will eventually prevail. >> the danger is definitely rising. the power of a few to disrupt the world has never been greater. >> reporter: the fall meeting of the american geophysical union is the largest earth and space science meeting in the world. and taken into of these scientists, climate change is a dire concern. >> it will be up to you as truth tellers, truth seekers, to mobilize all your efforts to fight back. >> reporter: brown says we're living in the anti-fact world but that california is ready to fight reducing emissions standards with the goal of 50% renewable energy use by 2030. president-elect donald trump has sent mixed messages on environmental issues, even calling climate change a hoax. but a member of the transition team says the environment is a focus. >> the president-elect is a very common sense oriented guy and basically what he said is, if we reduce carbon emissions, the air is going to get cleaner, that's a positive thing. whether you believe in climate change or not.

>> reporter: he also said we want energy independence. and today brown warned against letting big oil and financial interests steer environmentalists off course. >> we have the laws. we have the tools to enforce them. and we have the political will! and we will set the stage, we'll set the example and whatever washington thinks they are doing, california is the future!! >> reporter: and brown vowed to protect bay area assets like the lawrence livermore lab and the good works that they are doing there. he also said that he spoke with the ambassador to canada yesterday and said whatever happens with the new administration, they both vow to stay the course when it comes to environmental protection. live in san francisco, anne makevoc, kpix 5. a moderate earthquake hit parts of the bay area this morning. the usgs said it was a magnitude 5 centered about 5.5 miles north of the geysers near the border of sonoma and lake counties. it hit at 8:41 a.m. followed by a magnitude 3

7:00 rain still to the north. then we forge ahead towards lunch hour and there you have it. heavy rain, gusty winds up to 45 miles per hour, continuing through the evening commute as well and then by sunrise on friday, we begin to see a clearing trend. but there's a whole lot of watches you need to know about. we'll talk about that later in this newscast. the police chief of hayward announcing today that she is retiring. diane stuart has been head of the department since 2011. she was placed on paid administrative leave in august over personnel issues. details were never released but there were reports that she allegedly showed favoritism toward a contractor whom she later married. her retirement was announced in a letter to members of the department. this just in. this man is behind bars after threatening to bomb a santa clara vta vehicle. police saythe 52-year-old manmade a phone call and sent

an email to the vta around 10 a.m. this morning and planned to blow up one of the agency's vehicles. all vta vehicles were stopped and searched as a precaution. right now, alameda county sheriff's investigators are trying to solve a mysterious homicide case. a woman who was killed before her house was set on fire. deputies are on the scene on grove way in castro valley. maria medina joins us where she spoke with a neighbor of the victim. >> reporter: michelle, neighbors are of course in shock and as you can see behind me, investigators remain on scene here 32 hours after arriving. the question is, who did it and why? >> it just doesn't make any sense. it really doesn't make any sense. >> reporter: across the street for the last day and a half, scott parsons watched investigators take over his neighbor's home. >> my questions of course are why. >> reporter: yesterday, firefighters battling a blaze inside stumbled on the body of the widow who lived there for

decades. even after her husband passed away earlier this year. >> i hadn't really seen her since that time. i assume grieving. >> reporter: scott says the couple was friendly. and while he had not seen the widow since her husband died, he hadn't seen anything suspicious at the home leaving him and others on grove way wondering if it was a random act of violence. >> that's something that just makes it more horrible but also puts us in fear. >> reporter: whatever the case, investigators say the murderer set a fire in the attic on purposes to cover up any evidence and moved the body into the garage. her two adult children now left without their parents and so many questions. >> the family came and i guess that's where they got the news of, um, their mother's passing. because i saw their grief, it

was heart-wrenching. i'll never forget it. >> reporter: the identity of the 59-year-old victim hasn't been released yet. maria medina, kpix 5. other bay area headlines. firefighters worked all morning to knock down a four-alarm blaze in santa rosa. the fire broke out on wilson street around 2 a.m. according to the fire marshal, this was a warehouse used to store books and furniture. no injuries reported. and the cause of the fire is under investigation. a watsonville man is in custody, suspected on charges of burglary, auto theft and possession of an illegal firearm. justin har ra was arrested last night at a motel six in watsonville. he surrendered and admitted he had this gun in the room. harrah was not allowed to have a gun because of a court order. a final play for the paraders. the city of oakland and alameda county saying yes to a new plan but now the question is, will

thunderstorms tomorrow it's heavier rain and the gustier winds increasing in the bay area. we have subtropical moisture. can you see the moisture that goes back to the hawaiian islands? that's tapping into the bay area. we have an area of low pressure north of us. they are mixing together to causing a mess over the bay area. so let's go ahead and tell you when you can expect the sloppy weather to pick up across the bay area in the form of heavy rain and gusty winds. we take you through the morning commute pretty much you're going to be hit with heavy rain. we'll have heavy rain to the north of the bay area. lunch hour the rain is across the central bay and the gusty winds and by the evening commute, that's when we have a mess across the roads with ponding on the roads and high tides. rainfall up to 2" generally. but we are talking about 4 to 6" a half a foot of rain around
