refinery causing evacuations. i'm kenny choi. >> i'm michelle griego. let's get to jackie ward live in benicia with the evacuations. >> reporter: we are live in front of the benicia public library. that is less than three miles away from the refinery. and we are up wind. that is why people here are not concerned with the air quality. that is why the doors behind me are wide open. happening now. benicia fire department and city officials are meeting with the media to update them and what we know so far is that the contra costa county hazmat team has not found any issue in the air quality. so that is good news. also, the evacuation and shelter in place orders have been lifted. huge flames and massive dark plumes of smoke poured from the stacks of the valero refinery. yet, benicia resident raymond olsen is remaining calm. >> sunrise, heard the whistle and it triggered the shelter in

place. i looked outside, saw black smoke. >> reporter: pg&e says the outage happened at 6:40 this morning. it only lasted 18 minutes. but, hours later, the flames and smoke continued to burn off into the sky. a district spokesman says the flaring is a safety measure. designed to burn off pollutants when ever there is a power failure at the facility. chp says because of the flaring a part of i-680 had to be closed and northbound traffic was diverted onto westbound i- 780. the winds were blowing the smoke in a northeast direction which is why the benicia industrial park was and remains evacuated. because, it is downwind from the refinery. late morning, life returned back to normal. >> just going to go out, run some errandsment run to the bank and so forth. and go back on home and enjoy friday. >> reporter: the only shelters that remain in place are at the matthew temple and richard simple elementary school.

matthew turner, excuse me. jackie ward, kpix5. developing news, the sonoma county sheriff's department has announced a suspect in a 13- year-old cold case. it centers around the murders of an engaged couple that visited the coastal town of jenner in 2004. anne makovec has the details. >> reporter: the man accused in the murder has no real connection to the couple shot to death on the beach. investigators call it a random crime. shawn gallon, a 38-year-old man from forestville is in jail accused of killing a young couple from the midwest while they slept on a beach near jenner in sonoma county. it happened in 2004. >> this shocked the community of jenner. >> reporter: the case had been cold for 13 years and then, a few weeks ago, gallon was arrested accused of killing his brother. investigators started questioning him about the jenner killings and they said he had information that only the killer would have known. today, they say they are

confident they have their man. >> this case with how random it was and these families, it is especially joyful to get to this point. >> reporter: jason allen and lindsay kutchow, both in their 20s , were working in a christian camp. they were on a three day trip to the coast when they were killed. investigators say gallon was considered a person of interest in the couple's murder early on. but they won't say why. a facebook page that bears his name has several lewd posts. and shows what appear to be an interest in war in the middle east. investigators say they are continuing to follow up on leads to build their case. they will then present their report to the district attorney. anne makovec, kpix5. we could hear a verdict today in the high profile murder trial. angele garcia-torres is on trial for killing sierra lamar.

jurors began deliberations yesterday. prosecutors highlighted evidence connecting the suspect to lamar, but the defense is doubting the dna evidence. the defense also suggests the teen was unhappy at home and decides to run away. san francisco officials are getting input from the public. the sfmta is considering putting striped bike lanes on vicente street between 29th and 40th avenue and putting parallel parking in the area to add spaces. more parking sounds good, but some people are saying not so fast. >> i have kids under 11. i don't want kids parked in front of where they are playing. >> the sfmta intend to remove spots on the corner of intersections by schools so drivers can easily see people in crosswalks.

republicans are focused on the senate after their healthcare plan passed yesterday in the house. meg oliver is on capitol hill. >> reporter: president trump praised house republicans thursday for passing the gop plan to repeal and replace obama care. friday morning, he tweeted big win in the house. very exciting. but when everything comes together with the inclusion of phase 2, we will have truly great healthcare. >> we are going to get this passed through the senate. i feel so confident. >> reporter: but, the healthcare fight in the senate may be even tougher. >> i don't know. i'm curious about the medicaid provision. >> reporter: the moderate and conservatives in the senate have problems in the house bill, but for opposite reasons. rob portman and dean heller have both come out against the bill because of the cap on medicaid expansion. portman says i continue to have concerns that this bill does not do enough to protect ohio's

medical expansion population. and heller added we cannot pull the rug out from states like nevada that expanded medicaid. on the other side of the coin are conservatives like rand paul who oppose the government subsidies to help people buy insurance. >> there are hundreds of billions of dollars transferred from the american taxpayer to insurance companies. >> reporter: to help thread that needle, mitch mcconnell has appointed senator lamar alexander to convene a working group to work out a compromise. meg oliver, cbs news, capitol hill. >> and the alexander working group held two meetings looking at options before the house passed the bill. senators say it will be weeks before they could bring any kind of bill up for a vote. new at noon, the victims of a berkeley balcony collapse that killed six college students have reached a settlement with seven of the companies they sued two years ago. lawyers for the families of the students who died and seven others who were injured say they are keeping the settlement amount confidential. they were at a birthday party

when the balcony collapsed sending them down 50 feet to the street below. two companies did not settle so the lawsuits with them continue. police need your help to find suspects, one for a violent attack at a protest in berkeley. officers say these men were all part of the demonstration, but more specifically, they are all wanted in connection with a violent attack that happened there. if you have any information, berkeley police want to hear from you. 20 people were arrested last month when pro and anti- trump protesters collapsed at civic center park. no one was seriously injured. a preschool in san jose is temporarily closed after it was targeted by vandals. this is what the tomorrow monnesory school on redbird drive looks like now. vandals smashed windows and trashed rooms. you can see shards of glass, bookshelves, and toys across the floor. an instructor found the damage before the school's star wars

a sinkhole. offici >> a truck driver on his way to work found himself in a scary situation when his truck got stuck in a sink hole. it was a 15-foot long sink hole a few feet deep. happened around 5:30 this morning on fifth and townsend streets in the south of market area. you could see the vehicle leaning on its right side with its left wheels up in the air. the driver says that as he was sinking, he had to wait for the truck to stop before he could escape. >> when i stopped the truck, i heard it going to the right side. it was like slow motion. when the truck stopped, i jumped. >> the truck driver is relieved that no one was hurt and the incident he says that he also got the day off work after the ordeal. the transportation safety administration says terrorists could be planning to steal big

rigs from trucking companies to use them as killing machines. the six page tsa report warns no community large or small is immune to a vehicle ramming attack. the documents referenced 17 known attacks with vehicles worldwide in the last three years leading to at least 173 deaths and 700 wounded. >> you think we will see more of this kind of attack? >> i believe there will be copy cats. isis recruits about 50 people a day internationally. >> the tsa warning has also been shared with bus companies and the school bus industry. officialing are urging people to be on alert for suspicious activity. california voters could have a shot at repealing the new gas tax. travis allen filed papers with the attorney general yesterday to get a measure on the ballot. he needs 365,000 signatures from voters to get the plan on the november ballot next year. governor jerry brown signed the

bill to raise gas taxes and increase vehicle fees to pay for highway repairs statewide. allen says voters should also have a say. only on kpix5, we are getting a look at the art display that will grace the top of the new sales force tower in san francisco. the electronic display will have 11,000 led lights with varying colors and designs. videoprojections will show scenes around the city. at 1,000 feet high or 61 stories, it will be the tallest public work of art in america. unlike most light displays from the bay bridge to time square, artist jim camp campbell says this one will be soft and muted. >> instead of looking at the lights themselves, they face the wall or the side of the building. so, you get a much softer image here. because, it is is reflected instead of direct. >> if all goes to plan, the new light display will be unveiled this fall.

sun inland. cool and breezy both saturday and sunday. let's get to it. we do have high pressure that is now traversing in an easterly direction. watch what happens. that low scoots down the coast of california, triggers some thunderstorm activity in the high sierra. we have a chance of a shower trying to move into the back door from the sierra into the bay area. futurecast, you have some clouds that do drift through. it is a weak disturbance. we will call it partly to mostly cloudy for your saturday. and there is a chance of an isolated shower or two. but again, if we see anything, basically, a couple of rain drops. that's about it. sunday clears but again, both days, some very brisk winds at 25. 70 state capitol today. we have a wind advisory in effect for the high sierra and a flood warning in effect due to the merced river that has

>> i love him. what a cute little dog. all right, so what is this virus all about? >> we have been seeing it the last couple of weeks. it starts out with the animal not feeling well and a little lethargic. a lot of vomiting happens and they get sick because they get dehydrated. some of them are getting fluid in their lungs so it is a pretty serious disease. some patients need to be hospitalized. the thing i want to impress is always that it is so important. as soon as your dog shows any signs of illness, call your vet. in this particular case, the owners who are being really good contacting the vet right away, those dogs are doing well. and the ones the owners are waiting on, the dogs are being hospitalized. the point i wanted to make as always is take your animal in immediately or call your vet as soon as you see any signs of illness. >> any reason it is popping up now? >> i don't know. what happens is dogs spend a lot of time in doggy day care
