is making a mess. we're tracking the area that's hit the hardest of the jackie ward is live monitoring the conditions there. jackie, how is it looking out there? >>reporter: we've been here for three hours now and the rain has been falling. it has never been at downpour or it has never come down heavy. it has remained a constant drizzle. the wind stays consistent. you can tell by the bushes -- it's making everything raw and chilly. still, not bad enough to keep all these tourist away from taking pictures. great day for ponchos. it may not be the most stylish, a hood is credible and ponchos come in handy. the golden gate bridge is moving right now. windshield wipers are in full swing, but traffic has

used to separate traffic. the golden gate bridge patrol says a vehicle clipped that area and caused the problem. >> seeing this one small problem reminds us of how good we have it with the barrier because it operates smoothly. >> at 10:00 this morning, crews removed the affected unit and replaced it relieving traffic issues and the golden gate patrol is trying to figure out what happened and is investigating. to politics, house republicans decided to keep the office of congressional ethics in task for a surprise vote last night which moved an independent group's powers. as weijia jiang reports, the decision comes after getting pushed back from president-elect trump who emphasized there was more important things to focus on. >>reporter: cbs news learned that house republicans held an emergency meet and abandoned the plan that stripped the powers of the independent house ethic's house and the rule was giving the ethic's commit

storms taking -- this is what we have been hoping for of the past several years. this is a live weather camera looking at the bay bridge where we have rain drops on the camera and i want to put together totals. an inch of rain has accumulated. this literately just came down from the national weather service. a flash flood watch for the santa cruz mountains. this highlighted area doesn't encompass areas so we're talking about the potential of three to five inches of rain by thursday morning. live doppler radar -- when you see the areas of yellow, that's the heaviest of rainfall. on american canyon, we're seeing cell around highway 12 indicating that heavy rain all the way towards fairfield. look at the east bay. anywhere from richmond around 123 to berkeley, 880, you have heavy rainfall. anywhere you go today, the rain is going to intensify.

right now around the peninsula, heavy rain, two hour delays at sso, and here you have a closer look street wide at the city of san francisco into the bay district and market street saturated with rain. and you can see green on the screen, again, that means you need the umbrella and pleasant -- it's a foggy, cloudy, rainy, sfo, temperatures are more mild at this hour than yesterday. 40s and 50s due to that right there. the south and southeast winds that continue to increase, 14 in san francisco. across the bay 17 in oakland. back through berkeley and the grizzly peek area. easterly at 17 and san jose, these winds will increase as the afternoon has progressed. here's what you need to know today. rain tomorrow. here's our satellite and radar.e have areas of low pressure stacked up near sfo over the open waters. future cast,
