rise. >> i've never seen it that high. >> reporter: so is concern. >> it's a wake up for everyone to be a little more prepared. >> reporter: and dozens flocking to take a look for themselves. the it's trying to release water from the anderson dam to bring water down to normal faster. but with more rain on the way. >> we have never had this much rain in these many days. >> reporter: the surge may not be strong enough. if it failed the flooding downstream would be catastrophic. homeowners are simply hoping for a break. >> the water is staying in the culvert. it's still spilling off of the foothills. the ground so saturated i don't think it's been this saturated

in years. >> reporter: tonight we know with the reservoir at capacity. the district is keeping a close eye on coyote group. officials are urging homeowners in the area to be prepared especially with that round of rain straight ahead. >> rain is already coming down the santa cruz mountains tonight. the area has been battered with recent storms. >> that's going to be a mess tomorrow. strong winds are the big problem in pacifica. the area can't seem to catch a break. >> reporter: it's been a light rain off and on all evening here at the pacifica pier and it's become very breezy. it looks like the outer bands of that atmospheric river are beginning to arrive.

just as the rainbow started fading, rough conditions started gearing up. a large sink hole opened up, a mud slide closed a highway, large waves crashed through the restaurant. all this including the cliff erosion that has seen entire apartment buildings get demolished. >> it's not an easy economy even when you have a steady employment. but to logistically have to pack up because it's been yellow tagged or red tagged it's not good. >> reporter: the replacement should arrive in the next couple of hours. officials are bracing for the possibility of downed trees or mud slides. >> stormy seas brought up the marine county water rescue

team. they rescued three kayakers who were having trouble getting back to shore because of strong winds and currents in tamales bay. the ross valley fire department has already warned people to move their vehicles to higher ground. the storm is expected to impacting the area. cbs reporter alyssa bacerra shows us how people are gearing up for the flood. >> the water is flowing more

and his family are ready if the system turns. a water rescue team is headed for sacramento to be on stand by for potential flooding. it's the same team that went to oroville if the levee broke. >> one neighbor says she is relieved the neighbors are looking out. >> the fire department are very taxed so we have to do our part. >> we're look -bg for breaks in the levee, we're looking for boils on the edge of the levee. >> most people have not

evacuated. the next storm is the next big test for the oroville dam. the concrete spillway will need thousands of dollars in repairs but until now, officials continue to use it to prepare for the approaching storm. at the same time, the lake level has dropped nearly 50 feet compared to a week ago and officials are confident the lake can handle more heavy rain. the spillway which helps protect the dam itself was in danger of collapsing. the level has dropped now to 48 feet in lake oroville. waiting now for the storm watch to see what happens next. bryan. >> the don pedro reservoir is also filling up.

folsom dam where we're about to finish work on a second spillway. because those new gates sit 60 feet. the lake level can be brought lower sooner meaning they can make room for big storms before the water even starting kr climbing toward the top of the dam. >> that was a new way to deal with the infrastructure. let's deal with extreme weather. >> it was also extremely difficult. updating folsom lake by $3 billion and it may not have happened thanks to another major disaster. >> katrina did a lot of good for our system. >> this is probably one of the bigger cracks we've seen where the levee didn't fail. >> the heave -- the levee is

have a -- let's face facts. if we get an earthquake, the levees fail that's a disaster. not many people talk about that. but we're going to talk about this. the weather coming in, temperatures in the mid-50s. cloudy skies in the bay area at around 11:00. it is just offshore. it's already beginning to move in to parts of the coastal peninsula with the high de f doppler moving in. then heavy rain will develop in the next 60 minutes more much of the bay area. the wind and rain immediate a flood threat. the river el rations spike and the problem is it becomes to rain within if next 60 minutes and does not let up until tuesday monday. you can see the focus. the swath of rain goes all the

way up into the is sonoma coupty. -- county. it just depends where it focuses with this. we still have scattered and some pretty good cells coming down. it finally beginning the break up 24 hours from now. it doesn't ease completely until we get shower and almost 5-inches in santa cruz. that's in santa cruz. imagine what they're getting up in the mountains and san lorenzo river basin. even santa rosa and san rafael. about 3 inches for san francisco by the time we add it all up. so a flood watch in effect. winter storm watches are posted. if rain turns into 2 feet of snow. winds also a factor. look at all the bright colors
