that sank overnight in san francisco bay. the coast guard and california fish and wildlife officials are on the scene. chopper 5 above the scene just south of the bay bridge. the concern is that the barge is leaking both diesel fuel and hydraulic oil into san francisco bay. bart officials say that the 112- foot barge had a crane on it and was under contract with the transit agency. no one was on board when it sunk. no shoreline or wildlife impact has been reported yet. and roberta is live in the weather center with more on how the weather could possibly impact the containment and clean-up efforts. >> reporter: i'm looking at the story alongside of you. first off, a lot of people are asking where are you talking about. so i called up this live weather camera along the embarcadero. yerba buena island is right here. you go outside the bay bridge,

the plume is over here. the view from the transamerica pyramid there you have the bay bridge. it's growing in this area. we have a small craft advisory in place for local bay waters which means the bay's choppy. we have some southwest winds 10 to 20 miles per hour or knots. it's chopping up the plume. no shoreline or wildlife is affected so far. we have more rain in the forecast later on tonight which means we are going to see gustier winds move in later on this evening. those southwest winds 20 to 30 miles per hour. we'll continue to monitor the effect of the winds on the plume on the oil spill in the bay later. roberta, thank you. new at noon, california's

drought is over. governor brown declared an end to the state drought emergency in place since 2014. the state is continuing its ban on wasteful water practices like hosting off sidewalks. new at noon the fight is over in washington. judge neil gorsuch has been confirmed as an associate justice of the united states supreme court. craig boswell has details from capitol hill. >> mr. paul, aye. >> reporter: with the vote of a simple majority, the senate confirmed judge neil gorsuch as the next supreme court justice. republicans say judge gorsuch is more than qualified to take his seat on the bench. >> in that those 800 opinions judge gorsuch has written he has been overturned by the court he will now sit on the u.s. supreme court exactly once. >> reporter: while democrats worry gorsuch is too beholden to corporate interests. >> in many cases, the supreme court is the last resort for everyday americans who are

seeking fairness and justice against forces much larger than themselves. >> reporter: the judge's confirmation was decided thursday when the senate changed the rules ending filibusters for supreme court nominees. that will forever change hour justices are picked. >> we have now restored 200 years of tradition requiring 60 votes, destroyed it, which means you have to have bipartisan approach to these issues in these appointments. >> reporter: both sides say the other is to blame for the rule change which was nicknamed the "nuclear option." >> of course, i wish that important aspects of this process had played out differently. they didn't have to be this way. >> they had many options and they chose the "nuclear option." >> reporter: judge gorsuch will take his seat in time to hear the last case of the supreme court's current session. craig boswell, cbs news, capitol hill. >> president trump said thursday that he believes he could have four more appointments to the supreme

court during his time in office. developing news, the world is reacting after president trump ordered u.s. forces to attack syria. he says the images that innocent people choking on poison gas moved him to take action. kenneth craig is at the united nations in new york, where a briefing on the missile strike happens later today. >> reporter: good afternoon. the president was clearly sending a message. that's what he did, now the world is reacting including leaders here at the u.n. u.s. warships launched 59 cruise missiles overnight at an airbase in western syria. the strike targeted the airfield where the plane that dropped deadly gas on civilians is believed to have taken off from. the pentagon says the attack rendered the airfield unusable and that syria didn't have time to move planes before the missiles hit. president trump is in florida for meetings with the chinese president. last night, he explained why

the strikes were necessary. >> it was in this vital national security interest of the united states to prevent and deter the spread and use of deadly chemical weapons. >> reporter: syria says the missiles killed 7 people. the office of the syrian president calls the strike reckless and irresponsible. [ non-english language ] >> reporter: russia describes it as an act of aggression in violation of international law. >> the united nations security council is meeting today to discuss it. the president ordered the strikes without the backing of the u.n. or prior approval from congress. some lawmakers say the president should have consulted with congress. but senator marco rubio supports the response and wants president bashar al-assad removed from office. >> he is a war criminal and should be brought to international justice. >> reporter: tuesday's gas attack killed more than 80 syrians, many of them children. a pentagon spokesman says that this point there is no need for more air strikes in syria

unless more chemical attacks are carried out. i'm kenneth craig reporting at the u.n. now back to you. it is believed more than 470,000 people had died in the six-year civil war in syria. the number of syrian refugees is more than 5 million. sweden is on high alert after a truck attack in stockholm that left at least three people deadand dozens injured. according to swedish officials, a man driving a stolen beer truck plowed into a crowd of people and then into a department store in a busy shopping district. witnesses are describing a brutal scene. >> i saw eight people driven over. >> the prime minister says all indications point to a terrorist attack. police have stepped up security at other high risk sites in sweden. one suspect is in custody. three people are in the hospital this afternoon after a fast-moving fire ripped through their san francisco home. the three-story building caught fire around 2 a.m.

and spread to the buildings next door. it happened on 23rd avenue in the richmond district. three victims are in critical condition. 25 other people need a new place to live. crews say debris inside the building made the rescue difficult. >> makes it harder to get to the fire. we have bulky clothing and air bottles on and it makes it difficult to get around. >> i heard my upstairs neighbor bang on the door and i smelled smoke and called 911. >> the cause is under investigation. concern is growing among the elderly who depend on "meals on wheels." the president's budget could cut funding for the program that feeds them nearly every day. kpix 5's maria medina is in fremont where state and city leaders are jumping in action. >> reporter: you just celebrated your 31st year, right? >> right. >> reporter: at 91 years old mary margaret simms dedicated the last three decades as a

volunteer for "meals on wheels." >> it's been something that i have done for so long, that it's just part of my life. >> reporter: once a week, mary margaret delivers meals to the elderly who can't shop or prepare food on their own. now she is even more concerned for them after learning federal funding for the program is being threatened. >> you don't really want to know what i think. ha ha. they have no conception of how these people -- mostly seniors -- survive. >> federal dollars can't allocate more funding but i guarantee it won't be enough. >> reporter: assemblyman chu held a meeting to bring awareness of the budget cut of 18% to the department of health and human services. it could impact the funding that pays for half of the "meals on wheels" program in fremont, newark and union city. >> not bad, right? >> everybody is worried. it's hard to imagine that

"meals on wheels" is not going to get cut. >> reporter: the program serves more than 100,000 meals a year in the area. mary says every client waits for the knock on the door every day. >> they should go on the route with us and see the conditions. and see -- talk to these people that receive the meals. >> reporter: in fremont, maria medina, kpix 5. >> it's estimated two-thirds of the meals provided by "meals on wheels" are delivered to the elderly. many of the rest are served at community and senior centers. last night's storms brought down a hillside in the oakland hills. coming up, the mess left behind. >> and anne, we do have more rain and wind in the forecast. here we go with the second round. this area of low pressure heading directly towards the bay area. we'll track that incoming storm and tell you about the impact it will have on your weekend as the news continues. we'll be right back. ,,,,

kpix 5 reporter da lin just arrive at the scene with new details.. .. da? welcome back. let's go right back to our breaking news. an oil spill in the san francisco bay. >> kpix 5 reporter da lin just arrived at the scene with new details. da. >> we understand the oil is still leaking into the bay at this point. it's hards to the release point but we're going to go ahead and zoom in. it's just release point is somewhere south of the new eastern span of the bay bridge. the coast guard is saying the sunken barge is releasing hyesel fuel and possibly now, t draroundli c l. 12:30 this morning. it was holding about 4,000 gallons of diesel fuel and 300 gallons of hydraulic oil, basically lube oil for machinery, according to the coast guard.

now, the coast guard has deployed 3,000 feet of containment boom to prevent the oil from spreading. so far no reports of wildlife fish or marine mammals being affected by the oil spill. the barge is owned by bart. it's 100 feet long and about 50 feet wide. it is part of their maintenance program. bart is telling us that they use the barge to basically prevent the transbay tube from corroding. we don't know why it capsized. but possibly they are looking into the weather aspect. it was quite windy overnight but the good news again, no wildlife or marine mammals affected yet. they haven't gotten report of that. but we'll keep an eye out for that. live on treasure island i'm da lin, kpix 5. a landslide is causing headaches in the oakland hills. the slide cracked the road near banning drive last night sending dirt toward a home. >> kpix 5 reporter anne makovec has more on the clean-up.

>> reporter: the city still needs to get in here to assess the damage and the future risks. but one thing is certain, behind this house is a real mess. this view from "sky drone 5" shows the mess left behind after the earth gave way in the oakland hills. last night's rain and wind were too much for the oversaturated ground. the landslide started above akin drive which is now crumbling away and the mud continued to slide into homes downhill on banning drive. >> i don't know the extent of all the damage yet. >> reporter: her back sliding glass door is all that's holding two feet of mud at bay now after the slide took out the back patio and mud seeped through a hallway. >> it's not livable. there's mud all through the back bedroom. >> reporter: the fate of 6 houses in jeopardy today. >> frankly, i'm more afraid of big trees coming down than i have of landslides. >> reporter: but today a new

to heavy rainfall from san mateo back through the highlands all the way around highway 92 even encompassing the san mateo bridge here's another spot of heavy rainfall just off the bay bridge into emeryville and into piedmont. we do have winds that have been increasing, as well. southwest at 16 in san francisco. 14 sfo. we still have 45-minute delays on some arriving flights. calm winds in napa but that's going to change with an incoming system. this is the scene towards ocean beached from cliff house where the coast is not clear. temperatures 50s and low 60s. a beach hazard statement in effect for our entire coastline because of dangerous rip currents and sneaker waves and lapping waves. a very big risk. an area of low pressure coming through the bay area overnight. i'm sure you heard the wind. i want you to keep your eyes on this right there. that's the development of a brand-new area of low pressure. that's going to affect our evening forecast. futurecast plays it out like

this. 8:00 tonight, the heavy rain playing tag with the far for the bay and then there you have it, before 11:00 some heavy rainfall for the north bay to the santa cruz mountains. scattered showers linger into your saturday morning into the afternoon hours, clearing out by saturday night. sunrise services on sunday for palm sunday will be clear. here's what you need to know as far as your forecast is concerned. a spotty shower or isolated thunderstorm this afternoon. the heaviest rain from 8 to 11 p.m. with the gusty winds, southwest 20 to 30 miles an hour. not as strong and blustery as last night but still pretty windy. saturday morning rain. easily another quarter inch of rain in san francisco. an inch of rain in the ukiah area. and it's still snowing in the high sierra. 13 inches of snow have fallen at north star. another foot by saturday night. official sundown is at 7:38.

supposed to, that it's behavioral but in my experience most are a medical issue and the rule of thumb is to make sure that there is not an underlying medical problem. urinating in an inappropriate location with a cat often times means they are not feeling well not feeling well can be from urinary tract infection or bladder abnormalities to kidney disease, liver disease, thyroid disease, et cetera, et cetera. in dogs, a lot of times it's urinary tract infection and other bladder issues. if they are older we worry about kidney disease and liver disease and all that. so the right thing to do is when your pet is doing that, not to wait because you don't want the problem to last longer than it should. contact your veterinarian. they should be doing an examination, blood draw, urinals with a urine culture. a lot of owners don't realize that a urine culture should be done with the urinal sis.
