of the bay area. a live look in the east bay getting a dose of the wet weather. of course car washes aren't getting much business today. >> and not just the rain with this system, we are also talking wind. take a look at these guys in fremont trying to hold on to their umbrellas. strong gusts turning one of them inside out. in the south bay, it's soggy as well. live pictures from levi's stadium in santa clara. >> the umbrellas are also out in san francisco. people prepared for the wet friday. roberta is tracking the storm. >> it's running from the north bay all the way into santa clara. good afternoon, everybody. take a look at the storm totals in just the last 12 hours. three full inches of rain already. santa rosa over an inch. mill valley closing in on an inch. the front has been stalled over the north bay, slicing into the

central bay. san francisco accumulation approaching one half inch. richmond has a quarter-inch. see that line of yellow and orange? that's the moderate to heavy precipitation drifting across the peninsula, entering the central bay and making tracks into the eastern portion of the bay. moderate rainfall around fremont and through union city. around the peninsula, south san francisco has delays at two hours and 34 minutes, sfo and arriving flights. totally getting hammered. we have the south bay with light to moderate rainfall and there is a lot more off the coast. we're going to see heavy rain for at least the couple hours. san francisco, across the golden gate bridge, we have temperatures int with cloud cover ando th gustye0s wip to 21 miles per hour. all this rain is lifting off the ocean, tapping into a cold front. we'll have clearing for the weekend and we'll talk about

this is going to be put off until later this afternoon. but the issue really took on urgency when president trump sent his budget director to capitol hill yesterday with the message that if republicans want to scrap obamacare, this is their only chance. there are a lot of em passioned speeches on both sides of the aisle for and against this plan that would repeal obamacare. if it collapses, the white house says it will move on to other priorities. house speaker paul ryan went to the white house to brief president trump this morning and at that point insiders say it was not good news for trump. 35 republicans were saying no to the bill. only 22 can vote no for it to actually pass. some of the folks are afraid it goes too far in repealing benefits, others say it doesn't go far enough. president trump has sold himself as the ultimate deal maker, and

he's not ready to admit defeat. >> do you think it's going to pass? did you rush it? >> we'll see what happens. >> this overhaul drops requirements that insurance companies cover 10 essential services including hospitalization, maternity care, prescriptions and mental health. the white house needed to convince 13 republicans to change their minds in order to win this vote. spokesman sean spicer says donald trump is confident the white house did everything they could to get the votes needed. he said trump has, quote, left everything on the field. bay area police have helped make an arrest in connection with a quadruple homicide in sacramento. 56-year-old man was booked early this morning. he was detained yesterday by san francisco police officers after he was spotted near the painted ladies. according to online records, he

once lived in an apartment on turk street not far from where he was detained. police searched a home in san pablo in connection to the case. somebody called sacramento police and asked them to check on a home yesterday morning. when officers went inside, they discovered the bodies of the four victims, two were children and one was their mother. officers are not commenting on the relationship between the suspect and the victims. police have arrested a woman for a parking lot rampage outside a walmart in union city. 23-year-old woman from hayward faces charges of assault with a deadly weapon. she's being held without bail. she's accused of intentionally backing into a family of five with her car, not once, but twice. the incident was caught on surveillance video. police say none of the families members were seriously hurt. investigators believe she was upset over wal-mart's return policy. bay area commuters can breathe a sigh of relief. the warm springs bart station opens tomorrow for the first time in the south bay.

a ribbon cutting ceremony was held a short time ago to mark the occasion. the opening will extend the bart line from freemont to warm springs. >> actual despite the rain, wind, and whily temperatures, there -- chilly temperatures, there were smiles and applause. meet thomas, a bart director who took his job in 1994 when the warm springs bart station behind him was just an idea on paper. >> there was already a cleared environmental impact report. from that point, you build -- you draw up the plans, you corral the money and you start digging. okay? well, it's not that easy. >> red tape, funding issues and community opposition caused delay after delay. then when construction was finally over, another hiccup. >> we had delays in terms of testing. >> but tomorrow, the warm springs station finally opens to

passengers, extending the bart line more than five miles from fremont. >> 25 years later. >> 25 years later we're finally going to open the station. >> the shiny new station has 260 parking spaces and is expected to help bay area congestion. >> you have an alternative to 880 and 680. and this will eventually connect to silicon valley. >> you're part of the traffic and you probably see some of that if you're part of the south bay. >> up to 7,200 passengers are expected to use the station in the workweek. its first passengers will take off tomorrow morning. british police say they've made two more significant arrests following wednesday's terror attack near parliament. nine people remain in custody and we're getting a better look at the attacker who was killed by police.

hundreds of counter terrorism officers are now piecing together the motive behind this terrorist attack. >> an american tourist snapped this photo with british policeman keith palmer less than an hour before he was killed. fellow officers have interviewed 3,500 witnesses who were at the scene on wednesday. authorities are trying to figure out what led the suspect, who isis claims was one of its soldiers, to drive an suv into dozens of people on a busy london bridge and then stab officer palmer near parliament. >> either he acted totally alone, inspired by terrorist propaganda, or if others have encouraged, supported him is what we're trying to find out. >> he was a father of three who went by several names. he was investigated over violent extreme ism concerns several

years ago. but authorities say there was no current intelligence suggesting he was planning an attack. >> the investigation is all over the u.k., including the hotel where the suspect stayed the night before. >> hotel guests are shocked. >> that you can stand next to somebody that is totally perfectly normal, articulate, polite, presentable, and the guy is on his way to commit mass murder. >> police have also searched the suspect's home and 20 other addresses, seizing massive amounts of items, including computer items that could help piece the investigation together. >> he did have a criminal record. he'd been convicted of assault and possession of a knife over the last two decades. we're learning more about the victims of the london terror attack, including an american couple from utah. melissa and kirk cochran were on the bridge when the rampage unfolded, celebrating their 25th

anniversary in the uk and visiting melissa's parents. she survived with a broken leg, rib, and some cuts. her husband was killed in the attack. >> he was just one of those guys, i mean, you know he wanted to be your friend within five minutes. and it's been hard. >> friends and neighbors in utah describe him as a passionate musician. he and his wife ran a recording studio. in all, 31 people were taken to the hospital, several still receiving treatment. the trump administration is giving the controversial keystone xl pipeline the green light. the permit was issued to complete the $8 billion project, reversing the obama administration's decision to halt construction because of environmental concerns. the proposed pipeline would move crude oil from canada's oilsands to the u.s. gulf coast. still ahead, there may be a solution for twitter users who are tired of all the ads, but

francisco to petalulma and that's the heaviest rainfall there from walnut grove. we have heavy precipitation around san leandro too. look at 680, past the 580-680 split along the grade, past fremont, into milpitas. you doentn't find a break at all in that particular area out of sunny vail, lawrence, santa clara. west middle vale road as well. san francisco, richmond to fulton street has light rainfall. that's the scene looking toward the golden gate bridge. numbers stacking into the 50s, winds blowing up into the 30s at times. 13 in novato right now. these winds continue, at times 20 to 30 miles per hour. all this is lifting off the

pacific, tapping into a cold front. it's very showery. when you couple that up with the wind, it's blowing sideways as far as the rain is concerned. but saturday is a good looking day with temperatures in the mid-60s. but this is the set up for a very soggy friday. behind me is sunday's storm. let's walk you through the evening commute. you have the rain through your saturday. we have a bit of a break, then sunday morning, a weak disturbance in the morning hours, then it's out of here. the bulk of your day is dry. the main energy by sunday evening, monday morning commute will be dry. we're expecting at least an inch and a half of rain across the central bay, up to three inches in locations. what does this mean for your tahoe forecast? winter weather advisory is in effect above 7,000 feet. can we take a look at tahoe? there it is. the powder is blowing, being pushed by 70 miles per hour

in this small segment, so i'd refer people to the aspca, but the basic tenants would be bring in the new dog or cat and you already have a dog or cat there. you don't want to just let them wander freely and try to get to know each other. that could lead to disaster. i'm going to assume they're both sweet animals that don't have any behavioral issues. they should never be left unsupervised alone when the owners are not there. they want to be put into a secure room so they're separated when you're not home. when you're home and can monitor them, the dog maybe should be on a leash if it's a cat that's new or vice versa. don't let the dog run around like a maniac. after a few months, you'll notice they're hanging fine and everybody is good. >> and you cross fingers and hope they all get along. >> right. >> if you have questions, we want to hear from you.

with the very latest. craig. >> kenny, well over three hours of debate on the house plan for the gop plan to replace and repeal obamacare. house speaker paul ryan returned from the white house after meeting with trump. a lot of debates still happening on the floor. a lot of debate happening behind the scenes, folks reaching out trying to get the nos into yesses. this was scheduled for four hours of debate at the house. we are now a few minutes away from that four hours wrapping up. we've heard lawmakers say they're going to have the vote. it's a 15-minute vote. they could hold it open longer to do more arm twisting. we'll have to wait and see. it is high drama here on capitol hill to see what happens to this big administrative push behind the bill. >> much anticipated push.
