live from the cbs bay area studios. this is kpix5 news. >> now at noon cars submerged, homes flooded as a result of the storm. thousands of people are evacuated in the south bay. and officials are focussing on flood relief. >> we have live team coverage on the flooded neighborhoods and roads in san jose. and the thousands of people evacuated. >> also the weather warnings in

effect right now. but first kpix5 has questions about why people weren't told to evacuate sooner. >> reporter: good afternoon, we are learning more than 400 people were rescued by boat yesterday. and today the mayor answered many questions as to why people were not alerted before the water reached their doors. >> if the first time a resident is aware they need to get out of a home is when they see a firefighter in a boat then clearly there's been a failure. we'll have a lot of time to analyze what exactly went wrong. >> reporter: the mayor says right now 36,000 people still under an advisory evacuation order. he also says that the situation right now has stabilized. you can see the water has receded but he is urging people not to return home are just yet. >> we've never been hit by

something like this. so it kind of hits home. >> hours after seeing these images of rescues, flooded homes, and submerged cars she jumped into help with donations in hand. >> diapers, wipes, baby bottles. >> visiting an overnight shelter for evacuees. >> my son goes to one of the schools where the families were effected. >> overnight 13,000 people were put under a mandatory evacuation. another 36,000 recommended to leave their homes as well. >> we went down santa clara and the water was halfway up our car. >> christina and her family some of the dozens now staying at james lick high. >> i didn't have time to grab any bags or anything. >> you left with the clothes on your back? >> yeah and the jacket we grabbed by our door. >> they hoped for the best. but know after the waters recede

life may not return to normal for a while. >> i mean i started crying. it kind of hits home. >> and one of the main reasons why they're not allowed to return home is because they say that water is contaminated and just when they think that this is all over they are bracing for yet another round of rain this weekend. live in san jose, kpix5. >> the fast moving water was gushing over the spillway this morning causing major flooding downstream. city officials say they released as much water as they could but there was a breach at coyote creek and they'll take a closer look into why that happened. the amount of water that spilled over mimicked a 100-year flood. >> more damage from downstream. >> reporter: the people i spoke

to in san jose say they are relieved it has stopped raining at least for now. but for the people who live here things are so bad they can't begin to clean up the mess. for the first time since her family was evacuated anna gonzales is getting a look at her mother's home. >> we're all effected whether it's our family directly or a community. it seems like we may be able to rescue some of the items. >> until they get the all clear from the city they're staying with her brother. >> it almost feels like it's unreal. so i try to stay present time and look at what can i do. >> this view from chopper5 shows what the neighborhood and the surrounding area lookeded like yesterday. today it's noticeably better but still horrific for those who live here. >> i'd say that's an aquarium. >> this neighborhood off center road is empty all that remains are cars submerged in water

that's contaminated in sewage. >> as you can tell this part of the road is still closed to flooding. there's still a lot of water. this is where the street meets the sidewalk and even after the water goes away it leaves behind a thick layer of mud. >> now that the initial panic is dying down some people are questioning how the city of san jose could have handled this differently. >> there's so much garage in the creek bed and it should have been removed or it would have helped had it been removed earlier like during the summer. and we probably wouldn't all be out here today. >> they should have been able to profile the low lying areas of san jose and realized where there's a conflict between elevations and they should have targeted those areas first. >> reporter: in this particular neighborhood since we've been here the water level has receded significantly but still it's so terrible here for those who live here and they have no idea when they'll be allowed back into their homes. all they can do right now is wait for that water to continue

going down. in san jose, jacky ward, kpix5. >> where jacky ward is standing we have a flood warning that remains in effect for this lunch hour. it is for the coyote creek and san jose area. as you see that red highlighted area it's about 63 miles wide as far as that creek is concerned more like a river. and it streams through the san jose and morgan hill where the flooding is still occurring. we do have a little bit of relief this afternoon as the waters begin to recede. right now standing at 10.5. flood stage is at 10 feet. in the north bay area still sustaining flooding right now. we do have blue skies and dry conditions. but we also have a thin vail of cloudiness over the past two days, look at these rainfall totals. this is why we have the problems

we're experiencing right now. san jose that's a lot of rain over a two-day period for you. same in the livermore area where we've seen golf courses inundated with precipitation. and 3 inches in san rafael. we have blue skies right now and a break in the activity. but i'm tracking a brand new storm heading this way. i'll tell you when to expect it this weekend coming up later in our newscast. >> a busy highway in the south bay has finally reopen. major flooding left a stretch of highway 101 underwater. all lanes in both directions were shutdown between 880 and 280 in the san jose. >> reporter: what a mess, kenny. thankfully as you can see behind me traffic is finally again rising smoothly on both the southbound and northbound 101 lanes. that's after it was shutdown for

the entire morning commute. >> this lake on highway 101 at mckey road literally happened overnight. flooding from coyote creek expanded across each lane starting at 8:00 p.m. and this morning the chp had to shutdown the entire highway and wait for it to recede. normally when this area floods crews pump water into coyote creek but since that's where it came from the water had nowhere to go. >> go up the ramp behind you. turn around. >> commuters didn't know where to go. they were turned away at highway onramps and traffic backed up on all of the surrounding roadways. delays continued long after the chp started reopening lanes just before 9:00 a.m. >> it took us about what? almost 45 almost an hour just to get to here. >> and how many miles was that? >> that's about 5 miles. >> just before 10:30 all lanes reopened after being fully

closed for six hours. >> i've been here for 20 years and i've never had an all lanes blocked flood on any freeway. >> while things are running smoothly now there's no real plan in place to prevent this from happening again. >> niles canyon in freemont is closed because of flooding. >> and in the sierra crews are rushing to repair a major traffic artery. this giant chunk of highway 50 collapsed leaving behind a gaping hole. the entire roadway was also in danger of collapsing. . this morning crews reopened one lane in each direction of the highway, they have separated the damaged areas with cement barricades, no word yet whether lanes will be fully repaired. >> stay with us for continuing coverage of the storm damage,

identity. secretary of state rex tillerson is being tasked with improving relationships with allies who are upset over trump administration policies. here's how he got started early this morning. >> secretary of state rex tillerson kicked off the day meeting with australian foreign minister, the meeting expected to help ease tensions between the u.s. and australia after reports of a contention phone call between president trump and the prime minister earlier this month. president trump expressed his frustration about an obama administration deal that would allow 15 hundred muslim immigrants into the u.s. from australia. >> you can also say why are we doing this? that's why we're in the jams that we're in. >> secretary tillerson had a closed door meeting with president trump here at the white house before he sets out on a trip to smooth relations with another u.s. ally. tillerson will join homeland security secretary in mexico to meet with the mexican president

tomorrow. the meeting comes on the heels of new guidelines from secretary kelly which dramatically increases the number of undocumented immigrants at risk for deportation. and orders the design and construction of a wall along the u.s.-mexican border to begin immediately. mexico insists it will not pay for the wall no matter what president trump says. >> and new at noon speaker of the house paul ryan and a delegation of representatives from texas and arizona are touring the u.s. mexico border as the immigration debate heats up. it's ryan's first trip to the u.s.-mexico borderline. he's scheduled to visit a u.s. border patrol station for a day long tour of the rio grande valley. >> san jose's police chief is meeting with federal and immigration officials this afternoon to discuss rumors of possible deportation raids in the city. the police chief says he wants to clarify whether san jose's immigrant communities will be

away from opening up its new headquarters. the company announced today -- it's in the process of moving its employees to the new "apple park." the new site is in the apple is less than two months away from opening its new headquarters. they're in the process of moving employees to the in the opinion new apple court. the site is in the shape of a giant ring and will include a theater named for its late cofounder steve jobs. they hope to have all employees

moved into the new space by april. >> wells fargo has fired four senior managers in connection to the bank's fake account scandal. its workers opened up to 200-0000 bank and credit card accounts without customer permission. they've already fired about 5300 lower level workers. >> on wall street the dow is up about 23 points. big names like apple and intel declined. energy and industry companies are taking some of the biggest losses. calphalon is recalling nearly 2 million knives after several people say they were injured from faulty blades. the recall includes the carving chef paring utility knives made between august 2008 and march 2016. >> and another recall in the

consistent 10 to 20 and occasional stronger gusts during the afternoon. the clouds are streaming in from the west right here. a couple of week disturbances tossing these clouds in. cool temps, breezy conditions today. sunny and brisk winds tomorrow. and rain returns right here to the bay area. that's why we'll have these disturbances roll into the bay area over the weekend. until then a lingering shower in sacramento at 62. and currently it's 18 on its way up to 22 in the sierra. we've had snow beginning to taper. temperatures today in the 50s locally. 54 in pacifica. to the mid-50s around vallejo, harp tins and back --

after being hit by a bus. it happened in the parking lot of the santa rita 're gathering m breaking news, an alameda county sheriffs deputy is in critical condition after being hit by a bus. it happened in the parking lot of the santa rita jail. >> an update now on the flooding in san jose. >> jackie ward is live. >> reporter: where i'm standing is dry but i'm feet away from horrific flooding that a few dozen people are dealing with today. as you can see cars still submerged underwater. people still not allowed back into their homes.

we spoke with one person whose family was evacuated yesterday. she said she's just trying to stay positive and keep it altogether. and is glad that her family is safe. but she's worried about her possessions inside of course just like everyone else. so right now this water is contaminated. if you touch it or go in it city officials are telling you to rinse off as thoroughly as possible. as for the people who live here they still don't know when they'll be allowed to get back into their homes. >> jackie, thank you. we'll be right back. ,,,,,,,,,,,,,,,,,,,,
