who is following the traffic situation on the bay bridge. >> reporter: right now we're tracking the delays and the backup just continues to grow. now, the two left lanes shut down westbound 80. that's on the bay bridge just past treasure island. as you can see, speeds drop below 10 miles per hour as you make your way across the span. now, the backup continues to stretch into the maze. right now just to go from the maze into downtown san francisco over an hour. 75 minutes. that's what our travel times are showing. and the backup continues to stretch along the eastshore freeway to el cerrito at this point. as you can see, traffic on the richmond/san rafael bridge starting to see a lot of yellow, a lot of slowdowns, everyone using that as an alternate to get away from the bay bridge toll plaza. you do not want to be stuck in that backup. but take a look at the toll plaza over at the richmond/san rafael bridge. you can see a backup -- we typically don't see delays at

this hour over at the toll plaza. morning commute is over but dealing with slowdowns. once you get past the scene at the bay bridge just past treasure island at center anchorage things pick up. delays no matter which way you go. >> all right, jaclyn, thank you. big news out of washington. white house officials say president trump is expected to pull out of the global climate agreement. kelly o'hara reports the decision is expected to anger allies and big u.s. companies focused on fighting "climate change." >> reporter: president trump is ready to make good on another campaign promise. >> we're going to cancel the paris climate agreement. >> reporter: he tweeted this morning, i'll be announcing my decision on the paris accord over the next few days. he is planning to pull the u.s.

out of the landmark global agreement between almost 200 nations. former president obama played a large role in negotiating the2015 pact to voluntarily cut carbon emissions. >> history may judge it as a turning point. >> reporter: president trump has been working on reverse some u.s. climate change policies since taking office. some of his aides are divided on the issue. the president met with the epa administrator tuesday, scott pruitt who questioned whether humans are to blame for global warming and senate majority leader mitch mcconnell and 21 other gop senators sent the president a letter last week urging him to ditch the agreement. democrats say leaving would be a historic misstep. >> it would damage our standing on the world stage and allow china to take the high ground. >> reporter: in italy g7 leaders pressed president trump to stick to the agreement. exactly how the u.s. will pull out or whether the president may try to renegotiate part of

the deal is not yet clear. kelly o'hara, cbs news, the white house. a pennsylvania man is facing criminal charges after police found an assault rifle, a handgun and nearly 100 rounds of ammo in his car that he brought to the trump hotel in washington. officers got a tip about the armed man that led to his arrest. >> i believe that the officers and our federal partners and in particular the tipster coming forward averted a potential disaster. >> he is charged with carrying a pistol without a license and possessing unregistered ammunition. secret service says its initial interview showed he posed float float. a suicide bombing in afghanistan's capital killed at least 90 people and injured more than 350 others. officials say the bomber detonated the device during rush hour. they say the blast site in kabul is one of the most secure areas in the country. western embassies and the

presidential palace are located there. the german embassy had major damage. the suspect reportedly hid the bomb in a sewage tanker. you can see this crater the blast left behind. officials say it's at least 16 feet deep. so far, no one has claimed responsibility. in the bay area oakland city council just approved a nearly $1 million payout to the woman who sparked an east bay police sex scandal. the council approved the payment this morning to the woman who now goes by jasmine abuslin. she says that she was still a minor during her first of about 40 sexual encounters with law enforcement officers making her a sex trafficking victim. as part of the settlement that was reached the city and the police department do not admit any fault. oakland city council rebecca kaplan said: passengers who were on a plane when a laptop caught fire

have finally landed in the bay area. kpix 5's jackie ward on the frightening moments on board and the emergency landing. >> reporter: it's probably the last thing you ever wanted to see on a flight nevermind a cross-country flight smoke coming from an overhead bin. we spoke to passengers who say it was kind of a scary moment when they saw smoke coming from row 25 of the jetblue flight that was in the air. the flight crew identified the problem a lithium ion battery to a laptop was in a backpack and it caught fire. they were able to successfully put it out. still, this fire forced the pilot to make an emergency landing in grand rapids, michigan. >> i was thinking it was a safety check to make sure there was no more devices that could be flammable. and back of my mind thinking maybe there's something else or the item could explode again. >> reporter: the layover lasted about three hours and one passenger tells us a lot of

people on board were frustrated and annoyed. but the flight landed safely at sfo. jackie ward, kpix 5. the largest housing project in san jose was approved by the city council this week. but that's causing quite a stir between the city and local construction workers now. kpix 5's anne makovec reports that local unions and labor councils are pounding the pavement for hiring locally. >> reporter: a picket line today by labor groups calling for new rules to force developers to contract with local workers. >> this is who we are. >> reporter: bill guthrie is with the local plumber and pipe fitters union one of many labor groups that wants to work on some of the huge housing developments the city of san jose has in the pipeline. >> we think of local people treated fair families should have an opportunity to build here. >> reporter: there was an outcry from local unions at a meeting about a new development for the old greyhound station last week but the san jose city council decided that it could not legally force the developer

into hiring unions because the property isn't owned by the city. now a coalition of labor groups is pushing for a ballot measure for 2018 saying they polled about 900 likely voters asking the question: shall an ordinance be adopted requiring that large and medium sized residential or commercial projects that receive a subsidy or other incentive pay market rate wages and hire local workers? they say 76% of respondents say yes. >> the polls are there. the people spoke. and it's in our favor. >> reporter: even if a ballot measure were to pass, city staffers say they are not sure if it would be enforceable. in san jose, anne makevoc, kpix 5. today caltrans is considering a plan to convert the hov lanes along the peninsula into an express toll lane. solo drivers would be able to pay a fee to ride in the fast lane. the plan would involve a stretch of roadway from highway

101 in santa clara county north through the i-380 interchange. about 200,000 drivers travel that area every day. new at noon, uc-berkeley will become the first college in california to build a gender- neutral locker room inside its campus gym. kpix 5's jessica flores has the details. >> reporter: currently at uc- berkeley's recreational sports facility, there's a menendez locker room and a women's locker room. but a 4500-square-foot addition will also make a place for gender nonconforming individuals or disabled students who have assistance from someone of a different gender. >> so it will be gender inclusive. it's the idea that it's open to all. anyone who has an interest in, um, additional level of privacy, you know, it's available to anyone and everyone who wants to. >> reporter: the planned $2.7 million locker room is funded by a $54 student fee. the locker room will include partitioned showers and private changing rooms. >> we worked heavily with campus and students across campus really making sure that

this was an initiative they were interested in and passionate about and we see nothing but the same. >> reporter: a big problem for gender nonconforming individuals, students can only access the swimming pool by going through either the men's or women's locker rooms. >> we want to use this as a means to help eliminate some of the barriers. >> reporter: the university plans to break ground on the new locker room next spring with plans to open the facility in the fall of 2018. reporting in berkeley i'm jessica flores, kpix 5. a los angeles home owned by cleveland cavaliers star lebron james was vandalized today. a racial shur was painted on the front gate of his home. it was covered by property management. it's unclear what the racial slur said. but lapd is investigating this incident as a hate crime. new video just in of the warriors gearing up for the start of the nba finals. we caught up with kevin durant and draymond green at today's practice. game one of the finals is tomorrow night at oracle arena.

new at noon, a cnn has just cut ties with comedian kathy griffin after she appeared in a video holding what looked like president trump's severed head. cbs reporter hena daniels has more on the controversy and the backlash and a warning. some people may find the pictures disturbing. >> i went too far. i made a mistake and i was wrong. >> reporter: in an apology video, posted on twitter, kathy griffin is begging for forgiveness after images of her holding the severed head of our president, president donald trump, surfaced on social media on tuesday. >> the image is too disturbing. i understand how it offends people. it wasn't funny. i get it. >> reporter: her apology followed a bipartisan backlash. donald trump, jr. tweeted,

disgusting but not surprising. this is the left today. you consider this acceptable. imagine a conservative did this to obama as potus. chelsea clinton tweeted, this is vile and wrong and it's never funny to joke about killing a president. the secret service says it's investigating tweeting, it monitors social media and threats made against its protectees receive the highest priority. hena daniels, cbs news. president trump is causing a big stir on social media. a lot of people are trying to filling out what he painted when he treated this out early this morning or last night. negative press of "covfefe." he tweeted it just after midnight. he didn't say anything else until this morning. when he tweeted out, who can figure out the true meaning of "covfefe"? enjoy. for six hours people wondered. one company called key spring has already designed t-shirts and tank tops that say "covfefe." they are on sale for $20. and for $12, you can also have your own "covfefe" coffee mug.

>> when i stub my toe i'm going to say "covfefe"! amazon is helping out parents whose kids managed to order items without their permission. it's handing out refunds for things like upgrades and mobile games. amazon has set up a process for refunding more than $70 million in charges made between november of 2011 and may of 2016. let's take a look at the big board right now and we can see the dow is down about 42 points. new at noon, nasa just unveiled a hot new mission. as meg olive reports the agency has its sights set on the sun's atmosphere. >> reporter: it's a blistering hot mission. >> the coolest hottest mission under the sun. >> reporter: nasa wants to fly into the sun's atmosphere orbit within 4 million miles of the sun's surface and facing temperatures like no other spacecraft before.

>> you know what i'm going to take a long-term look at the chance of "covfefe" in your forecast but right now let's taat our live hi-def doppler radar. we had rain earlier this morning. the rain has pushed out due east over the tahoe area. this is what happens when a weak cold front blows through the bay area. it mixes up the marine layer and the end result is we have sunshine and .04" of rain in brentwood. morgan hill and also mount diablo in the east bay. i know this is not enough to jump up and down about but enough to wet your garden. ron reports 72 in consumer report. ron got a tenth inch of rain around 3 a.m. in concord. and we see the bubbling of the clouds right now. that's the return of the marine layer just hanging offshore. but again, it was mixed out due to the cold front. temperatures right now in the 60s and in the low 70s. winds have been problematic all

week long. right now 16 in san francisco. 18 sfo. 10 in hayward. a little bit of a breeze now in napa at 7, 12 in san rafael. these winds consistent 10 to 20 later in the afternoon and variable at best. satellite-radar suggests that the clouds are offshore. you just saw that little bubbling of clouds right about there. otherwise, what you need to know is that we have bright sunshine today. and tomorrow, more sunshine. less wind. warmup begins on friday. lots of clouds overhead tonight. overnight as the marine layer pushes back onshore and marches inland at least a good 50, 60 miles in towards the tri- valley. santa rosa you will be shy of the stratus very early then it backs off by lunchtime in all areas. so our temperatures will gradually go up with the lack of that marine layer. temperatures just shy of 80 degrees today with the wind. sunset 8:25. warming up through monday. then we begin to cool down on
