area woman whose late husband is blamed for a nightclub shooting that killed 49 people in florida. kpix 5's anne makovec is live in oakland with more on today's legal proceedings. anne. >> reporter: noor salman was denied bail today so she will remain in jail on suicide watch until she can have a psychological evaluation. lawyers painted two very different pictures of noor salman today on one hand a former special ed. student who loved hello kitty, on the other a manipulator who knew exactly what her husband omar mateen was planning to do the night he killed people at a florida nightclub last night shooting 49 people and wounding 53 others before police killed him. prosecutors say salman admitted to the fbi that she cased the club with him before the attack as well as downtown disney and that they discussed which target might make people more

upset. prosecutors also saw she saw her husband walk out of the house the night of the attack with a gun and ammunition. but the defense says she didn't know his intentions, wasn't religious, and had no motive or role to play. >> had any contact, watched anything, done anything herself, you know what she is? she is alive and omar mateen is death so she is the only person they can charge. >> reporter: salman pleaded not guilty to two charges one count of helping him support the "islamic state" group and one count of misleading investigators. federal prosecutors want this case tried in orlando so until she is extradited she will remain at the santa rosa jail. live in oakland, anne makovec, kpix 5. we have breaking news now. authorities in delaware saying there's a hostage situation under way right now at the james vaughn state correctional facility. this is a live look right now.

it is a maximum security prison in delaware. officials tell the "associated press" that prison guards have been taken hostage but no further details have been released. in addition to that lockdown, allstate prisons in delaware are on -- all state prisons in delaware are on lockdown. the senate judiciary committee approved the nomination of jeff sessions. [yelling ] >> the proceedings were interrupted by a protestor. the 11-9 vote was along party lines. the nomination will then be voted on by the senate. judge neil gorsuch is the pick to fill the supreme court seat left vacant by the death of antonin scalia. weijia jang has a look at the

49-year-old and his chances of winning confirmation from the senate. >> reporter: vice president mike pence escorted judge neil gorsuch to capitol hill for a meeting with senate leader mitch mcconnell. >> we're all thrilled and looking forward to getting the confirmation process started. >> reporter: tuesday night president trump named the 49- year-old as his nominee to fill the late antonin scalia's seat on the supreme court. wednesday, the president said he expects a dignified confirmation. >> he is perfect in almost every way. >> reporter: the legal community considers him a conservative who is a views mirror those of justice scalia. >> the rule of judge is to apply not alter the work of the people's representatives. >> reporter: republicans call the nominee impressive, respected, and a consistent conservative. judge's path to confirmation won't be easy. democratic senators are already lining up in opposition to him. >> i have very deep serious concerns as to whether he is in

the mainstream. >> reporter: democrats point to judge gorsuch's record on women's healthcare, worker rights and privacy rights as being outside of the mainstream. the most important criteria for chuck schumer. >> he let ideology influence his decisions, criticizing liberals for turning the courts to advance policy. >> reporter: he will need to win some democrats to get 60 votes to gain confirmation. weijia jang, cbs news, capitol hill. >> normally senate follows the 60-vote rule to stop a filibuster. republicans will invoke the nuclear option so that only 51 votes will be needed to get confirmation for judge neil gorsuch. just this morning, president trump said he endorses that option. the senate finance committee has approved steve mnuchin president trump's nominee for secretary of the treasury despite the objections of democrats who boycotted the vote concerned about his track

record as a bank executive. the same committee approved tom price to head the department of health and human services. in both cases republicans suspended committee rules which require at least one member of the parties to be president. both nominations will be approved by the senate. and this just in. the full senate has just confirmed rex tillerson to be president trump's secretary of state. tillerson is the former ceo of exxonmobil. santa clara county is plotting a legal challenge to president trump's executive order to halt federal funding to sanctuary jurisdictions. the board of supervisors voted unanimously yesterday to file a law enforcement calling the president's order unconstitutional. it also states the order threatens to cripple state and local governments which don't take part in the president's immigration enforcement policy. san francisco has already sued. leading ladies in hollywood tech and government are taking the stage in san jose. their goal is to inspire thousands of women to become

leaders in their workplace. kpix 5's maria medina is live outside the convention center with their message. >> reporter: all is quiet outside right now [chuckling] because thousands of women are inside the convention center for that event. one of the speaker to spoke, cheryl sandberg. >> it's empowering. >> reporter: this woman one of nearly 7,000 women who packed inside the san jose convention center today. >> i want to say to women here is we need you to lead. >> reporter: to listen to a long list of speakers including facebook coo sheryl sandberg. >> we need you to lead. we need your voices at the table. we need you to fight the bias and the stereotypes and the bad policies we have and keep our voices at the table. >> reporter: the event is called the watermark conference for women based here in the bay area. the goal, to help women make their mark in their careers and companies. >> a friend had to send in last year two years ago and i was like oh, my goodness i can't

gearing up in case of trouble today when a speaker comes to campus for a sold-out event. milo yiannopoulos writes a column for the website breitbart. he advocates taking federal funds away from uc and other schools protecting students who are undocumented immigrants. earlier this month college republicans at uc-davis canceled a visit by yiannopoulos over rowdy protests. yesterday he spoke at cal-poly san luis obispo drawing supporters and protestors. >> people of the working class, people who don't have a lot of political say in the world and voice. >> i'm a big milo supporters? >> i love him and one of the opportunities to see him. >> yiannopoulos and private donors are funding a $2,500 college grant exclusively for white men. it's called "a privilege grant." he calls white men a demographic which now in higher education is a minority group. a final farewell tonight for a long time san francisco

president joe biden and his wife are launching a new foundation. the biden foundation will focus on several issues, among them ending violence against women, the middle class and protecting children to be staffed by former biden aides and funded by tax-free donations. it's still unknown if mavericks will be called off this year and perhaps beyond. the event's organizers cartel management and "titans of mavericks" filed for chapter 11 bankruptcy yesterday. they sent out a press release today saying they hope to sell their business operations to someone who can keep the event going. the competition off the san mateo county coast has always had financial problems. it's only held in years when conditions are perfect and the athletes get two days' notice before the contest is held. in addition, the location does not accommodate spectators. roberta has the forecast. >> let's hope mavericks isn't completely wiped out, right? >> who wants to see that go?

"spare the air" day we have the rain developing later on tonight. rain and wind for your thursday and then the forecast does remain extremely unsettled all the way through the weekend. first band of showers should arrive later on this evening. you can see the precipitation queued up ready to spin into the bay area.

satellite-radar this is a beautiful image of this area of low pressure. you have the frontal boundary here. then you have another wave of rain pushing into the bay area all associated with that wraparound moisture at the center of the core of the center of the area of low pressure. let's walk you through your forecast. it's looked like it's slowed down a bit. most of the rain will push in about 9 p.m. tonight as far as of the leading edge is concerned. that's a line of heavy rain and gusty winds about 3, 4, 5 a.m. throughout the day on thursday, gusty winds and rainy conditions. heavy rain friday morning for the morning commute. hit-and-miss showers friday. up to 1.5" to 2 inches of rain in the urban areas up to 5" in the santa cruz mountains. we do have a high wind advisory for most of our bay area. 50-mile-per-hour wind gusts and in addition to a winter storm warning in the high sierra three feet of snow above 7,000 feet. here's your tahoe forecast:
