more on what happened. >> reporter: police say steve stephens committed suicide tuesday morning after pennsylvania state police received a tip spotting his vehicle in a mcdonald's parking lot in erie county 100 miles from cleveland. >> those officers responded, the vehicle fled from the area. there was a short pursuit in which the vehicle was stopped. as the officers approached that vehicle, steve stephens took his own life. >> reporter: authorities launched a manhunt for stephens after he recorded himself killing 74-year-old robert godwin, senior, in cleveland on sunday. godwin, a father of 10, was apparently a stranger, picked at random. stephens then posted the violent video to facebook. >> we're grateful that this has ended. we would have preferred that it not ended this way. >> reporter: the 37-year-old stephens had been a teen mentor in cleveland but on social media said he had gambling debts and trouble with his girlfriend. on facebook, he claimed to have killed 13 other people. but police have no evidence of

other victims. don champion, cbs news,. >> this recent violent video sparked more conversation about facebook's system for reporting harmful and inappropriate content. it comes as the social media giant kicks off its conference in san jose. mark zuckerberg delivered a keynote address this morning to kick off the two-day conference at mcenery convention center. he called the ohio shooting video posted to facebook horrific and says the company is reviewing how violent content is reported. >> our hearts go out to the family and friends of robert godwin, sr., and we have a lot of work and we will keep doing all we can to prevent tragedies like this from happening. >> at the conference facebook executives also launched new tools for its messenger app one of the new features allowing users to pay for goods using messenger and another even suggests responses to messages. right now sentencing is

under way for the three drifters accused of carrying out the cold-blooded killings of two people in the bay area. the murders happened days apart back in 2015. morrison lampley, lila alligood admitted to gunning down canadian tourist audrey carey in golden gate bridge and then stephen carter whose body was found on a trail near his fairfax home. they both pleaded guilty to murder in the first degree. a friend of carter says she is eager for justice. >> i would hope that they would sort of, um, feel more deeply what they have done, that is sort of important. to me. and also that they feel the pain and suffering they have caused. >> a third drifter sean angold will be sentenced for second- degree murder with a plea deal. state lawmakers today debating a bill that could overhaul california's bail system. supporters say the bill would help defendants who can't afford to post bond. kpix 5's jessica flores joins

us now with the details. >> reporter: michelle, supporters of the bill say the current system punishes the poor and if the bill becomes law it would eliminate the requirement to post money to get out of jail for nonviolent offenders. >> reporter: in the committee on public safety a long line on both sides debated the bill, ab42. >> money bail is a problem because it targets poor people. it targets people of color. and it puts news position where we cannot fight our cases. >> reporter: critics of the current system say thousands of people remain in jail because they can't afford to post bond. bail would be eliminated for nonviolent offenders unless a judge determines there's a risk to public safety. opponents say it is similar to a controversial new jersey plan where there have been reports of offenders committing crimes

while out on free bail. this bounty hunter from a reality tv series testified in opposition. >> the poor are not in jail because they're poor, mr. sawyer. they're in jail because they broke the law. >> reporter: opponents say the bill would harm victim rights. >> there is no mechanism in either of these bills for the victims to be present or heard prior to somebody being released which is guaranteed in the california constitution. >> reporter: but the bill's authors says it does protect victims and the authors say the proposed law doesn't completely eliminate bail. it would still be used as a last resort. and the committee is still waiting for one more vote of approval. the bill is expected to move on to the appropriations committee. i'm jessica flores, kpix 5. the trump administration is working to reassure allies that the u.s. will do all it can to ensure north korea stops its nuclear and ballistic missile programs. craig boswell has more details from the white house. >> reporter: vice president mike pence arrived in japan to

deliver a message to prime minister shinso abe. >> the united states will continue to work with japan and all our allies in the reasonable including south korea, to confront the most ominous threat posing this region of the world. the regime in north korea. >> reporter: the vice president said the first goal is to use diplomatic and economic pressure to get north korea to abandon its nuclear and missile programs. >> but all options are on the table. >> reporter: north korea tried to test a missile on sunday but failed in a fiery explosion. now a top official in pyongyang is promising weekly missile tests. president trump was asked about that on "fox and friends." >> what happens if north korea launches another missle ? >> we'll find out. >> reporter: president trump is working closely with the chinese president to lean on north korea to stop the nuclear program. he says that's why he hasn't labeled china as a currency manipulator which he promised to do during the presidential campaign. >> what am i going to do? start a trade war with china in the million-dollar of him working on a bigger problem, frankly, with -- in the middle of him work on a bigger

problem, frankly, with north korea? >> reporter: this afternoon president trump will sign an executive order to discourage companies from hiring low wage foreign workers. >> china released trade data last week showing it has increased trade with north korea by nearly 40% this year. the trump administration is vowing to crack down on violent gangs. attorney general jeff sessions held a meeting this morning with several federal law enforcement officials to discuss ways to combat organized crime. the attorney general blasted sanctuary cities and said tougher enforcement of immigration and border crimes will curb gang activity. >> let me add, sanctuary cities dangerously undermine this process. harboring criminal aliens only helps violent gangs like ms-13. >> sessions also accused sanctuary cities of aiding cartels to refill their ranks. there's a push in oakland to make sanctuary workplaces

for immigrants. hundreds are expected to gather outside city hall this afternoon. they plan to join city council members to pass a resolution for sanctuary workplaces. that starts today at 4:30. the so-called "calexit" campaign is being dropped for now. this comes as the vice president of the yes california campaign withdraws the ballot measure. the proposal calls for california to secede from the union. the movement garnered extra interest during the last year's presidential election. they got nearly 100,000 signatures. but measures need more than 585,000 signatures to reach the ballot. the push for a vote isn't over. a new group called california freedom coalition says it will try again. remembering the devastation of the 1906 earthquake and fire. how the anniversary was remembered. >> do you want to go to a warriors play-off game and help a good cause at the same time? we'll tell you how you can make

1906 earthquake and fire. sirens sounded at 5:12 this morning to mark the moment the ground began to shake. 111 years ago. minutes later, the crowd observed a moment of silence before painting a fire hydrant gold. mayor lee says the anniversary serves as a reminder to be ready for the next "big one." >> we have all our public buildings retrofitted seismically and we have even gone into the private residential buildings, the soft story buildings to make sure they're safe, as well. >> the great earthquake had a 7.8 magnitude. more than 3,000 people died in the quake and fires. california water officials say they have now awarded a contract for much-needed repairs to the oroville dam. a nebraska company will fix the state's second largest reservoir for $275 million. but the department of water resources admitted this weekend it initially only anticipated

fresh. when you bring them home store them in the refrigerator right away. they don't last long as regular cabbage. they are a little milder so a shelf life may be four to five days at the most and that's it. cool cabbage. i guess it's kind of cool. and i'm tony tantillo, your fresh grocer. nd always remember to eat fresh and stay healthy. i love how they come up with names of produce items. i would have said upside-down cone cabbage. let's see how the stock market is doing right now. wall street, the dow is down 113 points. snapchat is facing backlash from around the world over comments allegedly made by its ceo. a lawsuit filed by a former executive at the company claims that snapchat's ceo once said that the app is, quote, only for rich people. the lawsuit also claims that the ceo didn't want to expand into, quote, poor countries like india and spain. now web savvy protestors in india have been posting one star reviews to drag down ratings. snapchat denies the claims and said:
