here behind me in the bay. a lot of it is just harmless debris sticks and leaves. but there are bigger logs and even boat pieces that can do real damage and since this is all right at water level, it's hard to see ahead. the shore of yerba buena island displays some of the different kinds of junk now floating in the bay. >> it's become a bigger issue just with the higher water levels increased rain, faster currents. >> reporter: it's traveling from rain-swollen rivers through channels like the carquinez strait into the bay. >> that water level rises. it starts to pick up some things from, like, houses and farms and places that are not normally touched by the water. >> reporter: this stuff, natural and manmade, could do serious damage to all sizes of boats punching holes or breaking navigation equipment t can also break boats free from their docks making them ocean debris prompting unnecessary search-and-rescue operations. >> we want to make sure that the owners are okay, that there's not this vestle that

just kind of lost propulsion and we don't know anything about the owner. >> reporter: the coast guard is asking boaters to put their names and contact information on their vessels and to secure them tightly to the docks. the coast guard wants people to call them if they see any large debris so they can alert boaters on the bay. live on treasure island anne makovec, kpix 5. part of a marin county highway is shut down and time is running out to get repairs done before the next storm rolls in. a kpix 5's maria medina shows us, crews are working quickly on highway 37. >> reporter: highway 37 is one of the lowest lying state roads in california. and you can see why. this is novato creek and just steps away this is the shoulder of highway 37. this is now two feet above sea level. they are hoping to raise it to 7.5 feet above sea level to

prevent any future flooding. driving through novato isn't easy. it can be time-consuming. >> they are going through neighborhoods. >> reporter: it's dangerous on residential streets. >> there have been some close calls. i didn't know if she was going to stop when we were already halfway across the street. >> reporter: but the situation may get better soon. crews are working to solve the problem that's causing the traffic nightmare. highway 37. >> and it's concerning for people that the highway floods. >> reporter: it's normal for highway 37 to flood during king tides and heavy rain. it runs through creeks, rivers and marshes. crews shut down three miles between 101 and atherton avenue to regrade the pavement, replace the draining system with larger drain pipes, and install a concrete barrier on the eastbound shoulder in hopes it will minimize flooding. in the meantime cars are being detoured into neighborhoods including claire's. >> because everybody is trying to figure out what to do.

>> reporter: a temporary inconvenience to try to solve an ongoing one that pops up every time there's a heavy rain. >> it's a ripple effect. yeah. yeah. >> reporter: now, crews say all this work will not eliminate all future flooding but they hope it will minimize it. in novato, maria medina, kpix 5. some drivers aren't following road rules in that area of highway 37. the chp says that it issued 19 citations this morning for everything from speeding to passion on the shoulder to crossing through the cones. to the north cautious optimism as evacuees return home near the oroville dam. nearly 200,000 people were allowed back yesterday after crews made repairs to the damaged spillway. the water levels are down. more rain is coming in the next several days. >> they have to be vigilant. they have to pay attention to what's going on, and there is the prospect that we could issue another evacuation order

overwhelming support from a state from jurisdictions from throughout the california. and we are continuing to receive that support. we will be in the -- starting this afternoon taking the lessons that we learned from this last experience and incorporating them into our contingency planning and that will include also having resources and assets staged and ready in the event that the threat increases and we need to lift that. as part of that, we have a -- we are very thankful and pleased that the governor's office has submitted some national guard troops to us. we have about 150 of them coming into the region. they will be staying here and they will be available for us to use in whatever capacity we see fit and as part of the

ongoing effort to support this situation because as i said, although we have lifted the immediate evacuation order, this is still an emergency situation and we have to pay attention and have the resources on hand to deal with it. thank you. all right. we are just listening in live to the butte county sheriff giving us an update on what's going on with the oroville dam. he said that the governor's -- thanked the governor's office for committing national guard to come to the area and be available to use in whatever capacity they see fit. he did want to say even though the mandatory evacuations have been lifted, that this is still an emergency situation. and they do need all resources still on hand. we'll continue to update this story throughout the day and also on our website, cbssf.com. in other news -- >> -- part of how we -- [ pause ] police are investigating a car crash in san francisco as a

homicide. officers found the wreck at van ness just after 2 a.m. they found a body inside with a head wound. police suspect the person had been shot. no word on arrests. the president is holding meetings with israeli prime minister benjamin netanyahu at the white house today. it's the first meeting since president trump took office. craig boswell has more on the agenda. >> reporter: president trump welcomed israeli prime minister benjamin netanyahu to the white house to discuss peace efforts in the middle east. the trump administration is reportedly considering a major shift in u.s. policy and could move away from a two-state solution. >> i thought for a while the two-state looked like it may be the easier of the two. but honestly, if bibi and the palestinians, israel and the palestinians, are happy, i'm happy with the one they like the best. >> reporter: a committee member for the plo issued this statement saying, if the trump administration rejects this policy, it would be destroying

80 tankers have been parked in schellville for months. the sonoma-marin area rail transit authority had previously said those tankers posed a safety threat. but the transit system has reached an agreement with northwestern pacific railroad. if the deal is approved, the tankers will be allowed to stay as long as the contents are made public and they are kept off the 101 corridor. bart says it needs more railcars and hopes some of the money will come from higher bridge tolls. the idea would be increase tolls by one to three dollars on the bay area's seven state toll bridges. it could be a ballot measure as soon as 2018. bart says it needs 306 additional railcars something not covered by measure rr. a bond measure which passed last year by voters in a special district election. a new warning from yahoo. they are telling users there was potentially malicious activity on their accounts between 2015 and 2016. it's the latest development in yahoo's investigation of a major breach that exposed a

than 40,000 people died in car accidents in 2016. that's the highest number in nine years. the national safety council estimates an additional 4.5 million people were seriously hurt. in a survey nearly half of drivers say they feel safe to send text messages while driving. two out of three are comfortable with speeding. another study shows that -- suggests that millennials are worse than teenagers. according to a survey by the aaa auto group, 88% of drivers ages 19 to 24 confess to risky behaviors behind the wheel. nearly 60% admitted sending texts while driving and half have run a red light. investors are digesting new information data. the government says consumer prices were up in january by the fastest pace in nearly four years with the cost of gas, new cars and airfare going up. overall retail sales also rose in january even at department stores, which have struggled.

san francisco-based twitter has never turned a profit. but ceo jack dorsey gave his company a vote of confidence buying $7 million worth of shares. "usa today" reports he bought up twitter shares to boost the stock before. in 2015, he bought more than 31,000 shares afford about $875,000. a live look at the big board now. the dow is up 110. the market opened up at record highs again this morning. the trump administration's promise to roll back regulations on the financial industry are sending bank stocks higher today. the maker of a drug to treat a form of muscular dystrophy. the drug was approved by the fda but it's on hold. congress is expressing outrage over the plan to charge nearly $90,000 a year for the drug. it's widely available in europe for $1,000 a year. let's get a check of our forecast with roberta. >> and here we go again!

we have more rain entering the bay area. hi, everybody! let's get to it. call on our live hi-def doppler radar. we're picking up some light rain renegade showers in advance of the rain coming in tomorrow morning. rain showers splashing through fairfield also entering bay point now. sweeping through concord, clayton, walnut creek. in advance of the area of low pressure we have a flash flood watch in effect for the yellow area maybe breezed through a little too quickly for you. that's the auxilliary spillway of the oroville dam keeping an eye on that. the red specks you see there are levees in sacramento also including the clearlake area at lakeport. many of those levees and rivers are at flood stage. this is a live look out towards the bay, wow, in a northerly direction from sutro tower. we have a little haze out there under mostly cloudy skies. the clouds will continue to thicken, temperatures in the

50s and 60s. rain in the northwest of california. clouds are in the area. this is our satellite-radar, core is way out there. this is the front of the and watch the timing. this is our futurecast and that right there is the front. slicing from the north as to the central bay by 5:00 in the morning reaching portions of santa cruz. it's fast-moving. so a lot of ponding on the roads. it will be out of san jose in the late morning hours and then scattered showers in the afternoon. on friday, the system comes from the south. it pushes up and lives up into the bay area on the latter side of the morning commute and then enters let's say the central valley by lunchtime. so it's going to be a very middle east -- it's going to be a very messy day. two inches of rain throughout the area. renewed threating flooding, mountains increased risk of mudslides. we have a winter weather alert for a storm watch in the high
