trump's speech tonight. norah, you were making an interesting point as we were watching. >> usually they give this spot to a rising star in the democratic party. instead they gave it to ritireee-- >> in a diner. >> which may say something about the state of the democratic party. or usually this forum is one that has been difficult for anybody, democrat or republican, to do well in. >> pelley: what we saw, john dickerson, is the setup story fe great battle that is about to happen, repealing the ferlazzo care act. >> and that's probably where the next rising star in the democratic party is found. what's interesting to me about president trump is this was an evolution from certainly the inaugural address in terms of all the same themes at the heart of it, but a kinder package, less confrontational, but is

this a temporary moment or does he start to govern in this fashion? and, also, if you're a member of congress what, did you get out of this speech that you can now use in your town halls or in trawking to your constituents? that's the real benefit of a speech like this. president has done what he can with executive orders. now he's got to be the leader of the republicans, and we've got to look for something in the speech that they can use. i'm not sure there's actually something in there for them to use. good for him. but he needs, also, for it to be good for republicans. >> well, you're hearing people say it's been 40 days and 40 nights since he's been in the white house, and dare we say, for the first time i'm hearing people say he looked and sounded presidential. i thought even his delivery was very different. the first time we saw a little bit of a chirchg in the armor tonight was when he said i'm going to repeal and replace obamacare. we saw the democratic women dressed in white give the thumbs down. but for the most part he seemed to have support, at least from his base, in that room this evening. >> pelley: our chief congressional correspondent nancy cordes is on capitol hill as always.

nancy, the democrats are united in saying they don't want to repeal obamacare. they will work with republicans to change it, but they must not repeal it. where is that headed? >> reporter: well, what that means is that republicans, scott, have a very narrow margin of error when it comes to passing a replacement package. they have to assume they're not going to get any democratic support. so they can't afford to lose more than 22 republicans in the house and two republicans in the senate. and already, you've got a lot of conservatives who say they don't like this idea of tax credits. they view that as obamacare light. they say if you're just replacing obamacare's subsidies with tax credits, well, that's just another entitlement program in a different package. and so republican leaders are trying to fast track this. they're trying to get the bill done in concert with the white house as quickly as possible, so that they can start pushing this through before republicans in

the house and senate can start defecting. >> and, nancy, those republicans were very happy today that trump specifically endorsed that plan of those tax credits for insurance plans, right? >> reporter: correct. because what they want him to say to these conservative members is, look, this is the only train leaving the station. if you want to replace obamacare, this is the plan that's going to do it. and if you don't vote for it, you're essentially saying you're a supporter of the status quo. >> all right, nancy cordes on capitol hill. thank you. frank luntz is with his focus group in lo l.a. >> yes, i am, and we're actually in the middle of a conversation. the american people, they're now watching you. i want to know, now that you've seen the democrats and donald trump, what's your reaction overall? has this changed anything for you? >> absolutely not. >> why not? >> because, i mean, we needed a fact checker. he was spouting a lot of different information. the facts weren't adding up, yet again. >> i just think in general, the

americans. tonight he talked about the relief for the middle class. >> i will not allow the mistakes of recent decades past to define the course of our future. for too long we've watched our middle class shrimp as we've exported our jobs and wealth to foreign countries. >> now president trump says he will create a new tax reform that will reduce tax rates on companies and provide tax relief for the middle class. another big topic repealing and replacing obama care and that brought a sharp response from democrats. >> i'm calling on congress to repeal and replace obama care. mandating every american to buy government approved health insurance was never the right solution for our country.

>> the way to make health insurance available to everyone is to lower the cost of health insurance and that is what we're going to do. >> several congressional democrats were seen doing a thumbs down sign in response to mr. trump's plan to replace obama care. now to the most emotional moment of the night. the president acknowledged karen owens she's the widow of ryan owens who died in yemen. >> ryan's legacy is etched into eternity, thank you. >> she wiped away tears and was given a round of applause that lasted several minutes. by far the most emotional part of tonight's speech. former kentucky governor steve bashire was elected to give the democratic response. he said the president's early moves don't match his campaign promises. >> people may disagree with him from time to time, but that doesn't make them his enemies.

punish people who are conserving energy and reward people who are energy hogs. >> reporter: this new two tier structure takes effect march 1st that's tomorrow. this comes on top of two rate increases over the summer, one for gas, the other for electricity. last july the average pg & e customer paid about $145 a month for gas and electricity. beginning march 1st, that bill will go up nearly $20 to about $165. >> oh and one more thing, people who use power above their tier level will face a 10% surcharge. i'm just the messenger. there's still one other pg & e charge on top of all of that. starting tomorrow, all residential customers will see a 2% increase in electric transmission rates. a traffic alert tonight. a big chunk of 680 has eroded

away in freemont right down to the rebar. crews all worked to repair the lanes. but the third lane is still closed. crews estimate it will reopen within the hour. >> we've learned small plane that crashed over southern california had problems before take off. according to an eyed witness. when it left river side. shows the plain plunging. five people on board three of them were killed. including a teenager, two people survived.
