8 inches hire up. especially the santa cruz. winds 60 miles per hour and 60 inches of snow. all the details coming up in the forecast in a few minutes. another big concern with the storm, the wind. high wind advisory for the bay area right now. you can see the waves in pacifica are whipped up. we have team coverage from the north bay to the south. we begin with jessica flores where there are concerns about flooding. jessica? >> reporter: we are on the bridge right here. this is one of the areas that flooded before. i want to take you to the creek right now. 3 to 4 feet. needs to reach 13 feet in order to flood homes and businesses but folks are concerned about what will happen over night. >> reporter: shop owners are bracing for the worse. possible flooding. a threat that is all too

familiar here. >> this year, two times i was confident we were going to flood and literally as the water was getting on the street, mother nature shut it off. sandbags line the streets. two weeks ago severe storms pounded the area. flooding streets. and even triggering a mudslide. that crushed this home. >> very anxious. i am thinking what can i do to save as much personal property as possible. >> reporter: the fire department is asking residents to move vehicles to higher ground. >> i have a one story house. i put everything up. my couches, rugs. clothes. >> reporter: as the storm rolls through over night, residents and business owners are hoping the storm spares their town. >> prepared. i the gates up. >> i am exhausted and done with

[ laughter ] >> reporter: the fire department is warning drivers about being careful, they are asking people not to cross flood roads because most flood deaths occur in vehicles. jessica flores, kpix 5. >> the reservoir is prompting flooding concerns for communities down stream. kpix 5's devin fehely continues our coverage from there. >> reporter: if ever there was an image pat incapsults the community, this is this water. but that only givers a small hint of the destructive power of the water that could be unleashed if the dam were to fail. >> reporter: something that hasn't been seen in over a decade. water cascading over the

spillway at anderson reservoir. sky drone 5 captured these images but people came to see conditions with their own eyes? >> it would be a disaster for morgan hill and gilroy. >> reporter: his professional curiosity with personal concern. >> it is the cycle. so much rain in a short period of time. that is why we have an estest. for that -- emergency spillway, for that reason. >> reporter: the water district has been trying to lower water levels at the dam. the dam may not be strong enough to with stand a major earthquake. if it failed the flooding down stream, could be catastrophic. >> we would be flooded and lose everything we have. >> reporter: the water district estimates it could be a month or two before they were able to lower the reservoir to a safe

level. >> it looks amazing and a great opportunity bring the kids up to see what is going on. >> reporter: mother nature put on quite a show and those watching hope the next act doesn't include flooding. >> reporter: once again this is a live look at water gushing out of anderson reservoir and dam. the water district has been trying to lower the levels for weeks but mother nature has been filling tup as quickly as they release the water devin fehely, kpix 5. >> good earthquakes by morgan hill. so concerns is a reality down there. incredible video of the emergency spillway at lake orrville. the water rushing down the hillside but getting the job done. the lake level fell 50 feet bethrow emergency spillway

where massive -- below the emergency spillway where massive flow sparked evacuations . we will see. and the mess in the feather river below and crews are building a barge that will carry machinery. 70-miles to the south, a new billion dollars spillway at the fulsome dam is designed to with stand powerful storms and the gates will be 50 feet lower that will allow for the early release of water. another reservoir is on the brink of hitting capacity. 830 feet the reservoir will spill over into the river and right now it is at 825 feet. people in low lying cities down stream are on alert. >> ytcoming -- it is coming. it is coming.

>> reporter: the spill over continues to rise due to the rain and releases. leases from the don pedro reservoir. >> we know the dam is full. the storms are coming. the snow has to melt so we know we need to get out. >> reporter: they were among the many to evacuate the mobile home park friday afternoon in modesto. the city most likely to face the first effects of flooding in the coming days. officials have begun releasing water from the reservoir that is close to flood stage. that means pushing more water into the river, a river that can't handle large volumes of water without causing flooding. >> there is some, you know, immediate reasons to pay attention. >> reporter: he has been monitoring california's throughout. >> some concerns -- drought. >> some concerns. close to flood levels. it would contribute to problems. >> reporter: he expects levy

breaks and lutz of water but -- lots of water but not like 1997 and unlike in orrville, he is confident officials are much better prepared to monitor the reservoirs and control for flooding. >> they will know which areas to evacuate. which folks to warn. it should be under control. >> video was from the flood of 1997. one group of volunteers are keeping an eye on the levies. >> looking for breaks in the levies. looking for boils. wet spots. >> reporter: you can call them the levy patrol. san joaquin residents this is the 6th night she survived the water. >> easier to know what --

>> yes. quicker. >> reporter: these are two of the 1500 residents taking turns looking out for water seeping through. her home buts up against the levy. she says she comforted by her neighbor's efforts to be on top of any situation that may development. >> the fire departments and all of our very taxed and, you know -- we have to do our part. >> reporter: excess water is nothing new around here. run off created lakes that are not supposed to be there. most residents are not evacuating. instead they are working together. hoping they do not have to use this emergency flood siren. they are looking at less than an hour to get everyone out safely. >> within 45 minute. that may be optimistic depending on the time of day and the notification.

>> northwest of sacramento floodwaters receded in maxwell for now. muddy waters engulfed the town yesterday as storm run off overwhelmed a creek. many people had to wade through ankle deep water to get out their doors. >> there was three feet of water surrounding the perimeter of my home. two feet of water in my garage and water through the vents in the watter of the floor. >> they pouredden to interstate 5 causing a back up between maxwell and williams. tonight there is one lane open in each direction. 200 people who evacuated their homes have gone back now, trucks null of sandbags were driving all over town to help people prepare. chp duck for cover as bullets fly from a freeway. >> real life super heroes hit the streets of san francisco. the item they are trying to

sign -- you can see a piece of metal has broken loose near the . dangerous situation right now in daly city. you can see a piece of metal is broken loose near the "t." at the theaters. the sidewalk has been roped off to protect pedestrians from anything that might fall. volunteers cleaning up the streets of san francisco one needle at a time but that is not all they do. kpix 5's maria medina introduces us to the group who calls themselves real life super heroes. >> reporter: they hold ordinary day jobs. but on sends a they turn into

real life super heroes. cleaning up the community one hypodermic needle at a time. >> they are everywhere. it is growing. >> reporter: she is the co- founder of the california branch of the initiative. volunteers who have gone out every sunday for the last few years looking for used needles throughout san francisco. >> we pick up 35 to 40 every time we are out here. >> reporter: the needles just pile up. [ indiscernible ] >> reporter: they know what alley ways and streets they will find the needles. the hots spots, the tenderloin and the mission district. >> absolutely here. i think that is because there are a ton of homeless here and there is a ton of needle exchange areas that you can go to. >> reporter: what does that say to you about the state of the

city? >> there needs to be more programs. >> reporter: they also hand out socks and food the homeless and report crimes. rain or shine the volunteers go out. they are reward, not money but maybe a smile. and always a cleaner city. in san francisco, maria medina, kpix 5. coming up later, kpix 5's kiet do shows us one bay area community preventing drug over doses by putting lives in the hands of volunteers. more details on the new program later in the newscast. chp had to take cover as bullets flew over night. officers were doing dui stop near lathe and las vegas when they hurt gun shots and saw flashes from the freeway. that is the same neighborhood where police fatally shot a man on friday after he began firing at nearby homes and officers with a rifle.

chp says this morning's shooting was not related to that. officers called for back up and shut down 580 as they look for the shooter. no officers hurt. it is not clear if they were the intended target. back to storm watch. a missing snowboarder from oakland made it out of the sierra nevada just in time. he was riding with a friend yesterday when he went out of bounds on the back side of the mountain and got lost. he hiked three miles before sheriff's deputies found him. other than being cold and hungry he was fine. if you were planning to spend the holiday in the sierra nevada you may want to reconsider. road conditions are terrible. 5 feet of snow on top of the 40 feet the ski resorts are already buried in. at this hour light rain reported in santa rosa and down in san jose. everybody else has cloudy skies

and wind gusts, picking up southeast, 26. gusts up to 60 miles per hour in the bay area at the higher elevations. wind gusts in the sierra nevada 130 miles per hour. here is the latest on doppler. not much around the bay area. developing between now and 11:00 p.m. tonight. moderate rain begins. future cast shows there is nothing blocking the storms in the pacific. everything is over the ridge of high pressure. and then it is riding the track. right into the bay area. that atmospheric river shifted to the south on wednesday and thursday. and that is why los angeles got socked. now it is our turn. the focus -- always hard to narrow it down to a few miles. at the moment the best thinking is the santa cruz mountains are the target for the greatest amount of rain but we will all get hit. rain and wind. gustess 40 miles per hour in

the lower -- gusts 40 miles per hour in the lowlands. 11:00 p.m. tonight, big red blog, heavy rain targeting the south bay and the santa cruz mountains. we have scattered heavy cells in the north bay. can't draw a bead on the modelles. it givers you -- models. it gives you a general idea. as the time lapse video moves on, you can see we have this stream of moisture over the bay area. this is tomorrow morning, 4:00 a.m. roll it on. it doesn't move. a focus down in the santa cruz mountains at day break tomorrow. there is rain everywhere around the bay area. as time marches on, santa cruz mountains, santa cruz mountains, santa cruz mountains. look at that. really intense rain. forecast for that part of the bay area. and a little bit of a shift to the north and south and the focus could change. one and a half to four inches of rain in the lower elevations

for the potential of the creek over running its banks. >> south bay, water over a spill way at anderson reservoir. an effort by the water district there to lower the lake level as the next storm moves moves inches. only supposed to be 68% fool, anything over that raises concerns and the central valley could see the worse flooding at all. national weather service warning 18 counties at risk. the san joaquin river is approaching the top of the levy. people told to be ready to evacuate. >> you wouldn't know this by looking at the doppler, showing light showers approaching the coast. that will change, especially south of san francisco between now and midnight. kpix 5's joe vazquez in

pacifica where the wind will be whipping up. >> reporter: a light rain has begun to fall and it is breezy here at the pacifica pier. the outer reaches of the atmospheric river have begun oo arrive. -- to arrive . rough conditions started whipping up in the town that has been battered quite a bit. last couple months they had a sink hole, a mudslide closed a highway, large waves crashed through a restaurant and now they are bracing for more of the same as well as possible flooding in lelying areas. -- low lying areas. gusty wins as the ground is -- winds as the ground is saturated which you could see more downed trees and power poles. joe vazquez, kpix 5. >> a lot of erosion problems in pacifica. crews working to repair that sink hole between a 5 station

and a church and it could take till the end of the month to finish patching it up. caltrans has been working around the clock on emergency road repairs ahead of the next round of rain. some roads are crumbling and pot holes and other are shut down like this stretch of highway 37 in novato. it has been inundated. crews are planning ahead for the possibility of more damage and mudslide. >> we put in place k rails and traffic controls. we are looking at that area. working with the residents, trying to contact them to get a dialogue going. >> with the storm there is a possibility crews will have to stop repair work. now a political storm over

toyota. let's go places. stockton. it broke out just befo this . a smoky three alarm fire damaged a warehouse and buildings in stockton. it broke out before 10:00 a.m. this morning. the smoke could be seen for blocks. no injuries reported. this storm was too much for many trees in southern california. several people got stuck in their homes after a massive pine tree toppled over in the

hollywood hills. it blocked access to five homes. the families lives inside could do nothing but wait till crews finished sawing away branches and in santa barbara the storm uprooted two giant trees that crushed two cars. >> thankful i was alive. >> the trees caused damage and ripped out utility lines. >> i was going -- you know, get out of there, because i thought it would get too deep. >> santa barbara and ventura county could see up to an inch of rain by the morning. with water rising a lot of homeowners spent the day filling up sandbags. there are other inventions out there that promise to protect your property. >> reporter: the first thing we
