they are taking action against. colter was originally scheduled to make a speech on the campus this thursday but they changed the venue and time. they cited security issues for the reason behind the change. ? kpix 5 anne makovec explains why some california republicans are standing in their way. >> the president keeps saying make america great again, but the president's proposal would really make america die. >> reporter: a push from local leaders to urge the trump administration to approve a federal grant for the electrify case of caltrain. right now caltrain runs on diesel but the project would change that at a cost of $2 billion. almost $650 million from the federal government is on hold.

>> we must educate the new administration and congressional republicans about the importance and readiness of this project. >> reporter: california republicans have asked the transportation secretary not to release the money. their objection, an electrified cal train would eventually become part of the state's high speed rail system which they oppose. but california's congressional democrats say electrify case would increase ridership and create 9600 new jobs. hearing gets under way in sacramento that could allow those to crack down on those driving over the limit. it would give san francisco and san jose the green light to install speed safety cameras.

the cameras would take a picture of your car if you go ten miles per hour over the speed limit. you would then get a ticket for $100 in the mail. police chiefs of both cities say it would help reduce the number of traffic related deaths. >> there is an endemic problem with speeding in the bay area. >> i just want to make sure that for my family and every family out there that cars are not putting everybody in danger. >> the pilot program would last five years. today's hearing is in the assembly transportation committee. this is a live look at sfo where the airport is still dealing with a backlog of delays stemming from a runway construction project. some delays are running about two hours. the construction project is scheduled to continue on most weekends through mid june. it's been a gloomy day across the bay area. a live look outside right now. roberta gonzalez with when the sunshine and warmth will come back. >> that is a bit on the gloomy

side. we thought all the delays was from the weather because we have layers of clouds and our live high deaf doppler radar is picking up precipitation in the central valley and flurry in the high sierra. we are looking due east toward the port on oakland. layers and layers of clueyness. we've had a few rain drops. you can tell it's a little bit on the blustery side. our temperatures stacking up. 50s and 60s. our winds have been increasing 16 oakland, 14 in san rafael,16 sfo. 16 in the fairfield area. winds will continue at 10-20 miles per hour. what you are looking at there is the first of three weak disturbances coming this way. coming up i will talk about rainfall totals how much to expect and when that sun will come back and shine again. i

it was a scary night for a family in the east bay. it happened on san miguel drive. kpix 5 jessica flores with a look at damage. >> reporter: the home behind me is all boarded up but this is not the first time homeowners are left cleaning up the mess after a car plows through their property. the white mercedes benz ripped through the home going in one end of the room, coming out the other. peter schwartz's family sleeping just feet away. luckily in other rooms. >> my wife was asleep right there and my kids on the other side. >> reporter: the car came around the curb and then went straight into the mailbox, a fence, went all the way down into the home below, narrowly missing the street. >> there is no streetlights. and the guy came down here. i think he got spooked by another guy coming up here. that is why he did what he did.

developing chemical weapons. north korea threatening to sink an american aircraft carrier. the uss carl vincent is starting with two japanese ships in the western pacific. the country is ready to sink the boat with quote a single strike. u.s. officials have said that the boat is part of a strike group near the korean peninsula but it won't be there for a few more days. adding to the tension a u.s. citizen is being detained in north korea. tony kim was teaching accounting for more than a month. so far north korean officials haven't said why he was detained but experts say he could be used as a bargaining tool while tensions are high with the united states. at least two other american citizens are held by north korea. they were detained last year. in france the race for president is now down to just two candidates. while some celebrated the news,

day 100 in the battleground state of pennsylvania. new at noon former president barack obama is back in the spotlight holding his first be public engagement since leaving office. he was at the university of chicago this morning for a discussion billed as a conversation of civic engame. oh baa mall kicked off the event by emphasizing the importance of community engagement and discussing his own time as a community organizer. >> the single most important thing i can do is to help in any way i can prepare the next generation of leadership. to take up the baton. and to take their own crack at changing the world. >> reporter: obama has kept a low profile. some believe today's event is a warmup for his next phase of public life.

the department of housing and urban development, san francisco and san mateo counties have the highest low income bracket in the bay area. just over 105,000 for a family of four. other bay area counties are not far behind. in alameda and contra costa just over $80,000 is considered low income. >> if i didn't have any family here an my kippedz didn't have any friends, we may be living somewhere else. people think we are crazy. it is what it is. but we call it home. >> reporter: the bay area cut off numbers are among the highest in the entire country. the low income designation is an important qualifier for affordable housing programs. earth day has come and gone but bart emphasizing its commitment to going green by unvailing the largest for -- they are part of a pilot

sfo wind right now at 16, 12 in san francisco. 14 along the immediate seashore. 13 pleasanton. 15 san ramon. i think you are getting the gist of this. 17 new in knapp pa. these winds will continue to blow and become more consistent on shore push. west winds at 10-20. right now this is weak disturbance number one. plowing into the state of california. behind it here i have a secondary weak disturbance. i even have a third one that promises to keep our weather pattern unsettled z all the way through wednesday. here's the nice evening commute. may be hit and miss scattered very light shower. if we see any precipitation through tuesday which will have more peeks of sunshine today, or even on wednesday when north bay is the target, all of these rainfall amounts will be quite anemic. so again we have our live hi- def doppler radar up and going. in search of any rain drop be not seeing any as of right now. we will keep it in the

on september 9, 2010, pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor,
