cleaner changes. good afternoon, i'm kenny choi. michelle has the day off. bay area leaders met this morning to figure out ways to fight climate change and help us breathe better air. kpix 5 reporter jessica flores tells us it's all starting locally. >> reporter: it's hand to believe on a beautiful day like today but the bay area is one of the worst regions in the nation for air pollution. today, bay area leaders vote on a plan that could drastically change that by 2050. it's called "spare the air, cool the climate," the 270-page plan with an ambitious goal to cut 1990 levels of greenhouse gases and smog by 80% by the year 2050. >> this is really an all in, everything on the table plan. >> reporter: the plan calls for 85 measures including tougher emissions restrictions on dairies and oil refineries. but the oil industry is fighting more regulations. >> looking at how the refineries can operate most efficiently, how they can produce their product, most

efficiently and with as low a carbon intensity as possible. >> reporter: the 24-member bay area air quality district board votes on the plan just as the american lung association ranks the bay area among the top 10 worst regions for air pollution. it also comes as the federal government rolls back protections on the environment. >> i hope it's sending a message to people that are discouraged right now because of this lack of national leadership and saying well, it -- it -- that -- it doesn't really matter because we can still do what we want to do and what we have to do here at home. >> reporter: the plan also calls for public education programs to encourage homeowners, business owners and drivers to help keep the air clean. in san francisco, i'm jessica flores, kpix 5. san francisco's annual 420 celebration is tomorrow at golden gate park. sfpd is expecting 15,000 people to take part. this morning, city leaders unveiled plans to minimize problems on the marijuana holiday. kpix 5's jackie ward tells us how the city plans to control

the crowds. >> reporter: we all know what 420 in san francisco looks like. >> love it or hate it the culturally historic 420 festival is not going away and it has significant impact on our streets, on our neighborhoods, and our parks. >> reporter: she hopes to increase public safety and decrease congestion the massive crowds bringing especially in the haight and golden gate park. and for the first time, the city of san francisco is working with the private sponsor to offset some costs. >> they are paying for the tense inning, for additional security -- they are paying for the fencing and for additional security. >> there will be no drugs for sale on hippie hill, no unauthorized music and no permitted concessions and no alcohol. >> reporter: this will be an adults only event and 40 to 45 park rangers will be monitoring what goes on. >> respect the park! you know? you don't -- you bring stuff in you take it out with you.

the downtown area. >> reporter: this is the man in custody, kori ali muhammed. he opened fire at 10:45 a.m. shooting a passenger in a truck who later died. he walked around a corner fired at another man and missed. he then claimed his second victim, reloaded and reached a catholic charities parking lot where a third man was shot and killed. all were white men from 34 to 58 years of age. this cell phone shows him opening fire. [ gunshots ] >> reporter: this woman saw people trying to help the third victim. >> they tried to, you know, do cpr and then when she -- made sure he has a pulse, there was nothing. >> reporter: police gave chase and muhammed surrendered. they say he shouted "allahu akbar," god is great in arabic. >> we don't believe this is terrorist related. we believe it is a hate crime.

[ inaudible ] >> reporter: police say he recorded videos professing antiwhite views. earlier tuesday, they issued a wanted bulletin for muhammed in connection with the shooting death of a white security guard last week. >> he saw that media release. and as a result, he made a decision to himself that he was not going to go to jail for shooting a security guard. that he was going to kill as many people as he could and that's what he set out to do. >> reporter: police say muhammed also pointed his revolver at two women who were with a 4-year-old child. but those women were latina and he did not open fire. carter evans, cbs news, fresno. former new england patriots tight end aaron hernandez killed himself. his lawyer plans an investigation. hernandez's lawyer says he was shocked and surprised when he was told that the former nfl star was found hanging from a bedsheet in his prison cell. he was just acquitted of

killing two men in boston in 2012 but he was serving a life sentence for the murder of odin lloyd in 2013. back here in the bay area, "skydrone5" giving us this exclusive view of the massive mess in contra costa county. the 50-foot-wide sinkhole is on appian way in pinole. it's already swallowed the access road behind the bay park retirement community. the dining hall and exercise room are closed as a precaution but officials say the building is not at risk of collapse. the facility is working with the city and a private contractor to fix the problems. a bridge that's threatened by a landslide in moraga is off limits to drivers. hundreds of people used the canyon road bridge to commute. but the landslide has been slowly getting worse because of all the wet weather. and at this point, it's unclear when it could re-open. the city's police department wants traffic apps like "waze" to steer drivers away from the bridge. >> we would like some of these services to change the routes they are putting out so we can

stop the vehicles before they get there. >> but even with federal money for the repair work ahead, moraga's town manager says that the hillside needs to be stabilized first. a search is under way in the sierra to find a small plane that disappeared on its way to the bay area. the single-engine aircraft left the truckee tahoe airport just before 4 p.m. on monday. it was heading to the petaluma municipal airport but never made it. the civil air patrol and the chp are now looking for the plane but they say that bad weather has made their search difficult. still to come, russia's brand-new crown jewel, a closer look at the kremlin's new arctic military base and why the outpost is causing new tensions. >> plus, many of us have heard of an endless summer but what about a never-ending winter? lake tahoe resort that says its lift may never shut down because of all the snow. >> and we'll be taking a look at the snowfall totals as well as the impending rain that promises to move into the bay area. plus, the weekend is right around the corner. we have that forecast coming up. ,,

congressional seat is heading towards a june runoff. off officially in georgia, the race to fill an open congressional seat is heading towards a june runoff. democrat jon ossoff officially fell under the 50% threshold last night required to win the specks election. that sets the stage for a runoff against republican karen handel in the historically conservative district. the seat has been held by republicans since the 1970s. president trump says that ossoff would be a disaster so he sent out a series of calls and tweets against the candidate. >> only you can stop this super liberal democrats and in

july. let it snow! >> i can't imagine skiing red dog all the way into next season and, of course, the ice rink there as well, that's lots of hiking to be noted. okay. let's look at the snowfall totals this season alone. we are expecting more rain. our live hi-def doppler radar not picking up anything as of yet but as we pull this on out, you can see that we have the rain gathering and even intensifying across the northwestern section of the state of california. and it is leaning back all the way over the pacific ocean. so here's the deal. we are noticing increasing clouds now from our kpix 5 studios. looking out past pier nine where the winds are a little bit on the fly there. we do have pretty blue skies. we'll call it partly sunny now. how about another view? this time around looking towards golden gate bridge where we have the clouds on the increase and that's where we look at the clouds to thicken first of all in the north bay and then gradually sliding in a

southerly direction. temperatures right now high 50s in santa rosa with mostly cloudy skies. otherwise, we are in the 60s. it was sure cooler this morning by 10 degrees in many of your inland locations. good afternoon to charlie raines. it's a nice spring day near 70 degrees in vallejo and you're spot on there. charlie, we have winds under 10 miles per hour. these winds will be increasing to about 15 later today right now at 7 in vallejo. upstream we go to napa at 6. this is the area of low pressure. i'm not impressed with it at all. it's a weak disturbance. and it will bring us one more shot of rain showers this week not another chance of rain until next wednesday, thursday. so we have a nice dry warming trend working here. but tonight overnight there you have the leading band of the precipitation by about 8:00 tonight. far northern sonoma county. all this slides across the central bay by 2:00 in the morning and notice, it's falling apart at the seams as it drifts out towards the santa clara valley. then high pressure builds in. a few clouds but that's about it. meanwhile, rainfall totals, couple of goose eggs in san jose to about a tenth inch in
