our newsroom. good afternoon, it is tuesday, december 13. i'm michelle griego. kenny is off today. kpix 5's anne makovec is in oakland where a news conference just wrapped up. >> reporter: two important things came out of this news conference today. one the atf has not come up with the cause of the fire. in fact, we may never know the exact cause. also, the city has admitted that it has never done an inspection on the ghost ship warehouse. so that investigation continues as the city now tries to clean up its practices when it comes to fire prevention. oakland's ghost ship warehouse fire killed 36 people on december 2. it started at around 11:30 at night in the rear of the building when there was an illegal electronic dance party going on. a forensic mapping team arrived at the fire site friday to help investigators document the scene and prepare a diagram. they have been analyzing that diagram but both the bureau of

alcohol, tobacco, firearms and explosives and the oakland fire department say that they have not yet come up with a definitive cause. >> i cannot give you a specific timeline, but i will guarantee to the community, to the family members who lost someone in the fire, to those who survived the fire, that we will work diligently, we'll be methodic, and we'll be thorough in bringing this case to justice. >> reporter: that is nancy o'malley, the alameda county district attorney. she is heading up a criminal investigation in this case. there were no fire alarms, no sprinklers, and the two stairways from the second floor party did not lead to the building's only two exits. so several fire code violations there. but the fire department didn't even have this warehouse in its database. >> what we know right now today, we have no records of

1315 31st avenue being inspected, nor do we have any records of them applying for a special permit, a change of occupancy, any type of tenant improvement, none of those areas that would trying they are facility to be in our system was, um, had occurred. >> reporter: basically the fire department didn't know there was a business there. the fire department did not know anybody was living there. a lot of that information based on self-reporting, which the landlord of the warehouse did not do. even though there were several complaints to the fire department and city about this building and what may be going on there illegally, those reports did not make it to the city's fire prevention bureau. so no timeline on the investigation into the cause. no timeline on the possibility of criminal charges from this case. and the city has a lot of work do to figure out how it's going to try to prevent fires like

this in the future. they say they have gotten a lot of calls about similar warehouse living situations that are raising concerns. live in oakland, anne makevoc, kpix 5. as the memorial grows for the victims of the fire, so do the donations. the east bay residents for responsible development have announced a $20,000 donation for the families of the people who died. a spokesman for the coalition of trade groups said in a statement, quote, we must all come together to prevent catastrophes like this. a big benefit concert is planned this week in oakland to raise money for the victims' families. primus and several others are on the line-up. it's scheduled for tomorrow at the fox theatre and starts at 7 p.m. new at noon oakland mayor libby schaaf is trying to address affordable housing issues in the wake of that deadly warehouse fire. kpix 5's jackie ward is live in oakland where the mayor just met with the u.s. secretary of

housing and urban development. jackie. >> reporter: michelle, the meeting with the secretary has been in the works for months. but still, mayor libby schaaf calls the timing of it poignant and much of the focus was on the ghost ship fire 11 days after the fire. mayor schaaf says that the visit created a renewed federal government sense of urgency to help people afford a safe place to live. she says affordable housing needs the federal government's help because it can't be solve solely locally. secretary castro says the rental affordable crisis here in oakland and across the country highlighting the ghost ship fire as a wake-up call. >> that incident, um, in -- in a very tense way, has highlighted the need to create more affordable housing opportunities here in oakland. >> that in the face of these changing dynamics, we retain and protect our vulnerable residents, we protect what makes this city so great like

it's artistic community. >> reporter: secretary castro says he is encouraged by the fact the tech sector is getting more involved with housing and is hopeful about his input at the local and state level. so the sent and mayor will now go to the west coast conference of mayors where they will continue to discuss affordable housing as well as homelessness. jackie ward, kpix 5. developing news on san francisco's sinking skyscraper. a structural engineer involved in the design of the millennium tower has been subpoenaed to appear before the board of supervisors. he is expected to explain why the tower now leans two inches and has sunk 16 inches into the ground. he is scheduled to appear january 12. in oakland, it's a critical day for efforts to keep the raiders in town. the city council and alameda county supervisors are expected to vote on a plan to build a new football stadium on the coliseum site. the proposal comes from an

investment group organized by nfl hall of famer ronnie lott. raiders owner mark davis wants to move the team to nevada where state lawmakers have approved a planned to fund a stadium in las vegas. right now, we're on storm watch. a live look outside and at the hi-def doppler. rain is moving through parts of the bay area, and roberta gonzales is timing it all out in the weather center. >> and we want to lay it all out for everybody at home so you can understand that we have two storm systems that will be affecting the bay area this week. this is number one that's primarily a north bay event. we have light rain around santa rosa. but it's snowing in the mendocino national forest. let's zero in on that, at clearlake a moderate downpour. that's all in lake county. meanwhile, you have willits with some moderate rain right now and that's in mendocino county. and this is why we have a flood watch in effect for lake,

take over as secretary of energy. kent craig reports. >> reporter: president-elect donald trump tweeted out the news he wants rex tillerson to be his secretary of state calling him one of the truly great business leaders of the world. >> we just couldn't be more grateful that someone of rex tillerson's proven leadership and accomplishments has been willing to step forward to serve our nation. >> reporter: he has no foreign policy experience, but as ceo of exxonmobil, he has negotiated deals with governments around the world. he was responsible for drilling agreements with russia in the 1990s, and vladimir putin awarded him a russian order of friendship in 2013. tillerson and putin have known each other for 15 years. the incoming trump administration views the tillerson-putin relationship as an advantage. it could pave the way for a battle as the nomination goes through the senate. >> a matter of concern to me that he has such a close personal relationship with vladimir putin. >> reporter: senator john mckane told "face the nation"

he is skeptical but willing to hear tillerson out and senator marco rubio issued a statement tuesday morning saying he has serious concerns about tillerson. rick perry will also be joining the trump cabinet as secretary of energy. the former texas governor once said he would eliminate the department. and rapper kanye west stopped by trump tower for a visit with the president-elect this morning. >> i just want to take a picture right now. >> reporter: mr. trump says the two talked about life. kenneth craig, cbs news, new york. in other bay area headlines, one person is dead after fire tore through a house in castro valley. it began before 3 a.m. near grove way and shady spring road. the alameda county fire department says the blaze began in the home's attic. the victim was only person inside at the time. there's no word yet on a cause. one firefighter suffered a minor injury and was treated at a hospital and released. flames also ripped through a house in union city this

the bay area. those waves are a major concern for the pacifica coastline. already, the wet weather is chipping away at the coastline leaving a gaping sinkhole. clean-up continues now. and roberta is in the weather center tracking those tides. >> i wanted to go ahead and call on that ocean beach scene again as seen from the cliff house because you can see a line in the sand and that's where we did have high tide at 11 a.m., roughly around 7 feet. we will continue to see the king tides along the immediate seashore all the way to monterey bay each day through friday and what might be of concern is when you have this beach erosion it's generally when you have a combined effect from rain and the king tides and that's what's happening thursday and possibly friday. this is our live hi-def doppler. you see the hit-and-miss scattered showers a little activity in the north bay primarily there outside of napa, soda springs, entering the atlas area and clearlake

with moderate rain showers around highway 20. we have around clearlake in lake county also mendocino county and humboldt counties a flood watch in effect through thursday with nearly up to 5 inches of rain over the next 72 hours. currently we have temperatures in the 40s, 50s. it's now 60 in san jose. weather watchers reporting temperatures in the 50s. light rain today even rain on wednesday. thursday is when the secondary system works in tapping into subtropical moisture that's way back towards the hawaiian islands. here's your tuesday. we do have the rain showers across the area scattered very light minimal precipitation. that's what we're watching for your thursday slicing across the central bay towards the morning commute, exiting towards the evening commute leaving with us a scattered shower on friday. we'll easily see up to 2 inches of rain across the central bay. tahoe forecast we have a winter weather advisory in effect for up to one foot of snow above 8,000 feet. here's your extended forecast.
