heart attack, stroke or dementia. ♪ free woman. good afternoon, i'm michelle griego. breaking news out of oakland. the widow of the orlando nightclub shooter could soon be a free woman. good afternoon, i'm michelle griego. >> i'm kenny choi. just moments ago, the judge agreed to release her into family custody. noor salman awaits trial on charges of terrorism, however the judge is giving prosecutors two days to appeal that decision.

salman is accused of aiding her husband in the attack that killed 49 people an orlando nightclub in june. the judge says she is not a flight risk ordaining to the public. a rally under way now at san jose state university where students are lobbying against what could be the first tuition hike in years. kpix 5's maria medina is live at sjsu with why students say they can't afford a higher tuition. >> reporter: and this is a walkout at csu campuses statewide. students started gathering here just a few minutes ago at noon and this walkout is scheduled until 2 p.m. they are protesting what would be the first tuition hike in a half decade. the california state university board of trustees is looking at a 5% hike by this fall. that would mean an almost $300 increase for each undergrad student a year even more for grad students. one of the rally organizers announced details of today's walkout at classrooms today because he says not many students know about the

proposal that he describes as simply too much. >> for some students that would be the difference between, um, books or, um, groceries. >> students are already struggling and to ask them to try to give us more because, well, sorry, that's just the way things are, you know, i -- i -- i just don't find that responsible. >> what would be a reasonable increase? >> well, i don't think there should be a reasonable increase. i feel that they should just keep the fees the way they are. >> reporter: and the university says it needs to increase tuition as they scramble to keep up with more students enrolling in college, getting them to graduate faster and hiring more faculty. the hike would generate almost $78 million a year systemwide. but csu has said they will ask for state funding to overcome its $167 million shortfall. the board of trustees will vote on the hike in three weeks. this walkout is until 2:00. i reached out to the spokesperson for sjsu and have yet to hear from them.

live in san jose, maria medina, kpix 5. an unusual sight. three base jumpers dive off the hilton tower in san francisco. witnesses saw three people parachute off the ledge before midnight last night. two of them were arrested for trespass and conspiracy. police are still searching for the third. a female. hilton tower is one of the tallest towers in the city. it stands at 490 feet. the white house is still celebrating president trump's joint address to congress last night. many are saying that it was the best speech the president has ever given. but whether those good feelings translate into legislative action remains to be seen. don champion is on capitol hill with details. >> reporter: president trump is scheduled to host republican congressional leaders for lunch at the white house this afternoon. the president laid out his vision for the country during his joint address to congress last night. and now he needs the lawmakers' help to make it a reality. >> whether it be with repealing and replacing obamacare, whether it be with tax relief and the economy, whether it be

with immigration, i think the american people heard -- they really heard the president in full. >> reporter: mr. trump is receiving high marks for his speech. a cbs news poll out this morning shows 82% of people who saw the speech called mr. trump presidential including a majority of democrats. and 61% said the president's tone was very positive. republican lawmakers say the positivity was a refreshing change. >> overall the speech was focused, disciplined, and subdued. it was remarkably uneventful in a good way. >> reporter: democrats say the president's speech was different from the presidents they know and they need to see it to believe it. >> speeches have a shelf life just like his inaugural speech. people fort got it and he started getting into mess after mess. same thing is going to happen here. >> reporter: the white house had been planning to release

become what the city calls a grand boulevard. >> let's get the dirt digging and let's get this project done! >> reporter: today a ceremony to mark the groundbreaking of the van ness improvement project which has already started at the end of last year going from three lanes to two in each direction. >> i drive around town, i'm in sales, so getting around the city is a lot harder these days. >> reporter: the only lefts are allowed at broadway and lombard causing traffic headaches. >> having a hard time getting through the intersection. >> reporter: but when it's finished, the city says traffic speeds will be improved by 32% in part because of the bus rapid transit project. while muni buses now pick up passengers on the sidewalk, they will soon have a dedicated lane in the middle of the roadway with medians for passengers to board. >> this is going to be one of the most important transit projects in our city and i cannot wait until this happens because it's going to make a huge difference.

little weird and the weather is kind of crazy and acting up down there and i told her it's probably not best to take that plane. >> investigators still aren't sure exactly what brought the plane down. a witness says it looked like the tail was shaking as the plane took off. today the ntsb is combing over the crash site looking for clues. >> there's three things we are going to be look at today. we're going to be looking at the machine, the machine and the environment. how all these three things fit together is, um, a part of a much larger holistic process. >> the ntsb will remain at the crash site for four days. the preliminary report of their findings is expected in the next 10 days. shocking new details in the sexual misconduct allegations on uc campuses. newly released documents show that more than 100 uc faculty members are accused of sexual misconduct. the university officials say that they investigated 113 cases over a three-year period. those accused include prominent

actions. he says he needs to grow up adding he wants, quote, leadership help. today we should learn more about all the traffic on the peninsula. san francisco recently ranked fourth for the worst traffic congestion in the world. it's especially bad on highway 101. caltrans officials are meeting tonight at 6:30 to try to come up with a solution. a violent storm system pummeled the central part of the united states and now it's heading east. more than 20 tornadoes are reported in five states. at least three people were killed. two in illinois and one in missouri were killed. michelle miller is in illinois with more. >> reporter: multiple tornadoes were spotted across illinois as they carved a path through the state early tuesday evening. in ottawa, powerful winds ripped giant trees from the ground knocking out power in the area, one came down smashing this truck. >> it was scary. it sounded like a freight train like they always say and it was

fast and stuff was blowing around. >> reporter: at least one person was killed here in ottawa by a fallen tree. local police say the damage is extensive. >> portions of houses have been destroyed, you know, front porches and stuff. a lot of power lines down. >> reporter: near the southern tip of illinois, lightning revealed the size of this massive twister. >> oh, my god. >> reporter: right across the river in missouri, a woman was rescued from the rubble of what used to be her home. [ inaudible ] >> reporter: debris littered the streets in the small missouri city and several homes were damaged. at least one person was killed and others were injured. the governor of illinois activated the state's emergency operations center last night to get a jump on helping people through this critical time. michelle miller, cbs news, illinois. >> the east gross atlanta to new york -- coast from atlanta to new york could see storm later today. the san jose water district
