griego. >> and i'm anne makovec in for kenny choi. this comes as claims that former president barack obama ordered illegal wiretapping of trump tower during the presidential election. cbs news' kenneth craig breaks this down. >> reporter: president trump signed a new executive order designed to keep terrorists out of the u.s. >> this is part of our ongoing efforts to eliminate vulnerabilities that radical islamist terrorists can and will exploit. >> reporter: the band will last for 90 days and applies to citizens from six majority muslim countries and removed a rock from the list. -- iraq from the list. >> this executive order responsibly provides a needed cause so we can carefully review how we scrutinize people coming here from these countries of concern. >> reporter: the white house says the new executive order addresses legal issues the courts had in striking down the

first travel ban. the new executive order comes as the white house doubles down on president trump's claim that former president barack obama illegally ordered a wiretap of trump tower during the presidential campaign. president obama's director of national intelligence says it is not true. >> i can deny it. >> reporter: the white house wants congress to investigate. >> i would expect that he is going to want to provide our committee with any evidence that he had. >> reporter: democrats say this is an attempt to deflect investigations into trump campaign aides, colluding with russian officials. >> the president is the deflector in chief. anything to change the subject from where the heat is. >> reporter: fbi director james comey has asked his bosses at the department of justice to publicly refute president trump's claims saying they are false. kenneth craig, cbs news, the white house. this was the scene at sfo back in january when president

trump announced the first travel ban. hundreds of people including lawyers lined up in front of the terminal to greet foreign travelers. you can see many of them held signs that say, no ban, and, refugees welcome. and then there was this emotional homecoming just days later, a 12-year-old yemen girl stuck overseas for more than a week because of a travel ban was reunited with her family in early february. it is not clear if we will see those emotional scenes play out this time. the new travel ban takes effect in 10 days. meantime on capitol hill, attorney general jeff sessions who recused himself from any trump-russia investigations last week is expected to file amended testimony to the senate explaining why he did not disclose meetings twice last year with the russian ambassador during his confirmation hearings. back here in the bay area, we are tracking scattered thunderstorms. this is a live look at sfo. at last check, 115 flights are delayed because of the weather.

roberta gonzales is in the weather center. >> we have a wide variety of elements, from sleet to hail, to snow, and even the rain. we have peeks of sunshine and a few rainbows. picking up scattered precipitation right there, right now in the northern portion of the bay area. when you see the areas of yellow, that is a moderate downpour. we see right now, that just moved out of the berkeley area, we have snowfall right there, this is on live data coming in. as it moves out rapidly, well, it was there, it is all moving out. but we do have scattered precipitation. let me readjust this. san francisco through the district, all the way into brisbane, and when you see these yellow areas, i'm talking about the ones right here, that is heavy rainfall that could contain some possibilities of hail associated with it, with that cooler air mass working its way into the bay area with

the passage of the cold front. we do have a flood warning for the red highlighted area over here. that is the clear lake area at lakeport. also this yellow area is the carquinez strait and delta. but we have been noticing higher levels in the water, all due to the release of water from the lower sacramento river. we will keep a watchful eye on that. plus , more rain in the forecast. and we have a day which we will hit near 70. i will feature that later in our newscast. new at noon, san francisco firefighters made some quick work out of a house fire in visitacion valley. reports of heavy smoke coming from the home started at around 10:30 this morning. crews got on the scene and had things under control 10 minutes later. the fire may have started in the kitchen, no injuries reported. today, bay area lawmakers and business leaders are pushing governor jerry brown for major funding to fix potholes like these in san jose. kpix 5 reporter jackie ward explains what they hope to get done with the money.

>> reporter: this winter has taken a toll on roads and cars, all across the bay area. some drivers are spending an additional $1000 just to maintain their cars. just leaders who were here this morning once drivers to spend less and the state to spend more. we have all tried to swerve around them, or attempted to avoid them altogether. but, potholes and cracks in many roadways keep getting worse. >> they have become something of a solemn course for the -- slalom course for the drivers. this is becoming a safety issue and is costing residents and motorists $100 per year. >> reporter: and it does not come cheap. across california, drivers are paying $53 billion in additional car repairs. that's why legislators as well as business groups hope the bills will pass. >> we have 600 miles of streets in poor condition today. that is 23% of our street infrastructure. >> reporter: fb-1 would raise

$5.5 billion each year to include local and state roads, trade corridors, and public transit. it would save a $.12 gas tax increase over 3 years. it would raise registration fees by $38 for gasoline burning vehicles and require zero emission vehicles to pay an annual $100 fee for road maintenance and repair. >> if we look at that money in sb-1, it will take 10 to 12 years in terms of consistent funding to take care of all of the backlog that we have. >> reporter: supporters of the proposed bill want governor jerry brown to pass this by april 6. critics of sb-1 say this would raise the gas tax to -- too much and they would rather attention be spent on public transit. in san jose, jackie ward, kpix 5 news one. the bill has already -- kpix 5. >> the bill has already passed the first committee and needs to pass two other committees before reaching the senate floor.

there are some new ways to cross the day, the new tie line ferry services running between the berkeley marina and san francisco. it was a 40 person boat including free wi-fi and a flatscreen tv. beer and wine on top for the ride home. it is a 20 minute trip that costs eight dollars each way. the golden gate ferry took over service this morning, it already serves passengers in larkspur and sausalito, and will now take on commuters in tiburon, too. there will be a trips from tiburon to the city and eight trips back. over all, transportation officials say this will help reduce road congestion. already, buses and ferries eliminate 20% of congestion on the golden gate bridge. people take public transit because they feel that it is reliable and affordable. that helps drivers who have to be in a vehicle going across the bridge. >> here is the breakdown of ticket prices, all of these are one way. $11.50 for adults, the clipper affair is seven dollars. senior and youth will pay $5.75 and kids under 4 are free.

the defense department is investigating claims that a number of current and former marines used social media to share thousands of naked pictures of female service members. cbs news' jan crawford has the latest from the pentagon. >> reporter: in an online article, marine thomas brennan described how members of the secret facebook group, marines united, encouraged each other to post illicit pictures of their female colleagues. some promising free beer to contributors. >> these photographs had name, rank, and often places that had their current military duty station. it had their hometowns. it had contact information. >> reporter: the purple heart recipient says the photos drew in thousands of comments. he cited one lewd comment about a female corporal in uniform which said, the service members linking the photo should take her out back and sexually attack her.

one victim told us group members talked about what they would do to her. some of the women believe their former partners may have leaked the images. others said their accounts have been hacked. the accusations come as the military is trying to correct a long-standing problem with sexual harassment. in a statement, the marine corps said the conduct undermines their core values. this behavior destroys morale, erodes trust and degrades the individuals. brennan is being criticized by some of his fellow marines who say he is also guilty of making derogatory comments about women on facebook. in response, he told cbs news he has never claimed to be perfect. he does not want this to deter from the focus of the story. brennan says his family is also being threatened. we reached out to facebook for comment and they told us, we do not allow harassment and remove content that appears to purposefully target private individuals with the intention of degrading or shaming them. they also noted that they have taken down the offending groups from the site. jan crawford, cbs news, the

officials say the launch was timed for maximum exposure, coinciding with high-profile events in the region. the u.s. and south korea are holding annual joint military exercises, while china's biggest political event was also underway. last month, north korea launched an intermediate range missile, the first since trump was elected president. back here in the bay area, the former mayor of stockton busted at sfo. fbi agents brought him into custody as he returned from a trip to columbia. he is facing a number of charges including embezzlement, grand theft, misappropriation of funds, and money laundering. last week, investigators executed a search warrant on his home and the stockton kids club which he home though she runs. they carried out computers and boxes of documents. anthony silva's attorney says he is innocent. >> he does get a bad rap because he is constantly facing these allegations.

he may be somebody that is easy to go after, he is an easy target and he may not always exercise the greatest discretion but it is probably discretion that exceeds many other people. >> silva is being held on $1 million bail. crews working at the lake oroville spillway are working to make progress nearly one week after officials shut down water releases. 20% of the debris has been removed from the base of the lake's spillway. excavators are removing debris to clear the way for water releases from the highest power plant at the base of oroville damn. the plant was started on friday, then shut down again saturday. officials hope to reopen it within the next day or two. crews also continue to repair erosion on the spillways. in san jose, cleanup continues to remove garbage and debris from last month's flooding. over the weekend, hundreds of volunteers came out and cleared out fallen branches. several restaurants took place in family flood relief day,

donating 25% of their proceeds to a recovery fund. authorities say 500 homes were damaged by the flood. the city is keeping local assistance centers open through at least wednesday. flood victims are able to pick up resources from the centers between 10:00 and 6:00. city officials will later evaluate whether to keep them open past wednesday. in the mountains there is plenty of fresh snow. let's take a look at sierra and tahoe. great news for snowboarders, squaw valley announced it will stay open until 4 july. roberta, get your bikini ready. skiing in july. >> only if you will join me. usually, it is a bikini on the fourth of july in the lake tahoe area on the lake but now you will be skiing on the slopes. winter snow warning in effect, this is live data showing you where it is actually raining at this moment. when you see those shades of yellow, that is a heavy downpour back to american canyon.

looks like they have wetlands out there. all of the rain that continues to sit on top of the landmass. meanwhile, around highway 4 heading out of the antioch area, some light rain showers, which have making their way over to san jose, also willow glen, back into evergreen. light to moderate rainfall, we have had snow in hamilton just about all day long. the city by the bay, light to moderate rainfall over the bay bridge. the red highlighted area is a flood warning in effect for clearlake at lakeport. meanwhile, we continue to see the watch for the carquinez straight, that huge yellow area off of the delta where the sacramento river has been allowed to release some water, so we have higher levels at the delta, please be mindful of that. meanwhile, it is our live weather camera looking out from the transamerica pyramid in an easterly direction. we do have mostly cloudy skies and temperatures into the 50s

after dipping down to 39 degrees early this morning in santa rosa. otherwise, pretty much nestles into the 40s. winds rotating all over the place out of the south. 13 in oakland but when you cover that up with a temperature in the low 50s it is raw outside. these winds will blow 10 to 20 during the later portion of our afternoon commute. so, that weak disturbance that barreled out of alaska, a cool air mass associated with it. we only got a quarter of an inch of rain yesterday throughout many locations. 0.4 inches in the san francisco area. this continued to take a nosedive and just to the east. futurecast shows that. hit and miss scattered thunderstorms primarily to the north. look at this time tomorrow. still far-reaching widespread precipitation but everyone else is drive. wednesday, high pressure building in, good transition day with our temperatures going up with thursday being the sunniest and warmest day. winter storm warning in effect in the high sierra. 26 inches of snow at northstar,
