidence of sprinklers.

>> reporter: you heard it right there. no sprinklers inside that building that may have stopped the fire from spreading ken. no inspections. no permits to have anything there other than a warehouse. [ pause ] >> reporter: andria borba reporting live from the scene here, thank you. and as we speak, the work continues to try to gain access to the building. again, a backhoe is being used at the entrance. there are firefighters, we are told, that are also cutting through concrete and steel and rebar and trying to gain access any way they can. the plan tonight is to try to open up a number of entrances to the building so they can continue with their investigation. with that, we will send it back to the studio. brian, elizabeth, it's all yours. >> thank you, ken. we have retired vallejo fire chief bill tweedy joining us. you don't need to be an expert, why did it turn so deadly so quickly when you see the kind of pictures we just saw about what the inside looked like. >> well, not only the inside but if you look at the outside

of the building, it's all concrete building with an all inside wood frame. and the only place that there's going to be anyplace for the air to get out is through the windows and the heat is going to stay inside. if you noticed in one of the pictures there's a ladder up against the building. aluminum ladder. that melts at 1221 degrees. >> hot fire. >> burned hot. >> the flames that are coming out, the heat that's coming out of that building is over 1200 degrees. the inside of that building would be untenable. there would be no way that somebody could stay inside. the oakland firefighters, they are some of the best in the country. and they would want to go in there and rescue anybody they could. that's their main priority. and i'm sure the guys that i know that work for oakland that were there were in there trying to get in there. we want to save people's lives. >> but when you see the paint and the paper and the bedding and a small trailer inside they didn't have a chance.

>> no sprinklers. >> it's worst-case scenario. the superheated gas from in the smoke as soon as somebody takes one breath it sears their lungs and there's no way for them to escape. >> going back to the first responders, what happens tonight, what happens tomorrow? they go back in the building? it's a grim job and it's also delicate. >> this is going to be a long process for the alameda county sheriff, the oakland fire department, sheriff's office, police department. there's fire deaths. they have to treat it not only to determine the cause of the fire but determine how the people died. so it's a joint investigation. you can't just go in there and, you know, pull everything out and you have to document where everything is. if this turns out to be a criminal case, they need have that evidence to go to court with. even if it's not a criminal case, we want to know what exactly happened. we wanted to know how the fire started, where the people were

at this time. the people who were on the second floor when the roof collapsed, it looks like it was a wood frame roof on -- over metal. when that collapsed on the people in the second floor, they had no chance. >> you know, the "los angeles times" reported that there are have been complaints long- standing about this building going back a year, longer, about trash in the yard, about how the building was being used, about their suspicions that people were living inside, about the parties that were happening. who is culpable in this? is the city culpable for in the inspecting? the owner for not keeping it up to code? >> well, i mean, in the long run, somebody will be found that they are responsible. but as far as, like, the city, they go there and try to access the building, they can't just barge in without a warrant. >> which they tried do three weeks ago. >> if the people don't let them in, you can't go in. you have to get the proper documentation through the courts to get back in the building. >> they have called up the owner of the building and said we have gotten complaints about the building, we want to make an appointment to come inside and have a look.

>> then that person the owner should have accommodated them. >> okay. >> if they have a complaint. >> how many warehouses do you think exist like this in the bay area? >> probably hundreds. >> wow! >> and with the pressures on housing because -- there could have been people living in this. >> businesses that have left, vacant warehouses get taken over by either, you know, different groups and not only legitimate groups but you also have homeless and squatters. >> people have been to a party there a year ago said it looked like it was a fire waiting to happen at 11:30 last night that's what happened. >> and the one guy that was said that the fire started at one end of the building, fire can double in size every minute. >> wow. >> it wouldn't have taken long. >> it just takes one breath. >> one breath of the superheated gases that's all it takes. >> bill tweedy fire chief of vallejo retired, thank you for your time and expertise.

thick, black smoke was also seen rising over san francisco this morning. it was coming from a four-story home in pacific heights near pacific and pierce starting on a back dead spreading to the attic. the heavy smoke was visible all over the city but firefighters were able to get it under control in about an hour. no one was hurt. investigators are now looking for the cause of that fire. we are going to quickly switch gears just to get you caught up on what's happening in weather around the bay area and what to expect and it's going to be cold. tonight we are going to get down to the mid-40s. numbers now in the mid-40s. what's happening is a big dome of high pressure over the west coast will allow rain down to about mendocino tomorrow for us we'll just pick up high clouds which you can see in the futurecast tonight looks clear, therefore cold. clouds midday over the bay area by this time tomorrow night but no rain except sprinkles in lake county. it will be clear and cool tonight. sunny and mild for sunday. and then much cooler by tuesday. you can see that in the

night during a party at a converted warehouse. the space at 31st and international was being used as an art studio and was littered with furniture, instrument and other objects that prevented quick exits. >> survivors said the only escape route from the second floor was a makeshift stairwell constructed entirely of wooden pallets. it collapsed before the roof caved in. nine dead, the number expected to rise. there is some good news. firefighters say some families have been reunited with loved ones they couldn't get a hold of. >> we continue our team coverage now with kpix 5's ken bastida. ken. >> reporter: yeah, brian. i'm about 100 feet or so from the entrance of the building itself that they have been trying to gain access to. they have been working on that for about the last hour with a backhoe that was brought in here and also, several firefighters armed with special circular saws that can cut

through steel. they can cut through concrete and other material. they have been using them. we can hear them in the background as well as jackhammers. and this gives you a sense of how blocked up the front of that building is and any way out would have been impossible once the floors and roofs collapsed. we can confirm nine fatalities. but we are being told by several different agencies that that number is most surely going to go up. many families are still waiting for word on whether their loved ones made it out and maria medina is at the alameda county sheriff's department right now where people have gathered tonight. she has more. >> reporter: y ken, friends and family of the missing have been showing up here at the alameda county sheriff's office all day including dan vega whose brother is missing. now, dan was at work early this morning when he happened to see

a facebook post that -- about the fire here in oakland. he had a feeling that his brother was at that warehouse event and he came down here looking for answers. >> i just want to find my brother. i don't know where he is. >> reporter: dan vega fears his little brother alex and alex's girlfriend mikaela gregory are among the fire victims. >> i want to go over there and find my brother. i want to find his girlfriend. >> reporter: but instead of answers, dan and dozens of other family and friends of the missing say they are being told by investigators to wait. >> they are working to get us information as soon as possible. it's a little disorder right now. >> reporter: terry ewing's girlfriend also missing but until they get confirmation on the identities of the victims many hold out hope. >> there's a lot of family in there. um -- you know, people in that place are very loved and we'll see what happens. we are hoping for the best. >> i'm very prepared. i just want to go over there.

however, nine people are confirmed dead. within the past hours investigators have located dozens of survivors and their families have been notified, but nine people are confirmed dead and as many as 25 are still missing. right now investigators are taking fingerprints and sending them to the identification bureau. the area is closed for a minimum of 48 hours for the recovery effort. already, the grief and outpouring of support are overwhelming. kpix 5 reporter cate caugiran is live at oakland's chapel of the chimes where an interfaith vigil is being held for the victims of the fire. cate. >> reporter: liz, at tonight's vigil, we're only hearing more heartbreaking stories an meeting more people who still don't know if their loved ones are alive. >> they were amazing. you know? they're amazing. i'm sorry for everyone's loss, the people i didn't know.

it was just -- i can't even -- it's mind-blowing. it's heartbreaking. >> reporter: genevieve one of several people who came to this vigil tonight hoping for the very best in the worst of circumstances. she said four of her friends were at the event last night and are still missing. she came here to collect her thoughts. the chapel of the chimes is just one of many groups hosting vigils for victims of the oakland fire. dozens of people have come in and out of the doors tonight paying their respects lighting candles, signing condolence book and at this vigil the chapel is also allowing anyone who wishes to publicly speak about their loss or emotions surrounding that fire. or just a place for community to come together and silently grieve and remember those lost in the families they left behind. >> think when you woke up this morning you think your baby is in a fire that might not never come home you don't know if the kid is dead or alive, it's sad. >> reporter: not only is it sad, from what we're hearing

we're going to look at weather. there's a chill in the air that will only get chillier as we head toward tuesday and wednesday. the coolest readings of the season coming up right now. the numbers in the bay area as we look at the golden gate bridge, mostly in the low 50s. they will go down into the low to mid-40s from there. high pressure is putting a cap on everything. it will be high and dry, mild tomorrow. but by tuesday and wednesday, we do no better than low 50s in the bay area so tonight clear and cool. sunny and mild for sunday. much cooler by tuesday. raiders are playing tomorrow in a game broadcast on channel 5 at 1:05 p.m. partly cloudy and in the low 60s at game time. lows tonight in the 40s. santa rosa 41. san jose 49. 44 livermore. sunout at 7:10 a.m. daytime highs tomorrow in the low 60s. sun-up at 7:10 a.m. in the extended forecast we see cooler temperatures coming in with only low 50s for wednesday and for tuesday around the bay.

they have brought a backhoe in, a rather large piece of equipment, and several other, um, pieces of equipment including, um, saws, special saws that can cut lucille and concrete to try to get to victims and get through to the victims. the fire started about midnight last night. the building is a converted warehouse. we are told that it's an artist space but was not permitted to have parties or residents. there were no permits taken out for that. the fire broke out on the first floor trapping people who were upstairs. the only exit for them was a flimsy wooden staircase that quickly burned. it was made out of pallets. nine people confirmed dead tonight. there are as many as 25 others missing. within the past hour investigators are saying that they have located some survivors, some families have been put together. so that is a little bit of good news amongst a tragedy.

many families are still waiting for word on their loved ones. people are gathering tonight at the alameda county sheriff's department hoping to find out who survived and who is missing. so far investigators are telling them they will have to wait until they can gather more information. there is an information line to call. the number is on your screen. that's where you can get information on missing people. governor brown said, our thoughts are with the entire city in this difficult time. and we extend our condolences to the families and friends of those lost. now, here in the bay area we have been faced with tragedies before. and people rally. and that's what you got do tonight. if you are feeling that you're helpless at home there are things you can do. contact the oakland a's, the golden state warriors, they are both putting together relief efforts. you can contact red cross.
