for his seat. oh my god. >> he went on to help others. >> there are generations of san francisco poling teugzs pole -- politicians that he touched. >> reporter: a few years later his brother died and he was elected to the state senate again and then the senate where he was elected president pro- tem that made him second to the governor. >> like any measurement it is an incredible comeback story. >> and i have been a lucky guy. and -- i have gotten away with a lot of. [beep] >> he was thrown out in 2005. his career in a san diego as a bare-knuckle fighter brought him fans. had he is pushy and powerful. >> and senate leader combined with bull-dog mentality has become a legend. not everyone is a fan.

he can be mean to democrats and republicans alike. >> diplomacy was not part of where -- his skill sets. >> reporter: his own staffers communicating only in memos, too scared to talk to him and a sexual harassment lawsuit brought for his charity for homeless children. still n2009 he was voted chairman of the state democratic party. now at 84 he is stepping down from that position and says he no longer is interested in holding office. >> the party loses. john is one of the few democrats who is still as relevant to the newest of the democrats. >> he was the first one i got. >> reporter: you want to see him light up ask him about the homeless children and foster youth he helps through his john burton foundation. >> amazing. amazing. they make me laugh. they are just so, so resilient. >> reporter: if it is the
