>> british lawmaker david davies shot this cell phone as he learned of the attack. he ran through the parliament building yelling for people to get back and get to safety. >> we now know a man from utah was one of the people killed. teri okita reports. >> reporter: forensic investigators examined the crime scene near parliament one day after a deadly terror rampage that now includes one american fatality. the family said online that kirk cochran of utah was celebrating his 25th anniversary with his wife who was injured. a 43-year-old teacher from spain and 15-year veteran police officer keith palmer were also killed. police have now identified the attacker as 52-year-old khalid masoud born in kent. police say he had a criminal record but there was no indication he was planning a terrorist attack. >> focus on his motivation, his

preparation and his associates. >> hear, hear. >> reporter: parliament was back in session thursday where the prime minister delivered a defiant message. >> we are not agrade and our resolve will never -- we are not afraid and our resolve will never waiver in the face of terrorism. >> reporter: the area around parliament is a crime scene and it's closed but the bridge where the terror began is reopened. security camera video shows the attacker speeding across westminster bridge mowing down pedestrians. two people died and more than 2 dozen others are injured. the suspect then crashed into a fence near parliament before fatally stabbing officer palmer. flowers and a photo of palmer were placed on the ground in tribute to the fallen officer. teri okita, cbs news, london. and a live look in london right now where it's just after 7:00. crowds gathering at trafalgar square for a memorial to honor those who died.

new at noon, cbs has learned a 19-year-old u.s. israeli citizen has been arrested in connection with recent threats to jewish community centers in the united states and abroad. jamie yuccas reports from new york. epter: the suspect shielded his face as he appeared in a courtroom in israel. israeli police say he is behind weeks of threats against more than 170 jewish community centers across the united states which have had police on high alert. the 19-year-old is a jewish israeli with dual american citizenship. he is also accused of making threats in australia and new zealand. >> part of the ongoing investigation we are looking to see the identification of the suspect himself, his profile. what were the motives behind him carrying out those threats. >> reporter: israeli police also say at the time of the suspect's arrest, he reached for an officer's pistol and tried to harm himself. authorities have not identified him but according to the suspect's lawyer, the teen has had a brain tumor for years and

it affects his behavior and ability to go to school. attorney general jeff sessions says today's arrest in israel is the culmination of a large- scale investigation spanning multiple continents. he goes on to say, we will not tolerate the targeting of any community in this country on the basis of their religious beliefs." president donald trump faced harsh criticism for not immediately condemning the attacks which began around the time he took office. the president later called the anti-semitic attacks horrible. jamie yuccas, cbs news, new york. breaking news. sacramento police say that four people have been found dead inside a home there. and the suspect is in custody in san francisco. this is a look at the scene on 35th avenue in sacramento. police say that this does not appear to be a random act. they believe that the suspect and victims knew each other. this is an active investigation and we'll bring you updates as we get them on cbssf.com. san francisco police have

arrested a suspect in an attempted kidnapping. yesterday about 5:00 a girl was walking near taraval when a man got out of his car and tried to pull her into the vehicle. people nearby were able to rescue her when she screamed and fought. those people then gave police a description of the suspect and his car. he was tracked down last night. >> this is a fantastic example of team work by the community, victim and officers of the station and investigators from special victims unit that resulted in the arrest of this individual. >> the suspect lee eagle was booked on suspicious of kidnapping assault and intent to commit sexual assault on a person under 18. the family of the woman who died from a toxic tea she got in san francisco's chinatown is taking legal action against the store where she bought it. kpix 5's anne makovec has the story. >> she is a healthy lady and it was a horrible way for her to

pass. >> reporter: he is talking about his mom, yu-ping xie, who died on saturday at a hospital where she had been since february 9 when she drank tea made with leaves bought at sunwing wo trading company on grant avenue. >> about an hour later, she developed numbness of the hand. she was not able to talk for a moment briefly. and then she also got palpatations and a very tight and painful chest. >> reporter: her family says the herbs were predescribed by the shop's owner who calls himself a doctor. she tried to improve her immune system. early tests show the tea had aconite, also known as monk's hood. when processed it's an herbal remedy for bruises and pain but raw can be deadly to the heart. the health department removed the products from the store and

is working with the owner to trace the source. this wrongful death lawsuit was filed yesterday in san francisco's superior court seeking unspecified damages and the family hopes it will spur changes in the industry of herbal medicine. >> we would like to see some regulation. we would like to see some labeling. we would like to see some testing. >> i hope that we can bring justice to her, that we know that she did not just pass away in vain. >> reporter: in san francisco, anne makevoc, kpix 5. a richmond murder suspect on the run for a year is in police custody. he is suspected of killing a teen in richmond last march. with information collected from richmond detectives, the u.s. marshals tracked him down in oakland this week and arrested him. another suspect in the murder was arrested last june. a fire in an electrical vault is the reason more than 3,000 san jose pg&e customers

lost power this morning. chopper 5 was over the fire near mckee and jackson as crews worked to put it out. no injuries and no structural damage. power is back up. investigators are trying to determine the cause of the fire. house lawmakers were supposed to vote today on the republican plan to repeal and replace obamacare but so far that vote hasn't happened. craig boswell reports that leaders are scrambling to find enough support to pass the bill. >> reporter: republican leaders are scrambling to figure out how to move forward with their plan to repeal and replace obamacare. as of thursday morning, cbs news counts at least 31 gop members who plan to vote no on the bill. at least nine republicans would have to change their minds to pass the bill. >> i thought i was a good deal maker. i'm nothing compared to the president. >> reporter: members of the conservative house freedom caucus gave president trump a standing ovation at the white house this morning. but they have not yet given him their votes. the caucus is demanding the plan lower healthcare premiums by rolling back essential

the labor department says jobless claims jumped by 15- thousand last week. but experts say that level is still relatively low new numbers are out on the u.s. unemployment picture. job let claims jumped by -- jobless claimed jumped by 15,000 last year but some say that's low a sign workers are enjoying job security. the dow is up about 25 points. google's parent company is weighing down technology stocks today after several major companies said they will stop advertising on youtube. at&t, verizon, and johnson & johnson are among the companies that are boycotting the site because their ads have appeared

beside abusive content. google will step up efforts to block ads on hateful offensive and derogatory videos. there are more bay area starter homes on the market. but the prices are not dropping. real estate experts say that inventory of lower priced homes around san francisco is increasing. but it's still low compared to the rest of the country. the average cost for a starter home in san francisco is more than $700,000 and $400,000 in oakland. the bay area is feeling march madness. today college basketball fans will get to watch the tournament at the "s.a.p. center" in san jose. tip-off between west virginia and gonzaga just after 4:30 this afternoon. xavier faces arizona at 7 p.m. you can expect crowds around the downtown area. the nfl is proposing some changes to try to speed up the games and hopefully attract more fans. nfl commissioner roger goodell has introduced changes such as putting in a play clock after the extra point to get back to the game faster. and standardizing the length of

halftime. the league made headlines last year for poor ratings during the regular season. fans have complained about the pace of the game, play stoppages and commercial breaks. team owners are expected to vote on the proposed rule changes during their annual meeting which starts on sunday. it's long commercial breaks driving me crazy. >> that's how they make their money. >> just have a quicker snap, like hike, hike, hike, instead of 24, 36 ... 32 ... omaha ... 50s. couple of degrees cooler that the hour than 24 hours ago. charley is in vallejo reporting 64 degrees. it's a nice looking day with a slight wind under 10. that's in vallejo. but the winds are at 10 in san francisco. slighter winds around the coast but 15 sfo. the winds are out of the west in san ramon at 10 but all these winds will increase 10 to 20 during the afternoon hours. first off, the clouds are thickening, increasing clouds across the bay area, rain and wind tomorrow and then mainly dry, not a bad looking weekend. just in and out of the clouds. so this is it. the next storm that cued up moving into the bay area it's very fast-moving. clouds move in, the rain showers just hang out to the north bay overnight. and then here they come by the early-morning hours sliding into the central bay mid- morning, lunch hour everybody is getting wet. the heaviest rain toward the evening commute gusty winds up to 40, sustained winds and then 50 in the highest elevations.

well, today's tip of the day is going to be is with central coast artichokes large. these are my favorite. they are loaded with flavor. and let me tell you something. sweeten any flavor this time of the year these artichokes you could stuff them, you could boil them, you could grill them. they are great. but selection and storage is very important. i get excited talking about artichokes. when you buy them, make sure nice and green all the way around. the leaves in the center nice and close. here's the key. squeeze it. when you hear it, when they are squeaky, that means they are fresh. if you don't hear anything and the leaves are opened up, they have been stored around for way too long. now, i love these boiled, i love them on the grim. if you boil them add lemon and

on the grill or in the oven, you boil it for 20 to 25 minutes and it gets fairly soft. then cut them in half. put them in the oven in the broiler with a little bit of olive oil, salt and pepper for 10 or 15 more minutes. oh!! it's a beautiful thing. and i'm tony tantillo, your fresh grocer. nd always remember to eat fresh and stay healthy. st. rafael's school in san rafael meet with chris once a week for an hour. kids think they are going to learn chess, but chris says they are learning a lot more. >> focusing, visualization, decision-making, critical thinking, those are all developmental things that all young people need to learn as they get older to be successful. >> reporter: it seems to be working. >> every time we play chess, we learn about, one, each other; two, each other's strategies; and how we think. >> chess gives me time to have a thinking moment. >> before you do something, in chess you have to think ahead. you can't think behind. >> reporter: funded by private donations and grants, chris now incorporates a college outreach program. twice a year, he takes kids to his alma mater, saint mary's college, for a day to show them college is attainable; and chess, he says, can be the key. >> critically think to communicate effectively. >> reporter: and if a student
