weijia jang live in washington, dc. >> reporter: kenny and michelle, just a short time ago, president-elect donald trump wrapped up a luncheon at the trump international hotel with top administration picks. it's part of a very packed day before his inauguration. meanwhile, the city is buzzing with visitors from across the country here to protest or support his presidency. president-elect donald trump arrived at joint base andrews ahead of his inauguration tomorrow. he spoke at a preinaugural luncheon at his namesake hotel attended by many of his top administration picks. >> we have by far the highest iq of any cabinet ever seated. [ applause and cheers ] >> reporter: earlier in the day, vice president-elect mike pence says the steam excited to get to -- team is excited to get to work. >> it's a momentous day before a historic day. >> reporter: they have two more events thursday, a wreath-

laying ceremony at arlington national cemetery and a concert at the lincoln memorial. the trump team says the president-elect is still making to his inaugural address which is expected to focus on the challenges america faces. >> i think it's going to be less of an agenda and more of a philosophical document, a vision of where he sees the country. >> reporter: the inaugural parade will end here at lafayette park right outside the white house. about 1 million people are expected to attend inauguration. this person from wisconsin did not vote for president-elect trump but still want to be part of history. >> it's just such an amazing thing to witness. >> reporter: cbs news has learned one of the president- elect's first orders of business will be to visit cia headquarters on saturday. part of the inauguration story is who will not be at the ceremony and as of now, more than 60 congressional democrats say they will not attend either to protest mr. trump or to

of class today. she taught in fremont for 20 years and says this is the first time she felt compelled to speak out about her fears for the future of the public school system. >> i'm very concerned hearing, um, the interviews yesterday. >> do you think that guns have anyplace in and around schools? >> i think that's best left to locales and states to decide. >> reporter: they are concerned president-elect's pick for secretary of education billionaire betsy devos. she faced tough questions during her confirmation hearing about her stance on charter schools, voucher programs an guns in schools. >> betsy devos has no public school experience. >> reporter: this person is the president of the fremont district union and believes devos poses a threat to public school funding. >> what she wants to do is take public funds and use them for vouchers, use them for students to go to private schools and as well as very strong proponent of charter schools. it's going to end up affecting your child and it might be too late. >> reporter: their message not just for the new administration but for parents, as well.

>> we would lose funding for programs in the traditional public schools that have been running "so well." that's my message. >> reporter: just to give you an idea of how involved teachers were in this morning's walk-in, here at the fremont unified school district, half of the schools participated. in fremont, maria medina, kpix 5. on the other side of the bay members of the united educators of san francisco held demonstrations at about two dozen schools. we caught one protestors at galileo high school this morning. >> we are here to protect our students. we have students who are immigrants. we have students of color. we have students who are lgbt. and we are worried about what might happen with them if betsy devos becomes the secretary of education. >> the union wants to make sure that all of its students keep getting quality educations. to storm watch now. a live look outside at san francisco's ocean beach. scattered showers and clouds around the bay area this

afternoon. and check out the messy drive along 580. heavy rain in oakland just about an hour ago. we have live team coverage on the storm. but first, julie watts is track the rain from the weather center. >> that's right, guys. we do have scattered showers. we have been watching thunderstorms throughout the morning, as well. right now, let's take a look at where we're seeing some of those showers. we're zooming in now just north of the delta. you can see we do have moderate to heavy rainfall there near rio vista, bay point, benicia dry for now but probably a couple of sprinkles there. as we head off to the west, we are seeing showers near marinwood, novato, likely some scattered showers just passing through that region. petaluma seeing a light cell there. and we'll take a look at where we're seeing heavier rainfall right now. this is over morgan hill, san martin, you can see really down near oakland avenue east is where we're seeing some of the heaviest rainfall. these cells all pushing off to the east and dissipating. up in the high country, still seeing snowfall today a winter storm warning in effect through

2 p.m. this afternoon. we are also seeing showers and the possibility of thunderstorms throughout the sacramento valley and along the west slope of the sierra. your full forecast coming up in just a bit. two more storms heading our way. julie, thank you. a road in san francisco is expected to be closed at least through tomorrow because of a hillside left unstable by the rain. chopper 5 was overhead earlier today. kpix 5's anne makovec is live at the scene near diamond heights to explain what's causing the concern. >> reporter: this part of o'shaughnessy boulevard is closed to the public right now but they let us through to give us a picture of some of the work that's been going on. you can see some of the pictures we captured earlier from chopper 5 here on my side. but basically, they have been trying to chip away at this hillside. this is right across the street from glen canyon park. now, the goal of today's work is basically trying to beat the forces of nature to the punch.

contractors began scaling this hillside with crowbars this morning to find risky rocks. >> kind of probing to see one that's loose and try to pry it out. >> reporter: small rocks have been falling here for years. that's why the city put up this concrete railing. but after a round of storms earlier this month, so many rocks fell down, public works had to shut down o'shaughnessy to clear the debris. since then, geologists and engineers have been evaluating the slope. >> they determined that there was some major pieces that were loose. >> reporter: the city issued an emergency declaration when they noticed a big boulder at risk of falling. >> it appeared to have rotated slightly and moved so we were very worried about that piece coming down. >> reporter: the plan is to move in some heavy equipment this afternoon to try to get rid of that once really big boulder. once they get rid of all the rocks, they are going to put in some new fencing and the hope

is to have o'shaughnessy boulevard clear by tomorrow afternoon. live in san francisco, anne makevoc, kpix 5. new at noon, contra costa county just issued a proclamation of local emergency in response to winter storm damage. parts of the county have had widespread flooding, mudslides, sinkholes and damage to public buildings. the declaration will go before the board of supervisors for ratification next thursday. the emergency status would make the county eligible for disaster leaf funding in the future. -- disaster relief funding in the future. a mudslide in the santa cruz mountains. crews are still working to clear the debris. our heavy rains have caused trees, rocks and mud to flow into a road near highway 35. 10,000 pg&e customers have a power outage in fremont. the traffic lights at multiple i want sections are dark. -- intersections are dark. we are checking to find out if it's storm related. the latest storm means plenty of fresh snow in the

sierra. here's a look at interstate 80 at castle peak near donner summit. chains are required between gold run and truckee. folks traveling toward tahoe's south shore u.s. highway 50 is snowy. here's a look at echo summit in el dorado county. chains are required on 50 between placerville and meyers. more on today's snow from reporter sean bennett. >> reporter: here we go again! heavy snow once again falling in the sierra again today. chains a must. all 18-wheelers being screened at applegate along the eastbound side of i-80 and we are talking about blizzard conditions up here. a lot of fresh powder, a lot of these vehicles actually stuck in here. they can't get through all the powder that's down here. this is the kind that the resorts absolutely love. a great look at interstate 80. we are dealing with sideways blowing wind and snow, foggy conditions, everything mother nature is going to throw at you is happening on this thursday. chain controls will move up and down interstate 80 depending on how bad the weather gets.

filing their relocation paperwork with the nfl. the clark county commission chair tweeted out the news this morning. the raiders still need 24 of the 32 nfl owners to approve the move. that vote is expected to happen this spring. if it passes, the raiders will move to las vegas for the 2020 season. still ahead, dozens missing in an avalanche in italy and there's criticism about how long it took for emergency crews to respond. ,, ,, (upbeat music)

darkness and buried the building. heavy snow slowed down ambulances trying to reach the scene and plows struggled to get through. authorities didn't believe him when he initially called for him, one man said, and the rescue didn't start until 2 hours later. the area is part of the region hit by a series of four strong earthquakes on wednesday. multiple aftershocks followed. it's not clear if they triggered the avalanche. another tough morning for donald trump's cabinet picks on capitol hill. former texas governor rick perry went before the senate committee to face questions about his potential role as energy secretary. democrats wasted no time calling perry out for previously wanting to get rid of the department of energy. perry responded saying he regretted ever wanting to eliminate the department and has since learned a lot more about its vital function. trump's pick for treasury secretary couldn't escape the tough questions either. steven mnuchin defended his tax practices at his hedge fund as well as his history with foreclosures at a lender he co-

owned. he said he plans to lower taxes on businesses to encourage them to stay in the u.s. mnuchin has years of finance experience. he has never served in the government. shares of los gatos based netflix are trending up right now. this afternoon the company earnings beat expectations for the past quarter. they added more than 7 million new streaming service subscribers most overseas. netflix says it's thanks to original programming which started with house of cards back in 2013. a live look at wall street right now. the dow is down 84 points. the market opened up slightly lower today in a holding pattern ahead of tomorrow's inauguration. investors are waiting for details about which economic policies president-elect donald trump will tackle first. time now for a check of our weather with julie watts in for roberta. >> we are tracking rain on hi- def doppler but not widespread rain this midday. let's go ahead and take a look at where we are seeing rainfall

in the bay area this morning. we have an impressive cell right now over moraga near saint mary's there. you can see just to the east of skyline boulevard there at canyon road getting moderate rainfall at this hour and then of course up to the high country we have plenty of rainfall throughout the sacramento valley up the west slope of the sierra and snow this midday still along the sierra that winter storm warning has been extended now through monday. so through all of our storms. in fact, we are looking at heavy snow and gusty winds so the three-day total through monday afternoon we are looking at 3 to 6 feet above 7,000 feet then even down at lake level we are looking at another two to four feet. so certainly travel delays likely if you are heading up there this weekend to enjoy this snow. take a look here. this left side of your screen this is that cell we look at over moraga. temperatures in the bay mild this midday in the mid-50s. pretty much areawide. this is the area of low pressure that is our second storm. the front will pass through

overnight tonight. and then another one waiting in the wings, this one packing more of a punch with high winds and heavier rain. this moves through saturday night into sunday. in the meantime here's what to expect. scattered showers through today. then the next storm tonight through friday lingering showers saturday, and then our third storm moves in on sunday. we can time it out with futurecast. so right now most of the rain is pushed to the east of the bay area through the sacramento valley and up the west slope of the sierra. we are going to dry out but then the next front moves through overnight. here we are 4 a.m. friday morning with the heaviest rainfall the highest wind. we'll see post frontal showers throughout the day on friday. could see some impressive rain totals as well though not likely as strong as the system as what we saw yesterday. continuing to see scattered showers tapering off saturday before the next front arrives overnight saturday into sunday. here that one is. this sunday storm looks to be more significant similar to what we saw yesterday so we could see flood advisory and high wind advisories.

easier said than done. the one east bay man took on the challenge. now operating out of city stables in the oakland hills, this week's jefferson award winner is not only teaching kids to ride but teaching them history and responsibility. allen martin has the story. >> reporter: what julian is riding looks like a horse but she is more of a ham. the one with the blue eyes is operand the whole reason julian rides her is his grandpa. >> there you go. >> reporter: four years ago, odest logan recruited his grandson and other young black kids and started the nonprofit spurred up to help city kids. >> there's an outside, there's open air, and there is more than the concrete jungle that they are experiencing every day as they go to school and come whom. >> reporter: born and raised in oakland, odest didn't start riding real horses until he was an adult. but at 3 years old, there was a

small red rocking horse in his bedroom. >> and listen to my grandmother holler at me saying if you don't stop jumpingof that horse and -- you're gonna break your neck. >> reporter: now retired from 37 years with pg&e, odest an spurred up reach out to black kids in the east bay. >> try now low. >> reporter: so the doors to western culture swing open for them. >> it's a lot of fun. it's a lot of hard work. and there's a lot of respect and tradition that goes into it. >> reporter: brandon heartfield spent three years with spurred up and was inspired to be trained as a farrier. >> he gave me a reason to do good in school so once i started riding horses i figure, well, better straighten up so i can keep riding horses. >> reporter: now he makes a living shoeing horses. >> we want to encourage them to have success in life. there you go. >> reporter: so for helping black kids experience western culture, history and horsemanship, this week's jefferson award in the bay area
