that's what happens when you see two power houses lie chke kentucky and north carolina. we're down to the final four. welcome to cbs this morning. we're pleased to have margaret brennan with us. president trump is shifting the blame for his failed attempt to repeal and replace obamacare. the president yesterday supicized republicans who did not support the gop health care bill. ffered toffered to work with democrats to push through his future policies. >> we >> we still don't know what mr. trump's next move is, but he did speak with house speaker paul ryan twice over the weekend. the president gave a shoutout to one of ryan's critics. >> reporter: good morning. so what comes after a big conspicuous legislative defeat? well finger pointing and recriminations, of course.

speaker find themselves in something akin to a legislative desert, no big accomplishments and none on the horizon, at least any time soon. the white house wants to move onto tax reform and infrastructure spending. but the same republican divisions loom. democrats, sensing weakness, appear as hostile to this president's agenda as ever. >> there's a story in the "washington post" that suggests that the president is going to have jared kushner lead a swat team to fix and help government with business ideas. >> reporter: it's called the office of american innovation. an interesting title, one that's been tried before in white houses. the idea, bring the efficiency of american business into the federal government. make it leaner, meaner and more cost effective. the idea is to put jarred curb her, married to ivanka trump, in charge of this task force within the white house to make the veterans administration a lot more efficient and bring new ideas to streamline and make

more cost effective infrastructure spending. that's the big agenda for jared kushner. and at a time in this white house in the aftermath of the obamacare repeal it elevates his position and slightly de-emphasizes the role of white house chief of staff reince priebus. the white house may be done with health care reform for now but republican lawmakers are asking why their seven-year effort to get rid of obamacare is is still unfinished. chip reed is on capitol hill. chip, good morning. >> reporter: good morning. republicans are performing a political autopsy on the health care bill but they're so badly divided they can't even agree on cause of death. >> i still believe that there is ervatives nce if moderates and conservatives can come together premiumsepeal and replace obamacare, bring premiums down, over more people. cus eporter: representative mark

go pass a major spending bill or face the possibility of a they'rent shutdown. and they're going to have to find some unity to do it. >> susan page is usa today's chief.gton bureau chief. looking at the defeat on health care, what does it mean for the president's agenda, specifically tax reform and infrastructure? >> it's damaging for one part because he is weakened politically by demonstrating that he couldn't deliver on this promise. t also races questions about he white house operation. on an issue like tax reform, we heard steven mnuchin saying it secreta simpler than health steve that's simply not true. passing tax reform may be the toghest issue of all. under the budget rules, if they o it by budge reconciliation so hey can do it with just a majority in the senate, it means over t to be revenue neutral over ten years. because they failed on health

differences between being president and a candidate? >> some of the things that enabled him to win the election standarng it harder for him to govern. he has a different agenda in mea ways from paul ryan. paul ryan is a conservative republican, wants a smaller wants government. on this health care debate president trump wanted to make sure he protected some of the oters he drew to the republican side this time. aesident trump also is a very ndidate.ure guy as a candidate. sometimes as president you you y need to get down in the weeds. >> what happens to planned parenthood? nnedlanned parenthood at the moment still funded. aamacare is still the law of the land after republicans promised for seven and half years to repeal it. they're in power. they weren't able to do it. the state department is condemning russia's crackdown on anti-government protests. russia arrested hundreds of people yesterday at dozens of demonstrations. the kremlin is rejecting calls to release them.

russia's best known opposition leader was detained. this morning he was sentenced to 15 days in jail. >> well, the kremlin is describing this big march as a provocation. it wasn't overtly political but it did manage to unite russians around one thing they all agree on and that is how disgusted they are with official corruption. the demonstrators poured into central moscow in an anti-corruption rally that doubled has a protest against president putin. but marches like this need an official permit in russia or they're illegal and this one was. so with the demonstrators shouting shame on you to the government, the police moved in. hundreds were arrested.

including an anti-corruption campaigner who'd organized the march. earlier this month he released a video alleging that russia's prime minister had amassed a fortune through corrupt deals. it went viral. and these protesters are among the millions who watched it. it fuelled huge public anger, says cbs radio reporter alex lund who himself was arrested at the march. >> it's a rough economic time for the country right now. recession going on. of course those charges of widespread corruption by one of the country's top leaders really struck a chord with people. >> protesters hit the streets across the country and scuffled with police trying to arrest them. president putin is up for reelection next year. widespread discontent probably won't keep him out of power but

it is likely to have him a little worried. especially he is going to run against putin for president. yo> well, the u.s. military is aryestigating an air strike that strike y killed at least 100 100lians in mosul, iraq. the pentagon confirms the u.s. led coalition did mark an air strike march 17th against isis. but it has not confirmed any civi civilian casualties. they blame an isis car bomb for the deaths. if confirmed it would be among the deadliest coalition air strikes in iraq. 2003 invasion. parts of the midwest are bracing for a severe thunderstorm following violent thunderstorms. a camera captured hail yesterday, cracking a car window. the powerful storm hammered at 40,000, 50,000

self-driving car program while it investigates a crash involving one of its driveless vehicle. a self-driving uber car flipped on its side after a drive e of other driver.

nevertheless uber said they're putting a halt to their self-driving program. you're looking at the latest corporate setback for uber, an effort to launch a fleet of driveless cars. it was in a self-driving mode with two in the front seat and no one in the back. >> uber as a result of this accident said they're pulling all of its self-driving vehicles off the road despite the fact that authorities in tempe said it was the fault of another driver. >> reporter: that means a halt to self-driving programs in california and pennsylvania as well as arizona. just this month uber was given the green light to resume its self-driving program after one

and certain markets who are not doing well under the law and there are others who are doing quite well. i think at this time next year, there are people who are doing just fine but have not faced a catastrophic situations. >> why is it different in the markets? >> i think it depends on the state. tennessee you have more sick people sign up in the market in particular. california and new york, bigger markets. the general pool of people who signed up were healthier. and that helps drive down the costs for insurers overall. >> death spiral has a technical term here. what is it? >> well, death spiral -- you mean, meaning that we're -- as it goes on. >> you hear obamacare is in a death spiral. that's not just hyperbole. that's actually referring to some issues with the marketplace. >> right. the issues with the marketplace are in some markets the insurers have pulled out. they weren't able to make a profit. the costs -- you know, and thus the costs have gone up and competition has dogone down. you have premiums going way up and you have no choice on the insurance plans and that's what

happened in the select markets that the republicans have cited and hammered away. you have people in the markets where it's doing fine where, you know, they just make just enough money not to qualify for a subsidy but they don't make enough money where insurance is affordable. you have the people in the in between area where we hear about who are paying $400 a month for insurance and have a $3,000, $4,000 deductible. it's not affordable for them and they don't have any other options. >> are there band-aids to make it work so it's not going to explode? >> yes. i think this solution is going to be something that republicans don't want to hear is more subsidies and more regulation. a bigger carrot and a bigger stick. if the penalty went up for people who don't buy insurance, more healthy people would be driven into the market. if the subsidies went up to help pay for people to get insurance, then more people would be able to afford it and they'd go into the market. if more regulations were placed on insurers to force them to sell in certain markets that could help too.

you know, but those aren't the free market solutions that the republicans want to hear. >> could republicans and democrats ever agree on that? >> i think at this point it is possible that there is more in common between the democrats and the moderate republicans than there are the far right conservative freedom caucus and the moderate republicans. but that's not saying much either because the divides in between the freedom caucus and the rest of the republican party is pretty steep as well. but i do see there's maybe a potential with a lot of work and a lot of coalition building that democrats could come on board to the republican sponsored plan. >> when would we see another effort by the republicans in the health care? >> unless there's a secret plan, which we were thinking there was a secret plan all awe long, a month, years. for people who have to make a decision about buying the health insurance this fall i don't think that's a replacement plan. there may be some fixes that get in place. > the relationship between paul ryan and the president of the

united states, how can they work together? do you think they're on the same page now? publicly they're saying yes they are. >> the relationship between the two has never been good. it's a tense relationship. they have not seen eye to eye on a lot of things but they're bound together by the situation they're in and working the best they can. this exasperates the tenseness of that relationship and there's a lot of people inside the president's inner circle who are saying, listen, the only reason we were working with paul ryan was to get legislation through congress. he can't do that. so what good is he to us? either let's replace him or let's push ahead with our own agenda and stop trying to compromise so much. >> do you think that's the opinion of steve bannon? >> i'm not -- look, i won't reveal any certain names but there are the people in the rnc who have been with the speaker. mike pence is known to be a close ally of the speaker and there's the anti-establishment camp that propelled trump to power and never had a favorable opinion of the speak sxler what
