years in the making. state and local leaders celebrated the start of construction on highway 4. >> traffic will be backed up for miles and i'm in it. >> reporter: it's where you will see a string of brake lights as car after car comes to a halt. the plans will replace the signal with a bridge crossing, loop onramp, and diagonal off ramp. >> people can continue to move instead of shopping at signal lights intersections. >> reporter: it's all about of the $1.3 billion highway 4 widen project. where the population has boomed and over loaded highway 4. >> east county has been facing a headache for many, many years. and this is one of the final legs to totally alleviate that issue. >> reporter: the highway 4 corridor has been named one of the worst commutes in the nation. >> as you take surface streets sometimes. i do. and a lot of people do. freeways is backed up, what do you do? jump off and go to some

mantissa coo cam. roberta gonzales is tracking our weather. >> it's more of a nuance. you don't have to wear your rain boots but you do need an umbrella. it's not that kind of a storm. has a lot of weak dynamics associated with it but the bottom line is we are getting wet again. outside this is our live high deaf doppler radar picking up precipitation from vacaville to the east bay area. this is the scene looking out toward the bay bridge. layers on top of layers of clouds same at the coast where it's not clear at this hour. temperature wise into the 50s and 60s. let's play it on out for you. this is the latest in a series of weak disturbances. sure a little bit of a glitch in activity there but you get the feel for it. we do have the rain right there by the evening commute. very light. enough to make the roadways on the slippery side. tomorrow at this time we will look to the north because that right there is a front that will splash through the bay

area producing a quarter of an inch of rain in some locations. a little bit of heftier amounts by thursday to the north. we will talk about the next storm cued up after that one and the impact it will have an the easter weekend. >> thanks. new details on the elementary school shooting that left a student, a teacher, and education stranged husband dead in san bernardino. the family of the teachers says the gunman had threatened her after she moved out. cbs john blackstone has the latest. >> reporter: the shots were fired before 10:30 monday morning. authorities scrambled to secure the area as they quickly evacuated 500 students and found two had been shot. police say 53-year-old cedric anderson entered his wife's classroom. >> it is my understanding he entered the office and he simply said he was there to drop something off with his wife. >> reporter: according to

authorities, his estranged wife karen smith was his target. he aimed a .357 revolver at the 53-year-old and she was shot and killed. >> i saw blood across the room. >> reporter: what did you do? >> i ran as fast as i can. >> reporter: adrian martinez was air lifted to the hospital where he died. a nine-year-old boy is in the hospital where he is in stable condition. he does have a criminal history with drug and weapons charges. >> reporter: the two were married in late january but police say they were recently estranged. >> we do not toe the reasons they were estranged. >> reporter: smith's pastor says she was a compassionate and talented teach tear had a heart for children. crisis counselors will be available today for families, students, and staff.

john blackstone cbs news san bernardino, california. suspected bank robber that was the target of a 30 hour man hunt is due in court this afternoon. cruz vargas ised to enter a -- is expected to enter a plea in about an hour from now. during his getaway he stole at least two cars including an unmarked law enforcement vehicle. a stretch of he highway 17 was shut down for hours while officers tried to find him. he was eventually arrested at a construction site in north san jose. russia's relationship with the u.s. is the worst it's been since the cold car. craig boswell reports the secretary of state is trying to get the white house and the kremlin on the same page. >> reporter: rex tillerson arrived in moscow trying to convince them to get assad out

of power. but those talks just got tougher. tuesday russian president vladimir putin denied syria was behind the chemical weapons attack that killed more than 80 civilians and says russia has evidence that the u.s. is planning more strikes in syria. >> russia has really aligned itself with the assad regime, the iranians and hezebollah. is that a long-term alliance that serves russia's interest? >> reporter: secretary tillerson will address growing concerns over north korea's nuclear program. another topic where the two countries disagree. moscow is very concerned the u.s. will take action against north korea without the support of the world. the military is carrying out military exercises against north korea. >> we are prepared to take

that shot across the southwest last night. this woman was live streaming video from her home when it happened. the american meteor society says it received at least 260 reports of the fire ball event. now most were from san diego. people from los angeles, arizona, nevada, and new mexico also reported seeing something green and very bright in the sky. some dog owners say their dogs have gotten sick after spending time in a popular san francisco park. the sick dogs have recently visited press feet park in the vernal heights neighborhood. jackie ward on why pet owners are pointing the finger at the city. for six days, nine-year-old char welcome ita sick with diarrhea and so has monte and they don't think it's any coincidence. >> i've seen her eat grass here. >> reporter: earlier this week some dog owners say their pets got violently ill. throwing up and even foaming at

the mouth. these concerned dog owners think there is something in the grass. >> whether or not they put anything on the grass, i don't think they have found a conclusive answer. >> reporter: rec and parks department told us some of the park has been newly seeded but nonfertilizers or chemicals were used. >> and look at this. playground. elementary school. little kids come to his park all the time and what do little kids do? they feel the grass. they feel the grass and then they put their hand in their mouth. it's a wonderful facility for the people to use, but we'd like to know. we just want to be informed. >> reporter: with recent reports of a coyote sighting, this is the only neighborhood park option for these people to take their dogs. so they are asking the city to put on the rec and parks website an image of the grass mix they are using here. and for now they will be even more aware of what their dog is sniffing or eating or avoid the

park all together. this is an on leash dog park. they will be back out here to investigate sometime later this week. jackie ward kpix 5. to the health watch now. fewer than one-third of men are getting screened for prostate cancer. now a national task force is making a major shift in its recommendation for screening. men between the ages of 59 and 69 should talk to their doctors about the pros and cons of a psa blood testing screening. concern is psa testing over treats cancers. earlier today i spoke with the chair of the task force from ucsf. >> these are complex decisions. the decision about whether to be screened for prostate cancer. but we really want to empower men with this information so that they, together with their doctor, can really make the best decision for themselves. >> the task force continues to recommend against prostate cancer screening for men 70 and older.

one day san francisco based twitter may be owned by twitter users themselves. next month shareholder loss vote on whether to explore a plan to turn the company into a co-op owned by its users. people used use their credit cards only for large purchases but a new survey finds more and more consumers are carjacking the smallest transactions. creditcards.com show 17% use purchases under $5. one analyst says that people use credit cards when they feel more confident about their financial situation. and some consumers say it helps them keep track of what they are buying. while others say it's about taking advantage of travel reward points. creditcard.com says others are motivated by safety since they

camera lens. spotty scattered showers have been notable all morning. temperature wise 57-degrees in santa rosa. a little cool at 66 in the livermore area. picking up spotty, wide spread scatter showers. right now you can look out toward the rio vista area where we have a bunch of rain showers moving in. and traverse over to that 580- 680 corridor. slippery when wet. we had the light rain showers trying to make tracks out toward stanley yesterday. it's definitely raining at the at mont pass. this is all associated with a weak disturbance that will slam up to california. backing up a bit we have is a series of storms. that one there. this is the next one that will impact us. so we will be in and out of the light rain showers all the way to the evening commute. there you have it. once the clouds tick on by. this time tomorrow afternoon a little bit of a break but look what happens upstream. that is the front from the
