learned the state gave workers the green light to clean the mudslides on highway 17 after a worker died up there but as you mentioned that slide is now on the move again so they have shut down highway 17 and it has caused quite a head ache here. it began just before 10 this morning. highway 17 shut down at summit road southbound and granite creek road northbound. traffic once again backed up on the major route between san jose and santa cruz. >> it's inconvenient. >> since tuesday the mudslides caused a mess in the area. northbound line remains closed. tragedy struck. yesterday a contractor ran over two others killing bobby gill and wounding steven whitmire. the state suspended the clean

up to investigate what went wrong. >> we haven't had rain like this for quite a while. >> while the rain appears to have stopped the roads have not. >> there are mudslides county wide near gordon georges him. he's lived here all his life. his advice for anyone driving through the mountains right now. >> don't. really it can be dangerous. this is come down when you are driving by. >> and it's unknown when they will reopen highway 17 again but expect a lot of delays this weekend. live in santa cruz county, kpix5. breaking news in the sierra a mudslide shut down interstate 80 in both directions downed trees rocks and dirt blocking the lanes. no word when crews will have the scene cleared. highway closed in both

directions right now after a large tree fell across lanes near highway 35. no word yet on when that area will reopen. more problems as part of highway 1 is washed away near highway 84 where there has been flooding. expect traffic control and delays in that area. the russian river is about to crest for the second time this week. we have the danger the waters pose. >> along the banks of the rushing river and the fife creek the resort town is flooded once again. >> the level of the water obviously an ambulance is not going to clear through. >> which is why the national guard is on stand by to help anyone trapped in their home. their armored vehicle can navigate through water four feet deep more conveniently than a boat. >> we get in and out without too much set-up. >> here's an example of how deep the flood waters are in a low lying area but normally

that hole in that plastic tree is normally the entrance to this mini golf course so you can walk through there. the water has been higher. here's what it looked like on january 11 when the river crested at almost 38 feet. >> it was way worse. >> and some of the locals fear scenes like this are scaring tourists away. there's a sign at the entrance saying don't panic it isn't going to flood this high. >> main street is still fully open. >> and flooding around here is a way of life. >> mainly it effects the people that work in the community. some of us have trouble getting in and out of town but other than that there really isn't much issues. >> storm damage in the east bay crews in berkeley's clairemont neighborhood are working to clear this massive tree after it took out power lines and crushed four parked cars. luckily no one was hurt.

roberta gonzalez joins us with where our weather goes from here. >> we want to update you on the north bay talking about the rushing river in because this is a dire situation. it's the second time this week it has crested flood stage at 32 feet and already surveillance passed that by a good foot at 33 feet and on its way to continue to rise. as it does rise we have brought down how high it will reach. initially it was at 36 feet but damage is done and minor flooding is occurring. this is how much rain has accumulated in the past 24 hours so you can understand why the river has been rising. high definition doppler radar has been putting hit and miss scattered showers off highway 84 the nice back way approach to 680 in the east bay. we have hit and miss showers also wood side.

santa cruz mountains just light showers but earlier this morning we had pretty heavy rain that blasted during the morning commute. for the most part you have heard we have sunshine in the forecast for the weekend but i'm already tracking another storm that's moving this way that promises to bring gusty winds as well. those details coming up later in this newscast. >> roberta thank you. president donald trump hosted japanese prime minister reaffirmationing the united states commitment to japan. >> the u.s. japan alliance is the cornerstone of peace and stability in the pacific region. >> the president called on both countries to contribute more to military cooperation. he said working together on the nuclear threat posed by north decree is a high priority. the two are on their way to florida where they continue to talk about trade issues as well as play some golf. the president has agreed to honor the one china policy in a

phone conversation late last night president trump backed the long standing agreement with the chinese president. the policy officially recognizes china over taiwan. relations between the u.s. and china became strained after president trump took a phone call from taiwan's president in december something no u.s. president has done since 1979. the 9th circuit court of appeals refusal to reinstate the travel ban. we look at what that means for refugees and citizens moving forward. >> president trump lashed out again today about the find u.s. circuit court of appeals against reinstating mr. trump's refugee and immigration order calling it a disgraceful decision on twitter and tweeted see you in court before speaking to reporters off camera. >> we have a situation where the security of our country is at stake and it's a very, very serious situation.

>> the three judge panel in california disagreed. it ruled the government has pointed to no evidence that any alien from any of the country named in the order has perpetrated a terror attack in the u.s. the justice department's claim that the court over stepped boundaries. the courts are not powerless to review with respect to national security. >> we have seen him in court twice and we are 2-2. >> washington state and minnesota challenged the travel ban arguing it discriminated based on religion and race. >> we are a nation of laws that apply to everybody in our country and that includes the president of the united states. >> the justice department says it is reviewing its options and has 14 days to ask the court to reconsider its decision or file an emergency appeal with the supreme court. with the band suspended refugees and citizens from the seven predominantly muslim nations can continue entering

the transit agency voted on a plan t early bart is hoping the days of riders being squished in cars like sardines will be a thing of the past soon. they voted on a plan to get rid of 2500 seats to make more standing room and new electronic bike walkers in most stations and plans to roll out the changes next year. water customers in the east bay could be in for sticker shock. the water district just voted to hike rate by 20% this year and another 5% next year. officials say the money will go to infrastructure and employee salary and serves 350,000 customers in fremont, newark and union city. president donald trump's travel ban is hurting the airline business according to the global business travel association. $185million worth of bookings was lost one week after the executive order. they attribute the decline to the uncertainty surrounding the

ban. i think what people don't understand is just how powerful the american dream is as a brand. if you believe in democracy and you want to be a part of the melting pot come on over. that's the spirit of our nation. >> the president met with chief executives of u.s. airlines yesterday. the session came after one airline ceo called the travel ban divisive but was not addressed. they focused on infrastructure and air traffic control. a live look at wall street now the dow is up about 100 points. u.s. markets opened at or near record highs today after president trump promised a phenomenal tax plan to be announced in the next two to three weeks to include tax cuts for individuals and businesses. congress needs to approve any over haul to the tax code. water levels near the dam are expected to hit record levels right now. water continues to gush over this damaged spillway.

shawn bennett is in butte county with more. >> what a difference a day makes. yesterday we could see the rest of the spillway. today you can't even see it. now the water rushing right off to the right side of the spillway on top of the actual hillside and those rocks racing down into the river. history will be made at lake orville dam this weekend according to the officials with the department of water resources. the water level is expected to hit 900-foot capacity early saturday and sunday. it will lukely go over--likely go over the emergency spillway something that's never happened in the 48 year history of the dam. back in 1997 the water came within a foot but never went over the emergency spillway. dwr officials say crews are working to clear debris ahead of the water spilling over. the hole in the spillway continues to grow and engineers plan to continue using it to lower lake levels. there is no imminent danger to

the dam and no flood concerns either but that could all change this weekend here in butte county. we send it back over to you. >> time for a check of weather with roberta. >> i thought that guy would be happier about all of that water there. have you seen the lake levels rising two feet per hour? i'm thinking house boat plans this summer already. hi everybody let's go ahead and take a look at our live doppler radar. we've had pop up showers. a little shower activity in the altamont pass over to the south bay out of mount view heading towards middle field road. pop up showers around the santa cruz mountains. this will be the scenario throughout the day keeping a watchful eye cresting between 1 and 2:00 in the afternoon at 30.4 feet. there's a huge difference between 34 and 35. 34 is minor flooding, 35 feet is moderate flooding around the

area. this is gorgeous. i want you to get a good view of it. we have the fog working through the golden gate bridge and we do see blue sky out there as well. 50s and 60s at this current time the winds under 10. atmospheric river there cold front to the north. together they came yesterday and now exiting together as well. this area of low pressure is skimming our far regions of the north bay heading out in a northeasterly direction still close enough to produce snow in the greater lake tahoe area. north star has picked up 27- inches of snow, 27 in heavenly. while the snow is on the fly you need the change. otherwise partial clearing for your saturday and full bluebird skies for sunday. temperatures locally into the 50s and 60s where they should be for this time of year. i know you feel the difference. it's more refreshing. not as muggy. the sun goes down at 5:44. we do have a full moon out

pet expert for advice. today's question all right every week we take questions about your pet's health and ask our pet expert for advice. today's question comes from caramelita. she writes my dog has a cold in his eye and gave it to his sister. the vet gave me oil and vas lean type gel and it's not working. please help. doctor along with his golden retriever. a lot of people think dogs can get a cold. is that the case? >> a cold like a human doesn't really happen in dogs or cats but they can get viral infections or bacterial infection. a bacterial infection could be spread from one dog to another. i'm not sure what's happening with this person's pet but the

rule of thumb is that any time there's an eye issue we consider that a medical emergency and should be attended to by a vet as soon as possible not waiting several days but that day ideally and one tip i wanted to show owners is that if you pull down from the lower part it's always going to look red but if you pull from the upper part that's what it should look like. if it is not looking that way it needs to be addressed. >> what's the best treatment? >> treatment can vary depending on the cause. if there has been a trauma or infection we choose the treatment based on that. it can be antibiotics, oral or sometimes they have blake chroma an increase of pressure in the eyeball and that's more complicated but if the eye looks red or if there is an eye discharge it needs to be looked at by a vet right away. >> that's it. thank you so much for joining us here this morning. if you have a question about your pet's health and well
