split of departures and arrivals. and mostly flights on the west coast. >> we've been looking at doppler radar and it's the first day of spring. and we're watching the rain get closer and closer and it has rifed. when you see the pockets of yellow and orange that's the moderate to heavy downpour. we see the heaviest concentration from cloverdale from guerneville to windsor. this is from mount vaca. and you can see that it's raining there as well. our temperatures are into the 50s and 60s. pretty uniform. but the other side of the coin, the winds have been increasing to 16 in san francisco. and notice the south, southeast wind at 18 in oakland. and that's ushering in the warmer air mass. this is the big picture. how the current system looks as it bangs up against the western part of the state. we'll have rain throughout our

overnight ours and into wednesday. we'll have a break thursday and we'll talk about a more potent storm headed our way. crews in clayton are coming up with a plan to fix the morgan territory road. it was closed after winter storms blew through the bay area. an mac a vick is in clayton with that update. >> reporter: a golf cart is one of the few efficient modes of transportation up morgan territory road. it's been closed for almost a month. >> the bad part is the walk between the cars. >> reporter: more than 200 homes are cut off. people are parking their cars before the closure. >> when it's rainy and windy,

it's going to be hard. >> reporter: there's no timeline to fix the roadway because the landslide is moving an inch a day. this nurse rides 3 miles to her car before dawn. >> we're young and capable and the first week it was okay. it's getting beyond ridiculous now. exhausting. >> what these people want is another way in and out of this area. >> the county has been looking at alternates. but they all involve private property and the county has not yet secured a deal. >> we're working through the process. >> yesterday the county opened the road on a limited basis for six hours. officials will try to plan another day after the next round of storms. another temporary reprieve. >> our consultant has been providing us information so we can come up with the design. >> reporter: even when work starts it will take months to complete. >> we try to stay positive but

it's been a long time. governor jerry brown is in washington to secure funds for infrastructure improvement. erosion swallowing backwards may not be fixed for another four months. there are plans to build a support wall. and the water district has approved the emergency fix. commuters should expect delays in the bay bridge tunnel. caltrans is fixing corrosion that caused a big chunk of concrete to fall. lane closures are expected to continue until june. right now students and parents in san francisco are getting anxious as they wait for the district to release school assignments. a local nonprofit is now stepping in to help. >> days behind schedule, the san francisco unified school district will be sending out

the school assignment letters tonight. they blamed staffing emergencies for not getting the letters out last week. a local nonprofit is helping families who are wary about pressing deadlines. >> the school district was kind enough to let us know at republic schools what was going on so we could understand and properly answer questions when families came to us with questions. >> reporter: parents can choose from 130 schools but there's no guarantee they'll get their school of choice even if the school is in their neighborhood. >> some people applied to multiple places. they may have applied to public school and parochial school or private school. and they want to make informed choices. >> many have set a financial aid deadline, leaving families only a few days to make their

decision. >> reporter: this affects 14,000 students. the santa clara correctional deputy accused of hitting an inmate in the face appearing in court today. >> the deputy is out of jail as posting bail. he's been on administrative leave since being arrested the sheriff is trying to crack down on misconduct after the beating death of an inmate in 2015. three deputies are set to go on trial for his murder. several drivers suspected of driving atvs recklessly on the bay bridge. officers using a chopper to search for dozens of off road vehicles and motorcycles during a side show in the eastbound lanes last night. when they got into oaklands. they caught up to one woman who was arrested. the other suspects sped off.

an assault rifle and meth when two people were arrested. >> all are being held on suspicion of drug and gun violations. congress is holding its first public hearing looking into russian interference of the 2016 election. lawmakers are also digging into claims that president obama wire trapped trump tower. >> i have been authorized by the department 06 justice to confirm that the fbi as part of our counterintelligence mission is investigating the russian government's efforts to interfere in the 2016 presidential election. >> fbi direct james comey revealed that the bureau is looking into russian interference in the presidential election. >> all i can tell you is what we're investigating which includes whether there was coordination.

>> president trump has apparently been watching the hearing. he tweeted out comments monday afternoon. he seized over the refusal to discuss conversations with president obama. >> not something i can comment on. >> reporter: comey did refute the claims about president obama wiretapping the tower. >> he could not unilaterally order a wiretap of anyone. >> no president could. weijia jiang, cbs news, capitol hill. supreme court nominee neil gorsuch appeared before the senate judiciary committee this morning. 49-year-old gorsuch is a denver based appeals court judge where he has built a consistent conservative record. he's also been compared to

force you to get a genetic test. a new bill will let companies request genetic testing and charge more for health insurance if they refuse. the north carolina congresswoman who introduced the bill said it would allow them to offer discounts. >> it will save people money and it also will help them achieve a better quality of life. >> there are possibilities for misusing genetic information that make it very important for this information to be private. >> the bill passed a house committee this month but with opposition mounting it could be a tough sell in the senate. drivers are being warned about the dangers of getting behind the wheel when tired. a new campaign will alert drivers that driving while

the wash. unlike driers, most washing machines don't trap lint. when you throw synthetic garments in the wash, material goes into waterways. the micro fibers have turned up in lake michigan and on the shores of the gulf of mexico. >> when we see reports of micro fbi in the ocean and in fish and plankton, we're alarmed. >> the chief operating officer is trying to find a solution. the company funded a study on micro fibers by the university of california santa barbara. a single fleece jacket released 250,000 micro fibers. newer, higher quality garments shed less.

few raindrops on the cameras. temperatures in the 50s and 60s. not much of a spread due to the cover. oakland is 15. ten to 20 miles per hour throughout the afternoon hours. we're checking in with weather watchers. everybody with mild temperatures in the low 60s. three things to takeaway from the weathercast. today and tomorrow, showers, breezy conditions, a thunderstorm possible tomorrow through wednesday, and then thursday evening through friday, the potential for soaking rains. heavier precipitation. about 2 1/2 inches of rain from thursday to saturday. we're taking a look at this system, the second of three. taking aim on the bay area, the first was over the weekend. weak disturbance, mostly cloudy skies, and now a series of storms over the pacific ocean. for the evening commute it will

be a wet one. it will be wet in the overnight hours. tuesday morning commute also scattered showers. and then we begin to see a little bit of a break tuesday afternoon filling in with more rain showers. the driest day of the week will be on thursday with the most potent storm on thursday evening through friday. so for this one, other an inch of rain. and an inch and a quarter from now to tuesday morning. we're 51 and check out the skiing and the boarding at north star. isn't that fabulous? that was yesterday. the conditions just pristine. all that is going to change. we have a winter weather advisory in effect for the northern sierra area with a foot of snow at the crest. and gusty winds as well. our winds are blowing out of the southeast. and into the 60s, up to 70 degrees in the warmest location. and tomorrow it will lower with
