people evacuated from their homes as crews scramble to lower water levels in northern california... good afternoon, i'm kenny choi. michelle is on assignment the water at the oroville dam is at a dangerous level... the water is so high.. the ay was used for from the bay area studios, this is kpix 5 news. >> a dam in danger. more than 400,000 people evacuated from their homes as crews scramble to lower water levels in northern california.

i am kevin cho i. michelle is on assignment. the water at the orville dam is at a dangerous level, water so high the emergencies delay was used for the first time in 50 years. kpix 5 reporter m a is live to tell us -- reporter and mackovic 's life to tell us more. >> officials with water resources and the sheriff's office have been inspecting the dam and its spillways all morning trying to identify their options to shore up the infrastructure here. some good news. they have lowered the lake level to the point where no overflow is going through that emergency spillway. the spillway was causing erosion down tree -- downstream. there was concern the erosion could break through the wall of the lake, unleashing a 30 foot wall of water, crossing south overwhelming channels and levees downstream. that is what led to the evacuation of 188,000 people. we don't know when that evacuation order is going to be

lifted but on their way out, they have clogged roadways, overbooked hotels, and left thousands with nowhere to go.>> i called 911 and they said chico is fine. they said go north. so then i got stuck in the traffic line 20 miles from there. i had to go like 9 miles. >> reporter: a big project this morning, prepping big white bags of rocks and boulders that could be flown in and dropped along the spillways and protect from further erosion. here is a positive stat. half as much water into the lake and the dam. much more going out, which does bode well as far as lessening the pressure on the dam and the spillways, but we do have another storm here coming in on wednesday. officials will be briefing the

media in the next half-hour. we should learn more hopefully some of these evacuations can be lifted because people who live around here really have no idea what's next. and mackovic trend -- anne makovec kpix 5 orville, marysville, and yuba city are among those on the list for evacuation orders. if the spillway fails, the river would see the most damage. the salvation army is serving food to evacuees. they will be serving breakfast and lunch to evacuees in santa rosa. we will continue to monitor the situation at the orville dam and bring you updates throughout the day. find the latest on our website www.cbssf.com. a violent gang behind murders and drugs is behind bars. a year-long investigation ended with rests this morning. maria medina is live in santa cruz at one of the homes raided by special agents. maria? >> reporter: kenny, you're

going to see exclusive video and just a minute but first, let me take a look at this home. this is one of the homes raided this morning. we're talking a dozen homes, nearly a dozen people arrested, allegedly behind murder, extortion, and drug trafficking. >> we don't want murderers or drug act to be here. >> reporter: a suspected violent gang known as ms 13 dismantle the now facing federal prison. taken down by homeland security special agents this morning, armed with rifles. and armored tanks. the result of a five-year investigation. buddy carrigan woke up to the sounds of what he thought were gunshots. >> there was a big boom. all i heard was a big boom. >> reporter: he lives steps from one of the homes that was rated. how do you feel about the fact that these suspects were your neighbors? >> uncomfortable but comfortable now because they are gone. >> reporter: other law enforcement agencies helped

with the arrest including a street near the famous boardwalk. investigators say the santa cruz-based gang operated here for at least a decade allegedly responsible for several recent shootings and likely behind unsolved cases. >> we are tired of it. as a community. we need this element extracted from our streets. >> reporter: michael, who also lives next to one of the suspect's homes is relieved. the alleged notorious gang is now off their streets. >> we have gang members out there that things that they rule our streets. >> reporter: and most of these arrests happened here in santa cruz but there are also some arrests in east palo alto and daily city. i also want to mention that police want to reiterate this was not an immigration raid. many people were concerned because of the timing but this is a gang raid. the investigation spawning from five years ago.

maria medina, kpix 5 ace train's are not running today. altamont commuter express says trains will not operate today or tomorrow because of weather and flood related outages. they normally run weekdays between san jose and stockton. recent storms have left a lot of bay area roadways with nasty potholes. some help is on the way. crews are taking part in a pothole repair plates today in danville, working on both directions of sycamore valley road, and in many cases throughout the region, the potholes are costing drivers you end up with expensive car repair bills. this morning marks the formal signing to start work on any medical research and academic building in san francisco. the $188 million facility will be at the zucker berg san francisco general hospital. san francisco police say use of force incidents were on the rise from last quarter of 2016 despite officers wearing body cams starting late november. jackie ward joins us with more.

>> reporter: last year was the first full year we saw detailed data of these incidents and the examiner is reporting that numbers have remained steady over that time. data also continues to prove african-americans and latinos are more often impacted their mother ethnic groups. the examiner writes the new report details all use of force incidents and the race and gender of those involved. the department of police accountability says all the cities like san diego and oakland have seen a decline in reported police misconduct since introducing body cams, it may be too soon to tell in san francisco because fourth- quarter data has yet to be released although there was an increase over reported incidents. the report called that a "minor difference. there were 45 more encounters deemed use of force incidents in the fourth quarter then there were in the third quarter. as far as ethnicity of the subjects, the report says there was a big drop, 194 african- americans in the fourth

compared to 448 in the third. >> thanks. president donald trump and canada's prime minister justin trudeau held a joint press conference from the white house, both putting security at the top of the agenda. >> we have some very strong, very tough ideas on the tremendous problem we have with terrorism and i think when we put them all together, which will be quickly, we will have a group of talented people. we will see some very obvious results. >> >> security and immigration need to work well together and canada has emphasized security as we look towards improving our immigration system and remaining true to the values that we have. we had a very strong and fruitful discussion on exactly that. >> the prime minister went on to say canada has welcomed refugees and that they have always taken security very seriously. overall, the two leaders call that a fruitful conversation

but the two leaders do disagree on a number of issues. more on that is weijia jiang. >> reporter: canadian prime minister justin trudeau is meeting with president donald trump at the white house.>> it is the job of the canadian prime minister to have a constructive working relationship with the president of the united states, and that's exactly what i intend to do. >> reporter: the two leaders disagree on a number of issues, including immigration and trade. president donald trump has contained -- campaigned on nafta, the trade agreement between the u.s., mexico, and canada. in 2015, canada and the u.s. exchange $575 billion worth of goods with each other. >> the keystone pipeline. >> reporter: but they do agree on the keystone xl pipeline, which will run from alberta canada to nebraska. >> i have supported it for many years. >> reporter: national security advisor michael flynn is expected to be on hand for some of the discussions with prime minister justin trudeau but cnn learned his job may be in

jeopardy. >> it's not for me to answer hypotheticals. it wouldn't be responsible. >> reporter: general flynn originally told officials he did not discuss u.s. sanctions with russia's ambassador to the u.s. before president donald trump took office but u.s. intelligence agencies intercepted those calls. >> i talked to general flynn about that conversation. >> reporter: vice president mike pence is reportedly upset general flynn misled him about the discussions prior to that appearance on face the nation. weijia jiang, cbs news the white house.>> one source tells cbs news that general flynn may have a few more weeks as the white house tries to find out a new executive order on immigration. house minority leader nancy pelosi released this statement about flynn saying "this administration has exhausted its excuses for vladimir putin's grip on donald trump. it must be investigated and exposed, and broken."

verizon is bringing back the option to buy unlimited data again starting today. the same plan was scrapped by the company about six years ago. some competitors have reintroduced unlimited plans since then and for $80 a month, verizon customers will also get up to 10 gb of mobile hotspot usage, plus calling and texting to canada. at least one death is linked to the latest winter storm to pelt the northeastern u.s. blizzard conditions have been reported since yesterday in parts of northern new york and new england. massachusetts governor charlie baker just urged drivers to be cautious.>> bond crowd the plows. allow the personal and the equipment to keep on doing the work they are doing, to keep the roads clear.>> reporter: the weather-related death was the result of a fallen tree branch in pennsylvania. meanwhile, hundreds of airline flights have been canceled due to hazardous conditions. time for a check of our weather here with roberta.>> after a break we has more rain in the

forecast. let's go ahead and call on our high def doppler radar. i am just going to leave this up and running for the next few days. tracking the incoming series of storms that will bring more hydro issues here to the bay area. sizer satellite and radar. clouds sweeping across the bay area. today, hazy sunshine. temperatures in the 50s after dipping down to 37 degrees this morning. livermore now at 58 degrees. robert sullivan, good afternoon. he is our weather watcher in redwood city. he said it's cold and hazy but we need to get out. today, tomorrow and wednesday began our storm prep. we need to assess damage and repairs because we have a series of days where we will be inundated with more rain and wind. today, mild conditions but i midweek, rain in the far reaches of the north bay.

the extended forecast calls for rain and wind starting off with satellite radar. a little light precipitation off california. looks like for the most part we will see some of these renegade clouds but we are under the influence of high pressure right there and that is causing that northerly flow at 5 to 15 miles per hour winds. currently in the 50s and sacramento going up to 60 degrees. take a look at the greater lake tahoe area. springtime skiing and boarding. we have mountains and mountains of snow. temperatures in the 50s more snow in the forecast by thursday night through the weekend. temperatures dropping off in the 60s. this is where they should be this time of year but wait. after sunset at 5:47 pm, we will have an appearance of the son tomorrow at 7 am. spike in our temperatures tuesday and wednesday and then we see rain and wind. a fast-moving system on thursday with an inch and a half of rainfall. friday, the timing is in

certain yet but plan on rain and wind. a series of storms on saturday, sunday, presidents' day, and then monday all the way through wednesday. how about valentine's day? sunny skies, 50s and then 60s. >> thank you so much. we are joining a live news conference now with butte county officials who have an update on the oroville dam situation. let's listen in life. >> we're having some audio difficulties right now at that news conference but we do want to tell you that 188,000 people in the surrounding areas of lake oracle were evacuated over the weekend for the first time ever in its history, water was released from the emergencies spillway. let's listen to the authorities now. >> we need to have time to make sure that before we allow people back into those areas, it is safe to do so.

want to make it clear, the evacuation is still in effect. that said, i also want to make it very clear that we are working on a repopulation plan to allow for the safety and orderly repopulation our return of the public to their homes. when it is safe, based upon the evaluations from dwr, and our state and federal partners, then, we will be in a better position to make the decision as to when to lift that evacuation. but again, i want to make clear, evacuations are still in place. i recognize that this is

displacing a lot of people. i recognize what a hardship it has placed on our community but as i told you last night, we did this because our primary purpose is to ensure public safety. it was a hard decision to make. but i can tell you that the decision to release the evacuation and allow people to return to the evacuated area is an equally difficult decision to make and it's one that has to be based on analysis that we are receiving from subject matter experts in the field. so, thank you very much, and i'm going to turn it over to my colleague. >> thank you. kevin larson, the incident commander for cal fire and management team 3. i wanted to share with you guys that we are in close cooperation and in unified command with butte county sheriff and the department of water resources. as the sheriff stated, it is very much a fluid and dynamic

operation that is going on out there. when you try to factor in what we're dealing with, with mother nature, it's hard to look at a crystal ball and predict how that is going to evolve. with close communication and cooperation amongst these agencies as well as our state and local counterparts, providing us with resources we're getting, and we're getting the resources we requested and that we need. i assure you is working seamlessly amongst the three of us and i expect that to continue. >> if i could just add, now that we have discussed that, i just want to talk briefly about a press release that you should have received from my office a little while ago. a reference to the actions we took to protect the inmates housed in the butte county jail. it was necessary for us to evacuate those inmates when we issued the evacuation order for the general public. at the time, i did not disclose the location where those inmates were going to be housed

because it would have posed a security risk while they were in transit. they have now arrived safely and we are very fortunate to have the assistance of the alameda county sheriff's office for those inmates, in excess of 500 of them, who were transported down to alameda county jail and they arrived safely and they are currently being housed. the sheriff was gracious enough to do that and they will remain in that location. until such time as we determine it is safe to return them to the butte county jail. the press release that he received gives family members the information they need to make contact with their loved ones and it provides a number that they can contact so they can check on their loved ones

and perhaps contact them and visit them. >> we just heard from officials from cal fire as well as the sheriff's department, telling people that the evacuation orders are still in effect. they have not lifted the orders due to safety concerns. once again, 188,000 people in the surrounding area of lake oracle -- lake oroville are still evacuated. we are back after this. ,,,,,,,,
