alexander streets causing a scare around 8:30 this morning. chopper 5 was overhead a short time later. it hit a one inch plastic gas line. it briefly forced evacuations at the nearby wells fargo bank which is the only business affected. we spoke to the bank. it had to open almost an hour- and-a-half late today. but it is doing business now. no word on when gas will be restored in the area. developing news, the senate committee looking into possible trump campaign ties with russia, hearing from the current acting director of the fbi. seth lemon is on capitol hill. >> reporter: andrew mccabe, the acting director of the fbi took james comey's seat for a senate intelligence committee hearing. >> didn't expect to see you hear today. >> reporter: the committee which is looking into possible trump campaign connections with russia, wants reassurances that the fbi will still follow through with its own

investigation. >> do you commit to informing this committee of any effort to interfere with the fbi's ongoing investigation in the links between russia and the trump campaign? >> i absolutely do. >> reporter: democrats and even some republicans are calling for a special prosecutor to head up the criminal investigation. >> in order to ensure the american people can have faith in the impartiality of the investigation, it must be conducted far from the reach of the white house. >> reporter: sources tell cbs news that james comey had asked deputy attorney general rod rosenstein for more resources to conduct the investigation just last week. but, then, on monday, president trump asked rosenstein and attorney general jeff sessions to lay out a case for comey's firing in writing. they cited comey's handling of hillary clinton' e-mail investigation as grounds for the firing. >> the director took steps that basically went around the chain of command within the

department of justice. that is something you cannot do. >> reporter: director comey sent a letter to former colleagues saying i am not going to spend time on the decision or the way it was executed and i hope you won't either. it is done and i will be fine. lemon for cbs new us, capitol hill. >> they subpoenaed michael flynn for documents. he had refused requests to voluntarily turn them over. the department of homeland security is close to announcing and expanded ban on electronics carried on planes. anne makovec explains. >> reporter: this ban would mean that nothing larger than a cell phone could go into an airplane's cabin. it would have to go into your checked bags. transatlantic travelers might need to find a new way to entertain themselves.

>> they really need to think about what they are going to do for passengers. >> reporter: a current ban on electronics could be expanded to include u.s. bound flights from europe. right now, the ban applies to people traveling from airports in eight countries in the middle east, and north africa, the expansion would apply to passengers leaving europe and the u.k. they began discussing additional precautions. a security spokesperson says dhs continues to evaluate the threat environment and will make changes when necessary to keep air travelers safe. >> it will be difficult, but we will get used to it and maybe they will find a way. >> reporter: in the meantime, airlines are concerned about the impact it could have on business travelers. >> time is really important nowadays. >> reporter: traveling from europe to california takes more than 11 hours. >> the longer a flight it is,

the more they need their gadgets to check e-mails. >> reporter: they are working on plan b. a final decision on whether to expand the electronics ban could come in a few weeks. anne makovec, kpix5. new at noon from the state capitol, governor jerry brown has released his revised plan to show a big increase in spending on schools and child care. it is about $24 billion and would start july 1. if approved, the governor also said he wants to invest much more on education, but also sent out a warning. >> we have ongoing pressures from washington. and, the academic recovery will not last forever. when we look at the big picture, we have spent enormous sums of money. particularly in education. the increase is phenomenal.

>> state lawmakers will hope to send a budget to the governor's desk. >> a special meeting is held to decide whether to install freeway cameras to help stop a string of shootings in the east bay, the east contra costa county district attorney's office, the fbi, and local agencies are taking part. it is in response to an announcement from the state that will pay for the cameras along highway 4 and i-80 near richmond and antioch. there have been dozens of shootings in that area the past few years. two more overnight car fires in contra costa county, this time, in brentwood bringing the number to five suspicious car fires just this week. kpix5's jessica flores explains, investigators believe the fires could be arson. >> reporter: firefighters say right away, they deemed the two brentwood car fires suspicious. they happened around the same time and in the same neighborhood. a neighbor's cell phone video captures the intense flames ripping through the honda

parked in front of the brentwood home. video shows firefighters arriving to the home in time to stop the fire from spreading into the house. >> the whole front of the car was engulfed in flames. >> reporter: around the same time, 3:30 a.m. less than a mile away, a truck up in flames. the owner was fast asleep in the back of the house when a neighbor alerted them. >> the neighbor was leaving for work and he rang our doorbell continuously. woke everybody up. got them out safely. >> reporter: firefighters put out both fires before anyone was hurt. and now, investigators believe the cause could be arson. the brentwood fires follow a string of car fires in walnut creek, lafayette, and martinez. a total of five cars parked in driveways going up in flames overnigh. sparking concerns for a contra costa county resident. >> it happened in front of my house. it makes me worried and scared. who are they targeting?

car? family? >> reporter: the brentwood homeowners left with charred pieces of metal. a destroyed garage door, and many unanswered questions. >> it is frustrating. there is no reason for stuff like this to happen. putting people's lives at risk for no reason. >> contra costa fire protection district is leading the investigation. trying to determine how the car fires started. in brentwood, i'm jessica flores, kpix5. water emergency transportation authority just broke down san francisco's downtown ferry building. the goal is new routes and vessels. it includes construction of two new ferry gates and facilities to unload ships. the expansions will support new ferry services from the city to richmond and treasure island. it will also improve landslide conditions with new amenities like weather protected canopies, the construction of the new plaza area and other public access improvements. still to come, a new list

combat. >> the hydraulic lines are all original. >> reporter: the newest edition was built in 1968. and, was flown in vietnam. >> this was used for what? >> hunting subs. >> reporter: the plane was retired. cal fire found it rusting away in an arizona junk yard. it is now being fully rehabbed for a new battle. >> where cal fire puts the retardant paint now to drop on fires, that is where you have one or two torpedoes. >> reporter: every modification for every aircraft is done entirely in house. >> it really is phenomenal to watch. >> reporter: mechanics keep as much as the original aircraft intact as possible. >> they can't find the part. they can generally manufacture the part. they work very well. >> reporter: they will find out how well their newest plane performs when it is deployed in 2018. exactly 50 years after flying its very first mission half a world away. chris martinez, cbs news,

made. >> it is much better than it used to be. there are a lot more bike routes, bike ways, bike lanes. >> reporter: the sf bike coalition says ridership is up 10% from last year. and among those pledging to ride to work more often, san francisco mayor ed lee. >> i'm a little bit out of breath. haven't rode a bike in a long t time. >> reporter: in a perfect world, every street would look like this here on eighth street with green designated bike lanes. this project along with one on seventh and division, all completed just within the last month. the city admits that there is still a long way to go when it comes to engineering and installing safer areas for people to ride their bikes. chris cassidy of the sf bike coalition says he knows people get frustrated with the pace of change and recognizes groups to make streets safer for bicyclists themselves. >> they have added posts right

to the bike lanes and i find it improves how the community feels. >> reporter: and the enthusiasm is evident. san francisco is the largest participant of any city in the country. in san francisco, jackie ward, kpix5. time for a check now of our weather with brian hackney. an okay day to ride the bike? >> i would think so. how was it when you did? >> i didn't. >> michelle griego, get with the program. she doesn't have a bike. you don't have one. somewhat spring like but it is cold with the ocean temperature 49 degrees combined with a flow around the low. a nice chilly ocean sea breeze. that is keeping temperatures moderate. you look far enough ahead into next tuesday. and, there is a suggestion that we could get some showers by tuesday for at least the north bay. we will stay tuned on that. in the meantime, here is what we expect for today in the next few days. partly cloudy and cool. as we head toward the weekend, it will be a little sunnier, rain on tuesday. it could happen. all right, sfo today. not bad. winds out of the southwest. mid 60s. seattle has rain up there. los angeles has sunshine. all right, forecast. well, the numbers are mostly going to be in the mid 60s except for right along the shoreline and these numbers are 5 to 10 degrees below average. and so, by the time we hit sunset, we will be back into the 50s . the sunsetting at

autistic son spreads the message as well. >> reporter: every wednesday, stan peters cooks up a mean pot of chili. >> it may be seasoned okay. >> oh, it is. >> five gallons of chili and five gallons of fazoli. and john fixes 70 or 80 hot dogs. >> reporter: john is stan's son who has autism. >> i wanted something we could do together. he needs to have a feeling of being socially useful and, this is really a good thing to do for that. >> reporter: after ten years of cooking at a homeless shelter, stan wanted to go it alone. >> now, we are kind of sneaking out and helping the homeless people. >> smoke, paprika. >> reporter: he has spent seven hours perfecting each batch of soup and chili. he and john load up the soup

with donated water and pastries and head to the plaza. about 30 to 40 people regularly show up. >> chili, hot, nice good tasting chili. thank you. >> i like his chili. i love it. >> reporter: and on this particular night, a bonus. someone donated barbecue ribs. mike burns has been helping stan and john for the last three years. >> they are taking care of people who need it. >> reporter: as long as people show up, stan says he will keep bringing food. >> my big hope is that people will see what we are doing and see wow, anybody can go out and help people. >> good to see you my friend. >> reporter: so for feeding the homeless, a healthy hot meal every week. this week cease jefferson award in the bay area goes to stan peters. allen martin, kpix5. >> and you can nominate someone like stan for a jefferson award online.
